You cannot install Windows 11 Insider Preview Build 22478 on Windows 10. Build 22478 was a Windows 11 Dev Channel preview released on October 14, 2021, and it introduced the first preview of Microsoft’s refreshed Fluent emoji. Windows 11 began receiving the emoji in an optional preview update the following month. On either Windows version, press Windows key + period (.) to open the built-in emoji panel—but the characters available depend on your version of Windows.
What Build 22478 changed
Microsoft announced Build 22478 for Windows 11 Dev Channel Insiders on October 14, 2021. It offered a first look at redesigned Fluent emoji, including Clippy in place of the standard paperclip, and added support up to Emoji 13.1. It was a preview build for Windows 11, not an update that Windows 10 users could install. Microsoft’s Build 22478 announcement instructed users to open the emoji panel with “WIN + .”

On November 22, 2021, Microsoft said the new emoji were beginning to roll out through an optional Windows 11 preview update. Its historical instructions were to check for updates, install the available preview update, and then open the emoji panel. The Windows Update path at the time was Settings > Update & Security > Windows Update > Check for updates. See Microsoft’s November 2021 rollout announcement.

Those are historical steps for the 2021 rollout; they do not identify a currently available update. To use the emoji panel on a current Windows 11 installation, press Windows key + period (.). The panel displays the emoji available to that installation.
What Windows 10 users can do
Windows 10 has its own built-in emoji panel. Press Windows key + period (.) to open it, then select from the characters available on your system. This shortcut opens the panel; it does not install Build 22478 or add that Windows 11 preview’s emoji set to Windows 10.

Microsoft’s Windows 10 version 22H2 update history separately records support for Emoji 15.1. That is later Windows 10 emoji support, distinct from the Emoji 13.1 support named in the Build 22478 announcement. A Microsoft staff moderator responding to a Windows 10 question said newer Windows 11 emoji are not included in the Windows 10 panel. Copying and pasting a character or using an app’s own picker may work, but these are workarounds, not system-wide emoji installation; whether and how a character displays can vary by app. Read the Microsoft Learn Q&A response.

Windows 10 support status
Microsoft says Windows 10 support ended on October 14, 2025. That later lifecycle change does not alter what Build 22478 was or the 2021 rollout steps; it matters when deciding whether to rely on Windows 10 for ongoing updates.
