First decide which storage is actually full. Google Photos can use space on your phone or tablet, while your Google Account quota is shared by Google Photos, Drive, and Gmail. Android’s Free up space on this device removes backed-up local copies and leaves the cloud library intact; it does not reduce your Google Account quota. To reclaim account storage, you must delete quota-counting cloud items or convert eligible Original quality uploads to Storage saver.
The safest approach is to verify backup, export anything irreplaceable, and then choose the least destructive action that solves the problem. The steps below separate device cleanup from cloud cleanup so you do not erase an original while trying to make room.
Identify which storage is full
Use the symptom to select the right remedy. A full phone and a full Google Account are different problems, and confusing them is the most common cause of accidental deletion.
| What you notice | Storage pool affected | Correct first action |
|---|---|---|
| The phone or tablet warns that storage is nearly full, but Google Photos still shows your library. | Local device storage | Verify backup, then use Free up space on this device on Android. |
| New uploads stop, or Google reports that the account is near its limit. | Google Account quota shared by Photos, Drive, and Gmail | Open the account’s storage-management view and review what is consuming quota. |
| You want to keep a separate, full-quality copy before making cloud changes. | Neither pool yet; you need an independent archive | Create and inspect a Google Takeout export before deleting anything online. |
Google says each account comes with up to 15 GB, but the quota shown in your own account is the figure that matters. A cleanup in Photos may not resolve a full account if large files remain in Drive or Gmail. Check the account-storage dashboard before and after each major step so you know which service actually released space.

Know what “originals” means in this workflow
An original can mean the file still stored on your phone, the exact-resolution file uploaded to Google Photos, or an independent copy held elsewhere. Those are separate copies. Removing a local copy after it is backed up does not remove the cloud version. Converting an Original quality upload to Storage saver keeps a library item but changes its stored resolution or other information. Deleting the cloud item removes the Google Photos copy and may affect synchronized devices.
For a family archive, professional work, or high-resolution video, treat the exact uploaded file as irreplaceable until you have opened an export and confirmed it. For casual screenshots or duplicates, a cloud deletion may be acceptable. Decide which category an item belongs to before selecting a whole recommendation group.
Check backup before removing any local copy
A picture appearing in the Google Photos app is not proof that it is safely uploaded. The app can show items stored only on the device, including items associated with another account or with backup disabled.

- Open several important photos and videos, then view their backup status or item details. Look for an indication that the item is backed up, rather than merely visible in the device view.
- Check recent captures, screenshots, edited files, and videos separately. A mixed library can contain backed-up and device-only items in the same folder.
- For anything irreplaceable, make an independent export before deleting a cloud copy or changing quality.
Google’s own device-cleanup instruction is blunt: “Before you delete your photos, make sure that they’re backed up.” Treat that as a prerequisite, not a suggestion. If an item has no backup indication, connect to reliable Wi-Fi or cellular service, leave the app open long enough to finish uploading, and check its details again. Do not assume that an older image is backed up simply because newer images are.
Free phone space with “Free up space on this device”
This Android command is the safest way to reclaim local capacity when the cloud library is already backed up. It targets device copies; it does not lower the Google Account quota.
Android steps
- Open the Google Photos app and sign in to the correct account.
- Tap your profile picture or initial.
- Choose Free up space on this device.
- Review the amount Google says can be removed and the items included.
- Confirm only after checking that the listed material is backed up.
After confirmation, the removed local copies remain viewable in Google Photos and at photos.google.com while you are signed in. They are no longer available through the phone’s built-in gallery or when you are offline. Google notes that photos and videos less than 30 days old may remain on the device, so the reported recovered space may be lower than expected. The command can therefore be useful as a recurring maintenance step, but it is not a way to make uploads continue when the account quota is full.
This feature is documented for Android. Do not substitute ordinary deletion in the Photos app on an iPhone or iPad: deletion in a synced library can remove the cloud item and affect other devices. If you need offline access after cleanup, download selected items first or leave those files on the device.

