To get old iCloud photos into the iPhone Photos app, sign in with the Apple Account that holds the library, then turn on iCloud Photos: Settings > [your name] > iCloud > Photos > Sync this iPhone. The library will appear as it syncs. Choose Download and Keep Originals only if you want full-resolution copies stored on the iPhone; Optimize iPhone Storage keeps smaller device versions and saves space.
Get your iCloud Photos library into the Photos app

Check the Apple Account. In Settings, tap your name and confirm that this is the account associated with the old photo library. A different account will not show that library. Apple recommends using the same Apple Account on devices where you want access to the iCloud Photos library: Apple Support: Set up and use iCloud Photos.

Turn on iCloud Photos. On the iPhone, go to Settings > [your name] > iCloud > Photos, then enable Sync this iPhone or iCloud Photos. The wording can vary by iOS version and language. Open the Photos app to see the library as it syncs.

Let syncing run. Connect to Wi-Fi when practical. How quickly the library appears depends on its size and internet speed; a large collection may take time. Keep the iPhone connected and check Photos again rather than treating an incomplete library as a failed transfer.

iCloud Photos is a synced library, not a one-way import. Edits and deletions can carry across devices using the same library. Apple warns: “When you delete content from your device, it’s also removed from iCloud and any of your devices that have iCloud Photos turned on.” Review Apple’s iCloud Photos guidance before deleting or reorganizing photos if you want to keep them elsewhere.
Choose whether originals should be stored on the iPhone
Seeing a photo in Photos does not necessarily mean its full-resolution original is stored locally. In Settings > [your name] > iCloud > Photos, choose the storage option that matches your goal:

Apple describes these options in its iCloud Photos setup guidance. If the iPhone is low on space, downloading the full library may not be possible until space is available; you do not necessarily need to change your iCloud plan.

Download selected photos as a separate copy
If you need only a few items, or want exported files separate from the synced Photos library, download or export those items instead of downloading the whole library to the iPhone. Apple documents selecting and downloading photos from iCloud.com, and exporting unmodified originals from Photos using the Mac workflow described in Apple’s Export photos, videos, slideshows, and memories guidance. Use the export option to save files to a chosen destination, such as Files when available for your workflow. These are copy/export routes; they are not required to make the full iCloud Photos library appear in the iPhone Photos app.
Why old iCloud photos may not be showing up

The iPhone is signed in to another account. Compare the account shown at the top of Settings with the one that contains the old library.

iCloud Photos is off. Recheck Settings > [your name] > iCloud > Photos and enable syncing.

The library is still syncing. Check the network connection and give the process time. Apple says duration depends on library size and internet speed.

Storage is constrained. Check available iPhone space if you selected Download and Keep Originals, and check iCloud storage for the library. The two storage limits serve different purposes.

You need just a few photos. Use the selected-item download or export options rather than waiting for every original to be stored locally.

If photos remain missing after checking the account, sync setting, connection, and storage, use Apple’s guidance for finding missing photos and videos. The cause cannot be determined without checking the account and device.

iCloud Photos keeps the library in sync; it is not an extra copy of the originals in iCloud Backup. If you want a separate backup, make one independently of the synced library. Apple explains this distinction in What does iCloud back up?
