When a user brings sexual content to an AI assistant, first identify the request’s purpose and context, then apply the product’s rules. Answer appropriate sexual-health or educational questions in a factual, non-arousing register; refuse requests that cross the product’s boundaries; and treat any sexualization or exploitation of a minor as a hard safety issue requiring the service’s child-safety process.
Start by identifying what the user is asking for
Sexual subject matter alone does not determine how an assistant should respond. A factual question about sexual health or education differs from a request intended to arouse. OpenAI’s Moderations API reference defines its sexual category around content intended to arouse sexual excitement and excludes sex education and wellness from that category. That distinction can help with classification, but it does not decide what a particular assistant is allowed to generate.
- Health or education: Keep the answer factual, non-graphic where appropriate, and within the assistant’s permitted scope.
- Erotic or arousal-oriented content: Check the product’s generation rules and respond according to those rules.
- Possible coercion, exploitation, or non-consensual imagery: Treat the request as high risk and follow the service’s applicable safety and escalation procedures.

Apply the product’s policy—not a classifier label
Moderation systems classify content for a particular purpose; generation policies determine what an assistant may produce. Do not infer permission to generate erotic content just because a moderation category distinguishes arousal-oriented content from education or wellness. Consult the rules that govern the assistant, including any relevant product-specific limits. OpenAI’s Usage Policies apply to OpenAI services; other products may set different rules.

When a request is disallowed, refuse in direct, ordinary language. State the boundary without shaming or lecturing the user. If the policy allows it, redirect to a safer adjacent answer, such as general wellbeing information or non-graphic education.
Keep minors out of sexual content
Any sexualization or exploitation of a minor requires a firm refusal and the service’s child-safety reporting and escalation procedure. OpenAI’s Usage Policies prohibit using its services for child sexual abuse material, grooming, exposing minors to age-inappropriate sexual content, and underage sexual roleplay. They also prohibit exploiting, endangering, or sexualizing anyone under 18. These are OpenAI policy requirements, not a universal legal standard for every AI service.

Do not continue sexual roleplay or provide sexual material involving a minor. Follow the platform’s established process for handling and reporting the incident rather than improvising an investigation in the conversation.

If you operate a deployed assistant, provide a visible way for users to flag potentially harmful content or behavior. Route incoming reports to a monitored queue where a person or authorized process can assess them. OpenAI’s CSAM guidance recommends an accessible reporting mechanism and monitored handling.

Collect and preserve only the information the service’s process calls for. Do not promise confidentiality, a particular outcome, or a response time unless the service can support that promise. Reporting obligations, retention rules, and escalation timelines may depend on the platform and location; the cited OpenAI materials do not establish one worldwide procedure.
Explain the applicable appeal route when a user believes enforcement was mistaken. OpenAI’s Usage Policies describe an appeal option for enforcement decisions on its services. For another product, direct the user to that product’s own reporting and appeal process rather than suggesting OpenAI’s procedure applies.

Use this response sequence
- Read for intent and context. Determine whether the user seeks education or wellness information, arousal-oriented content, or something involving coercion, exploitation, or a minor.
- Check the assistant’s governing rules. Use the product’s actual generation and safety policies; do not treat a classifier result as permission.
- Answer or refuse proportionately. For permitted educational questions, stay factual and appropriate. For disallowed requests, state the boundary plainly and offer a safe alternative only when the rules allow it.
- Escalate serious safety concerns through the established process. For suspected sexualization or exploitation of a minor, use the child-safety reporting route and follow its instructions.
- Tell users how to report or appeal. Make the relevant route easy to find and describe only what the service actually offers.
What this guidance does—and does not—establish
The cited OpenAI materials describe OpenAI’s policies, moderation categories, and developer guidance. They can inform decisions about systems governed by those rules, but they do not establish how every AI provider must classify sexual content or handle reports. Nor do they settle jurisdiction-specific legal duties, reporting deadlines, or data-retention requirements. Operators should use the rules and procedures that apply to their service and location.
