Build a period-by-period cash forecast that records receipts and payments when money is expected to reach or leave the bank—not when revenue is earned or an invoice is issued. Carry each period’s closing cash into the next period, compare it with a defined minimum cash floor, and use the lowest balance to identify the first likely shortfall date and the amount needed to protect essential payments.
What a project cash-flow forecast tells you
A cash-flow forecast answers a timing question: will enough money be available on each payment date to meet payroll, suppliers, tax, debt service and other obligations? It is different from a profit forecast. A project can show an accounting profit while cash is tied up in unpaid invoices, inventory, retention, work in progress or a delayed funding draw.
The basic relationship is:
Closing cash = opening cash + receipts − payments
The next period starts with that closing figure. A forecast is useful when it shows the date of the lowest projected balance, the balance at that point, and the gap between that balance and the minimum cash level the business must preserve. A single project total such as “cash required over the life of the job” can hide a two-week crisis before the next customer payment arrives.

Choose the forecast horizon and time buckets
Cover the full delivery period and any tail in which the project still has material cash movements. Include the period needed to collect receivables, release retention, pay final suppliers, repay borrowing or satisfy other commitments. A short project may need only a few weeks of detail; a long project often needs a monthly view for the whole horizon and a more detailed near-term view.
Use the right level of detail
- Daily: use when payroll, tax, supplier runs or loan covenants make a few days’ timing significant.
- Weekly: use for the next several weeks when invoices, milestones or procurement dates are moving frequently.
- Monthly: use for a longer project plan, provided large milestone receipts and payments are placed in the actual expected month rather than spread evenly.
A practical model can combine these views: daily or weekly buckets for the immediate cash horizon, then monthly buckets after timing becomes less certain. The horizon should extend until the risk of a cash crisis has ended, not merely until the physical work is scheduled to finish.
Set the opening cash and minimum cash floor
Start with cash that is actually available
Use the bank balance or other cash genuinely available to the project or responsible business unit at the forecast start date. Do not treat an undrawn loan, an unsigned change order, an unapproved grant or a customer promise as opening cash. Show those items as potential future receipts with their conditions and expected dates.
Define a floor that protects required payments
The minimum cash floor is the amount you will not allow the forecast to fall below without an approved response. Set it with the people responsible for payroll, procurement, tax, treasury and debt obligations. It may need to cover a payroll run, critical supplier commitments, statutory payments, interest, bank requirements and a liquidity margin for timing error.
The floor is organization-specific. Guidance for further-education colleges, for example, tells institutions not to proceed with a project that breaches their minimum cash balance without changing project cost or funding. That is a useful control principle, not a universal legal threshold. Document who approved your floor, what obligations it protects and when it will be reviewed.
Track headroom, not only balance
For every period calculate headroom = closing cash − minimum cash floor. Positive headroom shows room above the floor; a negative value shows the amount by which the forecast breaches it. Also record the first breach date and the worst breach. Those two dates can differ when cash recovers after a temporary trough.

Schedule receipts by the date cash should clear
List each material source in the period when it is expected to be collected. Typical categories include:
- Customer milestone or progress payments.
- Approved variations and other contract receipts.
- Grants, owner contributions or other business income allocated to the project.
- Loan drawdowns, revolving-credit receipts and other financing.
- Refunds, rebates, asset disposals or other project-specific inflows.
An invoice date is not a receipt date. Base the expected date on contract terms, approval lead times, billing practice and observed payment behavior. If a customer normally pays 20 days after approval rather than on the invoice date, place the cash in the later bucket. Where retention, disputed amounts, withholding or conditional acceptance can delay collection, model those conditions separately.
Separate committed, probable and uncertain cash
Use a confidence field or separate lines for cash that is available, contractually committed, probable, or merely possible. A signed loan facility is not the same as a drawdown that has satisfied its conditions. A submitted claim is not the same as an approved payment. Keeping these categories visible prevents an optimistic receipt from masking a near-term funding gap.
Schedule payments by the date money leaves
Profile outflows against the delivery schedule, purchase orders and payment terms. Include the categories that apply to your project:
- Direct labor, payroll taxes, benefits and approved contractor labor.
- Materials, subcontractors and specialist services.
- Equipment purchases, hire, tooling and capital assets.
- Freight, permits, testing, insurance and other delivery costs.
- Project overhead, rent and other fixed or indirect cash charges.
- Taxes, interest, principal repayments and bank fees.
- Close-out, warranty, remediation, retention releases and final account costs.
Do not default to a flat monthly profile when the project has deposits, milestone purchases, bulk material orders, mobilization, commissioning or seasonal labor. A realistic profile can be lumpy. Map each significant payment to its expected approval and settlement date, and show committed purchase orders separately from uncommitted estimates.

