When parcel volumes rise, software costs can rise too—if vendors bill for shipments planned, messages sent, order lines processed, compute consumed, or credits used. A useful forecast therefore pairs each software bill with the activity its contract measures, rather than treating every software subscription as a fixed monthly cost.
Why parcel volume can change a software bill
In a transport and warehouse business, parcels are only one possible cost driver. In a first-person account, IT professional Serguey Shinder describes a transport management system billed per shipment planned, customer notifications billed per message, a warehouse slotting tool billed per order line, analytics billed by compute consumed, and assistant features billed in vendor-defined credits. Each meter reflects different activity, so parcel counts alone cannot explain every line on an invoice. Shinder’s DEV Community post displays “Posted on Oct 1” without a year.
The important distinction is between business activity and the provider’s billing unit. A credit or token is not self-explanatory: its conversion from technical activity to a charge depends on the provider’s rules. The FinOps Foundation’s FOCUS Specification 1.4 distinguishes the provider-specified “pricing unit” used to determine unit prices from the units actually consumed. FOCUS Specification 1.4

Shinder says that the combined variable software lines in his busiest month, December, cost “forty one percent more than in an average month.” That is his experience with his own invoices, not an independently verified result or an industry benchmark. He also predicts that “Within a decade” a large share of IT spend will become a variable cost of trading; that is his forecast, not an established projection.

How to forecast a metered software cost
1. Match the forecast to the contract’s meter
For a straightforward metered line, estimate cost as the applicable rate multiplied by expected usage. Use the unit named in the contract: planned shipments for a per-shipment charge, messages for a per-message charge, or order lines for a per-line charge. If pricing uses tiers, blocks, credits, or another conversion, apply those rules rather than multiplying a headline rate by an unrelated business total.
2. Put usage beside the business volume it serves
Build a monthly view for each service that shows its billing unit, unit price or applicable tier, actual usage, cost, and the relevant operating volume—such as parcels, shipments, order lines, or messages. This makes it possible to see whether a bill moved because the business did more work, because the effective rate changed, or because usage per unit of business activity shifted.

3. Compare the effective rate, not only the total
A higher total can simply reflect higher volume. Track cost per relevant business unit as well as total cost; an increase in that effective rate may point to a price or tier change, different consumption, or a workflow that uses more software activity for the same business output. For analytics or assistant features, select a meaningful unit that the product and its billing data can actually support instead of assuming every credit maps directly to one parcel.

When a charge looks unusual, compare provider billing exports with product or operational telemetry and the contract. Check that the provider counted the same period and unit your forecast assumes, and make the conversion from technical activity to billed credits explicit. Who needs to own the forecast?
The activity plan may sit outside IT. Parcel and shipment projections may come from transport operations; order-line assumptions from warehouse teams; message volumes from customer communications; and revenue or trading expectations from commercial teams. Finance, procurement, technical owners, and the teams forecasting that activity need a shared view of the drivers and assumptions.

What to check when choosing or renewing a service
Compare the commercial meter and the visibility the provider gives you, not just the quoted price. FOCUS’s distinction between consumed units and pricing units is useful when a quote’s unit differs from the granularity of usage data.

- Counting method: How does the provider count usage, and can you see the figures in timely billing or usage exports?
- Price mechanics: What is the unit price, and how do tiers, blocks, credits, or conversions affect the effective rate?
- Exposure: What are the commitment, overage, and rate-change terms? Can you negotiate a ceiling or band for new consumption-based charges?
- Reconciliation: Can you compare provider usage with your parcel, order-line, message, or compute records?
Shinder specifically recommends negotiating a ceiling or band on new consumption-based contracts. Treat that as a procurement option to discuss, not a guarantee that a vendor will offer one or that it will cover every kind of usage growth.
