To get a Russian public IP address, connect through a VPN server located in Russia. A VPN app is usually the simplest option; a VPN you configure on a Russian virtual private server (VPS) offers more control, while a Russian proxy can route traffic for a specific app or browser. None guarantees that a particular website will accept the connection.
Choose how to route your connection
A public IP address is the address websites see when your traffic reaches them. Routing traffic through an endpoint in Russia can make an IP lookup service report a Russian location. The address’s assigned infrastructure location and the country shown by a geolocation database are related, but databases and online services can classify an address differently. Selectel explains IP location in relation to the device to which an address is assigned.

VPN app: the easiest starting point
Choose a VPN provider that lists a currently available Russia location, install its app, sign in, select that location, and connect. For example, Proton VPN advertises Russian servers in St. Petersburg; that is the provider’s own availability claim, not an independent uptime or access test. Server locations and availability can change, so check the live location list before subscribing.
Russian VPS: more control, more responsibility
A VPS is a rented virtual server. If it is located in Russia, you can configure VPN software on it and route your traffic through that endpoint. This approach can give you a more controlled endpoint, but it involves setup and ongoing administration. MeduzaVPN advertises personal VPS-based Russian VPN servers in several cities; check its current service details rather than assuming a particular city or configuration is available.

Proxy: route selected app traffic
A proxy can be useful when you only need to route traffic from a browser or another application, rather than the whole device. Providers may offer different kinds of Russian addresses and proxy protocols. For example, Surflare advertises Russian datacenter, ISP, and residential IP options with HTTP(S) and SOCKS5 support. Those are vendor claims: verify the available address type, privacy terms, and compatibility for your intended use.
How to get and verify a Russian IP
- Check availability first. Look at the provider’s current server or location list. Confirm the country, and city if relevant, before paying; locations and features can change.
- Connect through the Russian endpoint. In a VPN app, select Russia and connect. With a VPS, configure the VPN client and server; with a proxy, enter the proxy details in the relevant app or browser.
- Check your public IP. Visit a reputable IP lookup service and confirm the address it reports and the country its database associates with that address. Different databases may disagree.
- Test the service you actually need. Open the target website or app. It may block VPN or proxy addresses, use its own location checks, or apply account, payment, or eligibility rules.
- Check the route if results do not match. If an app still appears to use a non-Russian connection, inspect its proxy settings, VPN split-tunneling rules, or any separate connection path it uses.
Choose based on control, coverage, and address type
Before choosing a service, compare the factors that affect your use rather than assuming every Russian endpoint behaves alike:

- Setup and maintenance: A provider’s VPN app typically requires less configuration than operating a VPN on your own VPS. A proxy may require separate setup in each app that uses it.
- Traffic coverage: A VPN can route device traffic, subject to app settings such as split tunneling. A proxy may apply only to the browser or application configured to use it.
- Shared or dedicated IP: Many VPN connections use shared addresses. A dedicated IP is intended to return the same address on each connection, but a consistent address does not guarantee access or a good reputation with a target service. - Privacy and administration: Review logging and service terms. With a self-managed VPS, you are responsible for configuration and security updates; with a managed service, understand what the provider operates on your behalf.
- Target-service compatibility: Confirm the service’s rules and test the actual site or app. An IP showing as Russian is not proof that the service will treat you as a Russian resident or grant eligibility.
- Price and renewal terms: Check current subscription or hosting costs and renewal conditions directly with the provider. No single price applies across VPNs, VPS plans, and proxy types.
What a Russian IP does—and does not—establish
A Russian IP can make a destination see traffic arriving from an address associated with Russian infrastructure. It does not establish your physical residence, identity, or eligibility for a service. Geo-IP databases can disagree, and websites may make access decisions using signals beyond the public IP, including account details, payment rules, or their own VPN and proxy detection.

Availability and applicable requirements can also change. A reproduced letter from Russia’s Ministry of Digital Development dated April 27, 2026 says VPN services that fail applicable requirements may be restricted by Roskomnadzor and describes measures against noncompliant services. The available source is a reproduction, not a ministry-hosted original; it supports a narrow caution about changing service availability and requirements, not a claim that VPN use is universally illegal.
