A genuinely $0 AI code-review workflow is most clearly supported for public GitHub repositories: standard GitHub-hosted Actions use is free there, and CodeRabbit says reviews of public repositories are free. That does not mean every model, private-repository setup, or review service is free. Copilot Free does not include Copilot code review, and AI-review charges are separate from runner costs.
What can be free—and what is separate
A pull-request review pipeline has at least two possible cost components: the service that analyzes the code and the compute that runs its workflow. A free runner does not make an AI reviewer free, and a free review offer does not make private-repository Actions minutes free.
- Public repository: GitHub says standard GitHub-hosted Actions use is free for public repositories. CodeRabbit says it provides free reviews for public repositories. These are separate service terms, not a universal guarantee that every possible model or configuration costs nothing. GitHub Actions billing; CodeRabbit pricing.
- Private repository: GitHub-hosted Actions minutes depend on the account’s plan and included allowance; usage beyond that allowance is billed. An AI-review service may also have its own eligibility rules, limits, or charges.
- Self-hosted runner: GitHub says self-hosted runner usage is free, but hosting and maintaining the machine are not thereby costless. Copilot code review on self-hosted infrastructure has specific setup requirements, so it is not a zero-setup workaround.
Accordingly, “no credit card required” and “free indefinitely” are different claims. Check the service’s current terms for the repository you intend to connect, and distinguish a trial from an ongoing free offer.

Why Copilot Free is not a free code-review bot
GitHub’s plan listing describes Copilot Free as a $0 plan with 2,000 code completions per month and access to listed models, and says no credit card is required. It places code review under Pro, not Free. Completion access therefore should not be treated as a quota for automated pull-request reviews. GitHub Copilot plans.

For Copilot code review, GitHub’s documentation gives estimated AI-credit ranges of $0.05–$1 for Lite effort and $0.25–$5 for Balanced effort. These are estimates that vary with request size and other factors, not a guaranteed per-PR charge; they exclude Actions minutes. Check the current documentation before relying on them for budgeting. Private repositories are where an apparently free setup can generate costs. GitHub-hosted Actions minutes are governed by the account’s plan allowance, with excess billed to the account. Copilot code-review workflows in private repositories also consume Actions minutes: GitHub states this took effect on June 1, 2026, with minutes drawing first from existing entitlement and excess billed at standard rates. That runner billing is separate from AI-credit consumption and from any review service’s private-repository pricing. The available terms do not establish a universal $0 private-repository pipeline or a named model API with a verified no-card quota. Before enabling reviews, check the specific account plan, service eligibility, usage limits, and billing settings.

GitHub describes self-hosted runner usage as free, but Copilot review on self-hosted runners has additional requirements: GitHub specifies ARC-managed runner scale sets and Ubuntu x64. That makes self-hosting a technical and operational choice, not simply a free switch that guarantees a $0 review workflow. GitHub code-review documentation.

How to keep the bill predictable
- Confirm repository visibility. If the project can be public, verify that the review service’s public-repository offer applies to your repository and check its current terms.
- Choose the reviewer based on what is actually included. Do not select Copilot Free expecting PR reviews; GitHub lists that capability under Pro. If considering CodeRabbit, distinguish its public-repository offer from its 14-day Team trial.
- Check the compute account before enabling automation. For private repositories, inspect your plan’s included Actions minutes and billing settings. Treat any excess as potentially chargeable.
- Budget AI usage separately. For Copilot review, use GitHub’s current estimates as variable planning guidance, and remember they exclude Actions minutes.
- Verify current terms immediately before installation. Eligibility, limits, and pricing can change; the service’s live pricing and documentation are the authoritative place to confirm your specific case.
