Forecast cash by date, job and cash-flow category—not merely by sales, profit or work in progress. For every mechanical and electrical (M&E) project, schedule when claims can be submitted, when approval is likely, and when money should arrive. Set those receipts against the dates for equipment and material purchases, subcontractor invoices, payroll, testing, commissioning, overhead, tax and debt payments. Then combine the project schedules with company-wide cash flows, calculate the lowest expected balance, test realistic delays and refresh the forecast against actual bank movements.

This approach shows whether a profitable contract can still create a funding squeeze, how large that squeeze may be and when management must act.

What an M&E cash-flow forecast must answer

A useful forecast answers two separate questions: How much cash is expected? and On what date will it move? Revenue can be recognised when work is performed, while a customer may pay only after a valuation, certification, invoice-processing period or contractual milestone. A supplier may require a deposit before equipment is delivered. The forecast must show those timing gaps.

Build the model at two levels. Each live job needs its own receipts and payments schedule; the company then adds payroll, indirect labour, vehicles, rent, insurance, tax, financing and other common obligations. The project and company views should reconcile to the same opening bank position. Construction cash-flow practice commonly measures periods monthly, while a weekly view is often more useful for near-term control. RICS describes the project/company distinction and construction-period forecasting in its cash-flow forecasting practice information.

Use the contract in hand for payment dates, certification, retention and dispute rules. Federal acquisition rules are examples of how a contract can work, not universal M&E terms. The applicable agreement and local law control.

Choose the forecast horizon and reporting rhythm

Near-term weekly control

Use weekly columns when management must decide whether to release a supplier order, move labour between sites or draw an already-approved facility. A rolling 13-week view is a practical management convention, but it is not a statutory requirement. Keep the weekly horizon long enough to expose the next procurement, payroll and tax peaks.

Monthly planning

Use monthly columns for the wider project plan, seasonal workload and annual obligations. RICS notes that construction cash flow is generally measured over periods that are usually monthly. Monthly figures can be derived from the weekly schedule, but do not replace weekly detail where a large deposit or payroll run could exhaust cash inside a month.

Contract-duration coverage

Extend the schedule through completion, handover, final account and expected retention release, or at least until the identified cash-crisis risk has passed. DFARS §232.072-3 requires an applicable contractor forecast to cover the contract duration or continue until the risk of a cash crisis ends; its principles are useful even when the rule does not apply to your contract. See DFARS Part 232.

Build the forecast step by step

  1. Reconcile opening cash. Start with bank balances at the forecast cut-off date. Identify restricted or ring-fenced cash, uncleared items, overdraft availability and committed but undrawn facilities. Do not include an unapproved loan as available cash.
  2. Create a schedule for every live job. Copy the current programme and procurement plan into a cash calendar. Include expected claim dates, supplier orders, delivery dates, subcontractor commitments, labour requirements, testing, commissioning, handover and likely final-account activity.
  3. Convert work into billable events. For each valuation or milestone, record the date work is expected to qualify, the date the claim can be prepared and submitted, any certification or approval lag, the amount expected to be approved and the contractual payment date.
  4. Separate collection categories. Show approved, submitted, forecast-but-not-submitted, disputed and retained amounts in separate lines. An invoice submission is not a cash receipt.
  5. Schedule job payments by due date. Record deposits, progress payments, supplier credit terms, subcontractor certification, payroll dates and any payment-on-account requirements. Use the date money is expected to leave the bank, not the date a cost is posted to job cost.
  6. Add company-wide flows. Include indirect labour, head-office payroll, rent, vehicles, insurance, software and utilities, taxes, debt principal and interest, owner distributions and exceptional commitments. DFARS lists fixed charges, indirect costs, labour and financing receipts and payments among forecast assumptions.
  7. Calculate each period. Closing cash equals opening cash plus receipts minus payments. The next period’s opening cash must equal the prior period’s closing cash, adjusted only for a clearly documented timing or bank-reconciliation item.
  8. Mark the low point and actions. Highlight the lowest projected balance and its date. Assign an owner and deadline to each action—such as resequencing procurement, agreeing a milestone, accelerating an approved claim or arranging confirmed financing.
  9. Run scenarios. At minimum, compare a base case with a downside case that delays collections and tests procurement, labour, subcontractor and completion assumptions. Show the low balance and date for each case.
  10. Refresh against actuals. Import bank receipts and payments, compare them with the previous forecast, explain material variances and roll the remaining periods forward. A static annual spreadsheet rapidly loses value as soon as a programme or payment date changes.