Reduce Google Account usage with the storage manager
When the account quota is the problem, inspect cloud items rather than using device cleanup. Open Google Photos’ storage-management view from the account or Photos settings. Google may present categories such as large photos and videos and show an estimate of the space eligible for recovery.
Review and delete only unwanted cloud items
- Open the storage-management page and expand each recommendation instead of accepting a bulk selection.
- Open candidates at full size. Check dates, albums, shared items, and whether a file is the only copy.
- Deselect anything you still need, then select only items you have exported or deliberately decided to lose.
- Confirm deletion and note the estimated quota change. The estimate applies only to eligible, quota-counting content.
Search for duplicates, blurry frames, accidental screenshots, and long videos only after checking that they are not the sole copy of an event. Shared albums do not create a second independent original: deleting an item you own can remove it from the shared view as well. Keep a written note of folders or date ranges you intentionally exclude, especially when several people use the same account.
Deleting cloud items is not a local-only action. Google says a deletion can remove the corresponding content from Android, iPhone, and iPad devices where Google Photos is installed and backup is on. Depending on the device and operating system, downloaded local copies can also be removed. Pause and verify your device settings before confirming a large selection.
Why the recovered amount can be smaller than expected
Google treats historical uploads differently. Storage saver or Express backups made before June 1, 2021 do not count toward account storage, while Original quality items count regardless of their upload date. Removing a non-counting item can therefore free no quota even though it disappears from the library.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsDrive and Gmail usage can also make the account remain over its limit after a Photos cleanup. Check those services in the same account-storage view before assuming the Photos deletion failed. Quota displays may take a little time to update, so record the starting figure and recheck after the deletion finishes.
Convert existing uploads to Storage saver
If preserving the exact uploaded resolution is not essential, Google provides a quality-conversion command that can reduce quota use without deleting the library. This is separate from changing the default quality for future backups. Changing the future setting alone does not retroactively convert files already stored as Original quality.
Computer procedure
- Open Google Photos on a computer.
- Go to Photos settings.
- Choose Manage storage.
- Under Recover storage, select Convert existing photos & videos to Storage saver.
- Read the confirmation carefully and start the conversion.
Google limits this conversion to once per day. It applies to eligible existing Original quality uploads; it does not change the setting used for future backups. Some items will not be compressed, so the final reduction is not guaranteed to match the preview. Let the conversion complete before judging the new quota reading, and do not start deleting files simply because the estimated reduction is smaller than expected.

| Choice | What remains | Quota effect | Quality or recovery consequence |
|---|---|---|---|
| Original quality | The uploaded resolution and associated detail. | Counts toward the Google Account quota. | Best for high-resolution photographs and video above 1080p when exact files matter. |
| Storage saver | A slightly reduced version; some files may remain unchanged if ineligible. | Eligible existing Original quality files can be converted to use less space. | Photos above 16 megapixels may be resized to 16 MP; videos above 1080p may be resized to 1080p. Some information, such as captions, may be lost. |
Google identifies exceptions, including certain multi-picture-format JPEGs. Check item details when an important file does not qualify. If exact pixels or metadata are important, export first and keep the archive outside Google’s quota. Storage saver is a space-saving compromise, not a lossless archive format.

Google Takeout creates a copy of your Google Photos data. It is a transfer or backup mechanism, not a deletion command: downloading the archive leaves Google’s server copy untouched.
Create and verify a Takeout archive
- Open Google Takeout and choose to include Google Photos; deselect services you do not need.
- Choose a one-time export and select an email download link or another delivery method.
- Set an archive format and a file-size split that your computer can handle, then create the export.
- Download every archive part to a computer with sufficient free space.
- Open representative photos and videos, check that dates and folders are present, and confirm that large files play correctly.
- Copy the verified archive to a second safe location, such as an external drive or other storage you control.
Google says an export can be stored anywhere safe with enough room. Sending the archive directly to Google Drive consumes the same Google Account storage you are trying to reduce, so downloading to a computer is usually the better choice for a nearly full account. Make sure the computer has room for both the downloaded archive and any temporary files created while extracting it.
Use a second location that is not continuously synchronized with Google Photos if your goal is protection from an accidental cloud deletion. An external hard drive is one option; another independent cloud provider or a trusted computer can also work. Keep the archive until you have confirmed that the cleaned Photos library contains everything you intentionally kept.
Do not delete cloud items until the archive is complete and inspected. Takeout cannot recover content that has already been permanently deleted.

Some people need a local library but no longer want selected items in Google Photos. This is an advanced, high-risk workflow because backup synchronization can undo the result.
- On every device that must retain the files, verify that the originals really exist in local storage and can be opened without a network connection.
- Turn off backup in Google Photos on those devices before deleting the cloud items.
- From photos.google.com, delete only the selected backed-up items.
- Leave backup turned off on the devices holding the local copies while you confirm that the cloud deletion and local files are as intended.
Google warns that turning backup on again can cause an item to be backed up again or cause the device copy to be deleted. The behavior can vary by device and operating system, so do not use this method without an independent copy and a recovery plan. If several phones or tablets share the account, check backup status on every one; disabling it on only one device does not stop another device from syncing the same files.