| Month | Opening cash | Receipts | Payments | Closing cash | Minimum floor | Headroom |
|---|---|---|---|---|---|---|
| January | $120,000 | $40,000 | $70,000 | $90,000 | $60,000 | $30,000 |
| February | $90,000 | $30,000 | $65,000 | $55,000 | $60,000 | −$5,000 |
| March | $55,000 | $80,000 | $75,000 | $60,000 | $60,000 | $0 |
| April | $60,000 | $20,000 | $90,000 | −$10,000 | $60,000 | −$70,000 |
| May | −$10,000 | $100,000 | $60,000 | $30,000 | $60,000 | −$30,000 |
| June | $30,000 | $90,000 | $50,000 | $70,000 | $60,000 | $10,000 |
In this example the first breach occurs in February, while the trough is April at negative $10,000. The amount needed to restore the floor at the trough is $70,000. If the organization also requires time to arrange funding, the decision cannot wait until April; the response must begin when February’s breach becomes visible.
A practical forecasting workflow
- Define ownership and scope. Name the project, responsible business unit, currency, start date, completion date and the person who approves assumptions. List all material cash sources and uses before entering numbers.
- Choose buckets and horizon. Use daily or weekly detail for the near term and monthly detail for the longer view. Extend the model through collection, repayment and close-out risks.
- Enter the verified opening balance. Reconcile it to the bank or project ledger. Exclude undrawn or conditional funding.
- Set the floor. Record the protected obligations, liquidity margin, approval owner and review date.
- Load receipts by expected clearing date. Add customer payments, grants, contributions and financing separately. Record the source, contractual basis, confidence and conditions.
- Load payments by expected settlement date. Use the procurement schedule, payroll calendar, tax calendar, debt schedule and supplier terms. Replace broad allowances with dated commitments whenever evidence becomes available.
- Calculate each period. Apply the closing-cash formula, roll closing cash into the next opening balance, calculate headroom and flag the first and worst floor breach.
- Run downside cases. Change one or more material assumptions, identify the new trough and quantify the additional funding or timing change required.
- Assign actions and dates. Give each breach response an owner: confirm a customer payment, secure a drawdown, resequence procurement, negotiate a milestone, defer discretionary spend or revise scope.
- Refresh and preserve the prior version. Update when schedules, contracts, funding conditions or actual payments change. Keep the previous forecast so variances can be explained rather than overwritten.
Stress-test the assumptions that move the trough
A base case is not a risk assessment. Create at least one plausible downside case and, for a material project, an optimistic, median and pessimistic risk-spend view. Test the assumptions most likely to change cash timing or amount:
- A customer payment arrives one or more buckets late.
- A lender or grant drawdown is delayed or only partly available.
- Materials, labor or subcontractor rates rise.
- A scope change adds work before its price is approved.
- Revenue or milestone value is lower than planned.
- Testing, remediation, tax or close-out costs occur earlier than expected.
| Scenario | Change applied | Illustrative lowest closing cash | Illustrative floor gap | Decision question |
|---|---|---|---|---|
| Base | Approved schedule and current payment assumptions | −$10,000 in April | $70,000 below a $60,000 floor | What action protects the April trough? |
| Receipt delay | March customer receipt moves to April | −$90,000 in April | $150,000 below floor | Can the payment date or interim funding be secured? |
| Cost pressure | Illustrative 12% increase on April payments | −$20,800 in April | $80,800 below floor | Which purchase, scope or supplier term can change? |
| Combined downside | Receipt delay plus cost pressure | −$100,800 in April | $160,800 below floor | Is the project financeable without new funding or resequencing? |
The percentages and amounts in this example are deliberately illustrative. Do not turn one contingency rate into a universal rule. HM Treasury guidance treats contingency as risk-based and expects it to be revised as risks materialize and the project becomes better defined. Homes England guidance for its England housing-development funding context recommends at least 10% of infrastructure, construction and abnormal costs as ordinary contingency; that figure belongs to that context and is not a general requirement for every project.

For each scenario record which assumption changed, the earliest breach date, the lowest balance and the incremental funding need. This reveals whether the project is most exposed to payment timing, cost escalation, scope growth or financing conditions. A small timing shift that moves a breach before payroll may deserve more urgent action than a larger cost variance that occurs after a confirmed receipt.

Actual-to-forecast differences persist
Classify each variance as amount, timing, scope or missing item. Repeated timing errors may mean the payment-term assumption is wrong; repeated amount errors may indicate an incomplete estimate or changed rates. Correct the underlying assumption and retain the original forecast for review.

