To get online through a Timor-Leste mobile network, use a local operator’s SIM or eSIM while in the country. To appear to be in Timor-Leste while you are abroad, you need a remote endpoint that explicitly offers a Timor-Leste IP address; the available provider information does not verify a VPN with that location. In either case, check the public IP after connecting: a local connection alone does not guarantee that geolocation services will identify it as Timor-Leste.
Choose the method that fits where you are
- In Timor-Leste: A local mobile SIM or eSIM is the most directly supported option. The national telecom regulator, Autoridade Nacional de Comunicações (ANC), lists Timor Telecom, TELKOMCEL and Telemor as operational providers. Check the ANC operator directory for its current listings.
- Outside Timor-Leste: Look for a VPN or other remote service that explicitly lists a Timor-Leste endpoint. The available information does not confirm a provider offering one, so do not subscribe based only on a general claim of broad country coverage. A Timor-Leste SIM used abroad is not proof of a Timor-Leste public IP; roaming traffic may exit through another country, and the operator information cited here does not establish where it exits.

Timor Telecom eSIM
Timor Telecom’s eSIM instructions say to check that your phone supports eSIM and is unlocked, visit a TT store with valid identification, obtain a QR code, and scan it while connected to Wi-Fi. The page lists a $1 fee for a new or replacement eSIM and says eSIM customers can use calls, SMS, data, packages and promotions. Fees and procedures can change, so confirm the current terms with Timor Telecom before visiting a store.
- Confirm that your phone is eSIM-compatible and unlocked.
- Ask a Timor Telecom store what identification and current eligibility requirements apply.
- Complete the purchase and receive the eSIM QR code.
- Connect to Wi-Fi, scan the QR code, and follow the phone’s setup prompts.
- After the eSIM connects, check your public IP using an IP lookup service and note the country it reports.
Timor Telecom’s site also lists prepaid packages, including weekly and monthly options. Their data allowances and prices are time-sensitive; check the operator’s live offer before choosing a package.

TELKOMCEL and Telemor
The ANC directory is a starting point for finding other local operators, but it does not compare coverage, speed, price, or public-IP geolocation. Telemor’s service page describes eSIM activation and says SIM registration uses customer document information. Check Telemor’s current instructions or contact the selected operator to confirm registration, device compatibility, availability and fees.

Getting a Timor-Leste IP address from abroad
A remote user needs a network endpoint whose public IP is assigned or routed as Timor-Leste. Before paying for a VPN or hosted connection, verify that the provider currently lists a Timor-Leste location and ask whether that location is available on the plan and device you intend to use. A country name in a general marketing claim is not enough to establish that a working endpoint exists.

- 20GB of 5G | 4G LTE high speed internet Europe SIM valid for 30 days.
- Easy to use: Plug in and use, no need for activation. Tethering capable.
- Plan refillable, sim card rechargeable!
- Your device must be unlocked
- Tri-cut SIM will fit every model of cellphone. All SIM size available, including standard/micro/nano SIM
- Check the provider’s current server or location list for Timor-Leste specifically.
- Confirm the location is available to your account and platform; do not infer availability from a neighboring country or a regional label.
- Connect to that endpoint, then check the public IP with an IP geolocation lookup.
- If the lookup reports a different country, disconnect and contact the provider. If a particular website is your goal, test that website too: its location decisions may differ from a general lookup.
The cited operator and regulator pages do not verify a Timor-Leste VPN server, a remote proxy endpoint, or a current carrier IP range. Do not assume a service works for this purpose until you can confirm the location and test the assigned address.
What an IP check can—and cannot—tell you
After connecting, look up the public IP address rather than relying on your device’s local network address. IP geolocation databases can disagree, and a site may use its own location checks. A result showing Timor-Leste is useful evidence for that lookup, but it does not guarantee that every app or website will treat the connection as being in the country.

A Timor-Leste government planning document gives historical context: it says 2G mobile service had reached 96% of population areas, 3G data services were available in all municipalities, and 4G had recently launched in urban centres. The excerpt does not specify a year for those figures. They are not a current 2026 coverage audit or a guarantee for any particular operator, route or location. Consult the government planning document for context, and ask operators about present-day service where you will be.
