To get a Libyan IP address, connect to a VPN service that offers an exit location in Libya. Proton VPN advertises Libya servers and provides a sign-up, installation, and connection flow, but its server availability is a provider claim—not an independently tested result. Check the public IP’s apparent location and try the specific site you need; IP-location databases may disagree, and websites can block VPN connections or apply their own regional rules.
Connect to a VPN server in Libya
A VPN routes your internet traffic through a remote server. If that server has a Libyan exit IP, websites may see that IP as the connection’s apparent source. Your physical location does not change.
- Choose a service that lists Libya as a server location. Proton VPN advertises Libya servers. Confirm that the location is currently available before relying on it.
- Create an account and install the app. Proton lists support for Windows, macOS, Linux, Chromebook, Android, iPhone, and Android TV.
- Select Libya in the app and connect. Follow the provider’s current connection instructions; server names and availability can change.
- Verify the result. Use an IP-location lookup to check the apparent country of your public IP, then try the particular site or service you need. Neither a successful Libyan connection nor access to a destination site has been independently tested here.
Proton’s instructions and platform list are on its Libya server page.

Why you should verify the IP and the website
Available information about Libyan VPN endpoints is inconsistent. Proton says it has servers in Libya, while IPinfo’s Libya country page displays no VPN providers with exit nodes there. The discrepancy does not establish why the services classify the information differently. It is a reason to check the public IP at the time you connect rather than assume the endpoint will work.

Even when an IP lookup places the address in Libya, a target website may rely on a different IP database, block VPN traffic, or apply separate account and regional requirements. A Libyan IP therefore does not guarantee access to a streaming catalog, bank account, price, or other region-dependent service.
Proton also promotes privacy, encryption, no-logs practices, a kill switch, and speed benefits on its page. Those are the provider’s statements, not independent findings or performance guarantees.

What a VPN can—and cannot—do
- It can change the apparent network source. A destination may see the VPN server’s exit IP rather than your ordinary connection’s public IP.
- It does not change where you are physically located. Other signals or the service’s own rules may still affect what you can access.
- A router is not a Libya endpoint by itself. A VPN router can route traffic through a VPN service, but the service must supply the remote Libyan exit location.
- Organizational VPN guidance has a different purpose. NISSA describes VPNs as a way to reach an organization’s internal resources remotely. Its security policy addresses organizational controls such as strong authentication, routing traffic through the tunnel, and disallowing split tunneling in that context; those controls are not blanket consumer VPN rules. See the NISSA network security policy.
What the cited sources say about VPN legality in Libya
The available sources do not support a blanket claim that VPN use is either unconditionally legal or prohibited in Libya. A UNECA Libya country profile says it found no provisions in Libya’s Telecommunications Law and Executive Regulations prohibiting or restricting VPN use, while noting uncertainty about regulation of online services and content providers. Proton also says VPN use is legal in Libya, but that is the provider’s position.
A secondary English-language account of Libya’s Law No. 5 of 2022 discusses cybercrime rules concerning unauthorized access and certain software or encryption-related conduct; it does not establish that ordinary VPN use is prohibited or resolve every question about a person’s purpose or activity. For a decision with legal consequences, consult current official legislation and qualified local advice. The secondary account is available at Mondaq’s discussion of Law No. 5 of 2022.