A major receipt is conditional
Show conditional cash separately from cash already available. Record the approval, covenant, documentation or performance condition, the responsible owner and the latest credible clearing date. Do not allow a possible receipt to offset a committed payment in the base case without a clear probability policy.
Contingency is being consumed
Reduce the remaining contingency by the realized risk, identify new exposure and update the risk-spend cases. Keep a visible record of the original reserve, approved uses and balance remaining so contingency is not quietly repurposed to hide a forecast error.
Roll the forecast forward with actuals
Refresh at an agreed cadence and whenever a material event occurs. A weekly review is appropriate for a tight near-term position; a monthly review may be sufficient for a stable long-term view, with weekly detail retained around major milestones.
At each update:
- Reconcile the opening cash to the bank or project ledger.
- Replace completed forecast periods with actual receipts and payments, while retaining the old forecast values.
- Compare actual and forecast by category and date.
- Explain material differences using amount, timing, scope or missing-item labels.
- Update dates, commitments, risks and funding conditions.
- Recalculate the base and downside cases and report the new trough, floor gap and action owners.
One forecast snapshot cannot prove reliability. Reliability emerges from repeated comparisons between actual cash flows and the corresponding forecasts. Keeping versions and variance explanations also makes it possible to distinguish a one-off surprise from a systematic bias.

| Approach | Strengths | Watch-outs | Best fit |
|---|---|---|---|
| Structured spreadsheet | Fast to tailor; transparent formulas; inexpensive; easy to run custom scenarios and daily, weekly or monthly views. | Manual data entry, version-control risk, broken formulas and weak integration with invoices, payroll and bank data. | Small or low-volume projects with a capable owner and disciplined review. |
| Integrated project-accounting system | Can connect project forecasts with sales, purchases, receivables, payables and other financial transactions; reduces rekeying when configured correctly. | Requires reliable master data, configuration, permissions and implementation effort; an integration does not validate bad assumptions. | Multiple projects, high transaction volume, formal approvals or a need for repeatable audit trails. |
| Hybrid model | Uses accounting data for actuals and commitments while preserving a flexible forecast and scenario layer. | Requires clear ownership of the authoritative figures and a controlled handoff between systems. | Organizations transitioning from spreadsheets or needing detailed risk scenarios alongside finance records. |
Whichever approach you use, verify that it captures expected cash dates, project milestones, actual-to-forecast differences, scenario changes, source data and approvals. A software product cannot decide whether a customer will really pay on time or whether the cash floor is adequate.
Governance, auditability and responsibilities
For every material line, retain the source, estimate method, expected payment date, confidence level and assumption owner. Useful evidence includes the contract payment clause, approved schedule, purchase order, supplier quote, payroll calendar, tax timetable, loan condition or bank statement.
Separate preparation from approval where practical. The project manager owns schedule and scope assumptions; procurement owns supplier commitments; commercial staff own billing and collection dates; finance validates accounting, tax, debt and liquidity treatment; an executive or funding committee approves changes to the floor and responses to a breach.

Common failure modes and fixes
- Using profit as a proxy for cash: rebuild the model around bank movement and settlement dates.
- Putting invoices in the receipt month: move cash to the expected clearing date, including approval and collection lag.
- Spreading costs evenly: map deposits, milestone purchases, payroll runs and tax dates to the delivery schedule.
- Counting undrawn funding as cash: show it separately until conditions and draw timing are credible.
- Using one unexplained contingency percentage: tie reserve amounts to identified risks and update them as risks change.
- Ignoring the minimum floor: add a formally approved floor and report headroom in every period.
- Overwriting old forecasts: preserve versions and compare actuals with the forecast that was available at the time.
- Waiting for a negative bank balance: act on the first projected floor breach, not after an obligation is missed.
Shortfall action plan
When a breach appears, quantify it before negotiating a solution: identify the first breach date, worst trough, floor gap, duration below the floor and the assumptions driving the result. Then match the response to the cause.
- Timing problem: confirm a customer milestone, request an agreed interim payment, or resequence a non-critical purchase.
- Funding problem: confirm draw conditions and lead times, arrange approved borrowing or owner funding, and show the funding as a dated receipt only when credible.
- Cost problem: reprice or renegotiate suppliers, defer optional equipment, reduce scope through formal change control, or revise the delivery sequence.
- Structural problem: revisit project margin, contract terms, payment milestones and total funding; escalate to the responsible finance lead before continuing work that deepens exposure.
Document the selected action, owner, decision date, expected cash effect and fallback if it fails. Re-run the forecast after the action is approved rather than treating an intention as cash.
Scope and professional review
Cash-flow mechanics are broadly applicable, but sector rules are not interchangeable. Defense Federal Acquisition Regulation Supplement guidance applies to U.S. federal contracting and states that a contractor must be able to sustain sufficient cash flow to perform the contract. Homes England’s contingency guidance applies to its England housing-development funding setting. Department for Education cash guidance addresses education institutions and colleges. Treat these as contextual examples, not universal legal, lending or accounting rules.