Understand Trash and permanent deletion
Items deleted through Google Photos move to Trash and are retained for 30 days before permanent deletion. Trash is a temporary holding area, not a backup. Emptying it makes the deletion permanent, and permanently deleted items cannot be restored.
That retention window is useful for correcting an accidental selection, but it is not a reason to skip an export. If the files matter, keep the verified Takeout archive or another independent copy before emptying Trash or waiting for automatic removal. Check Trash deliberately after a cleanup so you do not mistake its temporary presence for recovered storage or a second copy.
Choose the least destructive method
| Your goal | Use | What changes | Main trade-off |
|---|---|---|---|
| Make a full phone faster or install an app. | Android Free up space on this device. | Backed-up local copies are removed. | No offline access or built-in-gallery access to those local copies. |
| Lower cloud usage while keeping the library. | Convert eligible Original quality files to Storage saver. | Resolution or metadata can change. | Some files are ineligible, and conversion runs at most once per day. |
| Remove unwanted cloud content permanently. | Storage manager, followed by deliberate deletion. | The Photos cloud copy and potentially synced device copies are removed. | Highest risk; export or verify independent copies first. |
| Keep local files but remove selected cloud copies. | Disable backup, then delete at photos.google.com. | Cloud items are deleted while verified local copies remain. | Re-enabling backup can re-upload or remove files; device behavior varies. |
| Preserve originals before any decision. | Google Takeout export. | Creates a separate archive; does not change the cloud library. | Requires enough temporary and long-term storage to download and retain it. |
Troubleshoot common results
“I used Free up space, but my account is still full.”
That command affects the phone only. Use the account storage manager, then inspect Drive and Gmail because all three services share the quota.
“The storage estimate did not match the space I recovered.”
The estimate covers eligible quota-counting items. Pre-June 1, 2021 Storage saver or Express uploads do not count, and deleting them cannot reduce the quota. The account dashboard may also take time to reflect completed changes.
“Some files stayed in Original quality after conversion.”
Storage saver conversion is not universal. Certain multi-picture-format JPEGs and other ineligible items may remain unchanged; inspect their details rather than repeatedly starting the conversion.
“A photo disappeared from my phone after I deleted it in Photos.”
Deletion can propagate to devices with Photos installed and backup enabled, and downloaded copies may also be removed. Restore from Trash within 30 days if it was accidental, or use your independent archive.

“Deleted photos came back after I enabled backup.”
Re-enabling backup can upload a retained local copy again. If your intention is to keep local-only files, leave backup off on those devices and maintain another copy.

“My Takeout archive filled the account.”
An export delivered to Google Drive uses Google Account storage. Download the archive to a computer and move a verified copy to separate storage instead.
A conservative cleanup order
- Identify whether local device capacity or the shared account quota is the constraint.
- Confirm the account and verify backup status for every important item.
- For a full phone, use the Android device-only cleanup command.
- For a full account, export originals that must remain exact.
- Use Storage saver conversion only for files whose reduced resolution and possible metadata changes are acceptable.
- Delete cloud items only after reviewing the selection and understanding synced-device effects.
- Keep backup disabled when intentionally retaining local-only copies, and do not empty Trash until your independent archive is verified.
Frequently Asked Questions
Does “Free up space on this device” reduce my Google Photos quota?
No. On Android it removes backed-up local copies from the phone or tablet. The photos remain in Google Photos and at photos.google.com, so your shared Google Account quota does not decrease.
Can I delete photos from Google Photos without deleting them from my phone?
Only with care. Verify a local copy, turn off backup on every device that must retain it, delete the selected items at photos.google.com, and leave backup off while checking the result. Turning backup on again can re-upload the item or remove the device copy.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Is Storage saver the same as changing backup quality?
No. Changing the quality setting affects future uploads. The separate Photos settings path—Manage storage, Recover storage, then Convert existing photos & videos to Storage saver—converts eligible existing Original quality files and can run only once per day.
Will Storage saver compress every photo and video?
No. Some files remain unchanged because they are ineligible, including certain multi-picture-format JPEGs. Photos above 16 megapixels may be resized to 16 MP, and videos above 1080p may be resized to 1080p.
How long do deleted Google Photos items stay recoverable?
Deleted items remain in Trash for 30 days. After that, or after you empty Trash, they are permanently deleted and cannot be restored through Google Photos. A Takeout archive is the safer recovery plan.
Does Google Takeout delete the originals after I download them?
No. Takeout only creates an archive; the Google server copy remains until you separately delete it. Download and inspect every archive part, then keep a copy somewhere independent before cloud cleanup.
Why did deleting many photos free little or no space?
Only quota-counting items reduce the shared account total. Storage saver or Express uploads made before June 1, 2021 do not count, and Drive or Gmail may be using most of the remaining quota.
The Bottom Line
Match the action to the storage pool: use Android’s Free up space on this device for a full phone, and use account storage management for a full Google Account. Verify backup, export irreplaceable originals, treat Storage saver as a quality trade-off, and remember that deleting in Google Photos can affect synchronized devices. Keep an independent archive until the cleanup is complete.
