Run ownerid <SteamID64> "Name" for full owner access or moderatorid <SteamID64> "Name" for moderator access. Execute the command in the Rust server console, your host’s console, RCON, or (for an existing owner only) the in-game F1 console. Use the player’s 17-digit decimal SteamID64, then have the player disconnect and reconnect. Run server.writecfg, restart the server, and verify users.cfg if you need the permission to survive a restart.
Owner and moderator rights are different
Rust uses two relevant authentication levels. The command you choose determines what the person can do, so do not grant owner access when player-management tools are sufficient.

The exact command names are lowercase. The name is optional and is mainly a readable label; the SteamID64 is the identity that Rust uses for authorization. A name change does not transfer or remove the permission.
What you need before running a command
- Administrative access to the server console, host panel, RCON, or an account that is already an auth-level-2 owner.
- The target player’s decimal SteamID64. It is normally 17 digits and starts with
7656. - The correct server identity if you will inspect or edit the configuration files.
- A maintenance window if you plan to restart the server while testing persistence.
Do not paste a hexadecimal Steam identifier, a display name, or a shortened number. A display name can be duplicated or changed; the decimal SteamID64 is the value the command requires.

Find the player’s SteamID64
For someone who is connected
Open the server console and run playerlist. The output shows connected players with their identifiers beside their names. Some server guides also document users, which prints connected entries in a format similar to SteamID64 : "name". Copy the complete decimal value, including every digit, and check that it begins with 7656.
For someone who is offline
Ask the player for the URL of their Steam profile or their Steam username and use a SteamID lookup service that displays the decimal SteamID64. Check the returned value manually before applying it; a lookup result in hexadecimal form or a different Steam identifier will not work with these commands. If several profiles share a similar name, match the profile URL or another identifying detail rather than guessing.

Confirm the value before granting access
- Count the digits and confirm that the value is a 17-digit decimal number.
- Confirm the leading digits are
7656. - Compare the value with the player’s profile or the
playerlist/usersoutput. - Paste only that value into the command; do not include spaces or punctuation inside the ID.
Where you can run the command

The F1 limitation matters when a server has no owner yet. Use the host console or RCON for the first grant. An owner can then use F1 for later changes.
Give a player owner rights
- Open the server console, host-panel console, RCON session, or an F1 console opened by an existing owner.
- Enter
ownerid <SteamID64> "Name", replacing the angle-bracketed value with the player’s full decimal ID. For example, the structure isownerid 7656XXXXXXXXXXXXX "Player name"; do not use the X characters literally. - Submit the command and watch for a command response or error. If it fails, run the server’s
helpcommand and check the spelling and syntax shown by your build. - Ask the player to leave the server completely and reconnect. A connected player commonly does not receive the new authentication level until the next connection.
- After the reconnect, have the player test only the administrative functions they need. Owner auth level 2 includes the moderator-style player tools plus management of admins and convar changes.
Use owner access sparingly. Convar changes can affect the entire server, and owner-level authority is broader than the permissions needed for routine moderation.

Give a player moderator rights
- Open the dedicated console, host panel, RCON, or an owner’s F1 console.
- Enter
moderatorid <SteamID64> "Name". A complete example follows the patternmoderatorid 7656XXXXXXXXXXXXX "Player name". - Submit the command and confirm that the server accepts it.
- Have the player disconnect and reconnect before testing the moderator commands.
- Verify that the player can perform the required player-management tasks, such as kick, ban or teleport, without granting broader owner controls.
The command also accepts optional trailing fields in installations that expose them, for example moderatorid <SteamID64> "optional username" "optional reason". If your server’s command help does not show those fields, use the two essential arguments—the command and SteamID64—and avoid adding unsupported text.
Make the grant survive a restart
Guides disagree about when Rust writes these authorization changes to disk. One set reports that ownerid, moderatorid, removeowner and removemoderator write users.cfg as soon as they run. Another reports that the change is applied in memory and can disappear after a restart unless you explicitly run server.writecfg. Because the behavior can vary by server build, host panel and configuration, use the conservative verification procedure below.

- Run the grant command and wait for it to complete.
- Run
server.writecfg. This writes the current server settings to the configuration used by the instance; guides commonly identify the resulting file asserverauto.cfg. - Restart the server during a suitable maintenance window.
- After startup, inspect the
users.cfgfile in the server identity’scfgdirectory and confirm that the player’s authorization entry remains. With a custom identity, the path is under a directory such asserver<identity>cfg, not necessarily the default server folder. - Have the player reconnect and test the role again.
Do not edit a live configuration file while the server is running unless your host specifically documents that workflow. A restart may be required before manual file edits are read, and a running server can overwrite changes made outside the console.
Remove owner or moderator access
Remove owner access
From the server console, panel console, RCON, or an owner’s F1 console, run removeowner <SteamID64> with the same decimal ID used for the grant. Then run server.writecfg if your setup requires an explicit save, restart if you are verifying the file, and have the affected player reconnect.

Remove moderator access
Run removemoderator <SteamID64>. Use the exact ID, not the player’s current name. Apply the same save, restart and reconnect checks when you need to prove that the removal is persistent.
When a person has more than one entry
Review users.cfg after removing access. If an old owner or moderator entry remains for the same SteamID64, remove the stale authorization through the supported command or the host’s documented configuration editor, then restart and verify again. Keep a record of which ID was removed so a similarly named player is not affected.
Troubleshoot a grant that does not work
The command says the target is not authorized after granting
- Check that the ID is the full 17-digit decimal SteamID64 beginning with
7656, not a hexadecimal identifier or a name. - Confirm that you used
owneridfor owner access andmoderatoridfor moderator access. The two commands produce different auth levels. - Have the target fully disconnect and reconnect. A permission change often does not apply to an existing session.
- Run
helpin the server console and compare the command syntax with the syntax accepted by your current Rust build.
The command works until the next restart
- Run
server.writecfgimmediately after the grant or removal. - Restart the server and inspect
users.cfgunder the correct server-identitycfgfolder. - Make sure you are checking the same server instance that received the command; a host may expose separate test and production identities.
- If the entry is absent, repeat the grant on the intended instance, write the configuration, and verify after another restart.
The F1 console rejects the command
An F1 console is not an elevation mechanism. The documented limitation is that an ownerid command issued there works only for a player who already has auth level 2. Use the host console or RCON for the initial owner grant, then reconnect before trying F1 again.
A player can moderate but cannot change server settings
That is expected when the player was granted moderatorid. Moderator auth level 1 is intended for player-management operations. Use ownerid only when the person genuinely needs owner-level administration and convar control.
The name displayed in the configuration is outdated
The SteamID64 controls identity. A stale quoted name does not normally transfer access to another account, and changing a player’s Steam name does not require a new authorization ID. Update the label only through a command or configuration method supported by your server version.

Security practices for shared servers
- Give moderators moderator auth instead of owner auth whenever player-management permissions are enough.
- Verify every SteamID64 before granting access; similar display names are not reliable identifiers.
- Keep RCON credentials and host-panel logins restricted to trusted operators.
- After removing a staff member, remove the authorization, write the configuration, restart if necessary, and verify the file.
- Recheck permissions after major game or server updates because command behavior can change.