Capture the M&E project cash drivers

Equipment and materials

For each major plant item, switchgear, cable, controls package or other material, record the quotation, purchase-order date, deposit percentage if any, manufacturing or lead time, delivery, storage, installation and supplier payment dates. A long-lead item can require cash weeks before the related valuation. Confirm whether the supplier’s terms run from order, dispatch, delivery or invoice date. Include freight, customs, testing certificates and storage where they create a cash payment.

Link the purchase to the programme activity that consumes it. If a design change may cancel or defer an order, place the amount in a risk line until the decision is known rather than quietly assuming the original date.

Labour and subcontractors

Translate the labour histogram or resource plan into payroll dates. Include overtime, travel, allowances, agency labour, mobilisation and demobilisation. Forecast subcontractor payments from their contractual valuation and certification dates, not simply from the week in which work is scheduled. Include retention or contra-charges withheld from subcontractors if they affect the bank payment.

Indirect site supervision, project management, estimating and commercial staff belong in the forecast even when they are not coded to a single job. MCAA’s mechanical-contractor guidance discusses both project-by-project and company-wide cash management, including costs and overhead; its bulletin is dated 1996, so use it as trade context alongside current contract terms and controls.

Progress evidence, testing and commissioning

Claims may depend on approved drawings, inspection records, test certificates, commissioning results, operation-and-maintenance manuals or other substantiation. Put the preparation time and likely approval lag in the calendar. A physical completion date is not automatically a billable or collectible date.

Seasonality and concurrent jobs

Review historical bank movements for periods in which cash is typically surplus after busy activity and periods in which the business must fund mobilisation or procurement. Several jobs can peak at once, creating a cash requirement that no single project appears to have. MCAA describes this seasonal pattern for mechanical contractors; test it against your own workload and current programme rather than applying a generic percentage.

Model payment terms, progress payments and retention

Make a payment-mechanics record for every contract. At minimum, capture:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • valuation or milestone date;
  • claim preparation and submission deadline;
  • certification or approval period;
  • contractual payment date after approval;
  • amount expected to be approved;
  • retention withheld and the event that releases it;
  • known disputed, unapproved or contra-charged amounts; and
  • documents needed to make the claim valid.

Place the expected collection in the period when the customer is likely to pay, not when the claim is typed or revenue is recognised. If a customer historically pays later than the contractual date, keep the contractual date as the committed case and add a clearly labelled downside delay rather than silently changing the base assumption.

Federal construction rules illustrate the principle. FAR Part 32 links progress payments to estimated work value and includes retainage provisions in its federal context; it does not establish a universal percentage or release date for private or non-US M&E work. Read the actual agreement and current law. The relevant reference is FAR Part 32.

How to include retention

Show retention as a deduction from the ordinary progress receipt and as a separate future receipt line. Forecast release only when the contractual trigger—such as practical completion, defects correction, final account agreement or a specified period—has a credible expected date. Do not use retention to make a weak month appear funded. Keep customer retention and retention withheld from your subcontractors on separate lines so that release assumptions can be tested independently.

Include company-wide receipts and payments

After each job schedule is complete, add flows that do not belong to one contract:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • head-office and indirect payroll, employer taxes and benefits;
  • rent, rates, utilities, information technology and professional fees;
  • vehicles, plant leases, fuel, repairs and insurance;
  • corporation, sales or payroll taxes according to the applicable jurisdiction;
  • loan principal, interest, hire-purchase and lease instalments;
  • confirmed financing receipts and fees;
  • owner distributions or capital injections approved by management; and
  • exceptional events such as insurance settlements, legal payments or equipment sales.

Separate recurring commitments from one-off items. Mark the source, confidence and responsible owner for every material assumption. A forecast that omits tax or debt may look healthy precisely when the bank account is about to fall.

Use a transparent cash-flow layout

The following management layout keeps timing, ownership and assumptions visible. It is a suggested control format, not a mandated form.

Period Opening cash Customer receipts by job Other receipts / finance Materials / equipment Subcontractors Direct and indirect labour Overhead, tax, debt and other Net movement Closing cash Key assumption / owner
Week or month Bank-reconciled balance Expected collection dates, not only invoice values Confirmed facilities and other cash Supplier due dates and deposits Certified or contracted payment dates Payroll and payment dates Due dates for common obligations Receipts less payments Opening cash plus net movement Source, confidence and accountable person

Keep an audit trail to the programme, purchase order, subcontract, payroll calendar, tax schedule, bank statement and customer ledger that support each material cell. DFARS §232.072-3 emphasises documented assumptions and forecast reliability; the same discipline makes a commercial forecast explainable.

Find the funding gap before it arrives

Calculate the closing balance for every period and rank the balances from lowest to highest. The lowest value is the date-specific cash risk, not an annual average. A positive annual result can conceal a negative week when deposits, payroll and supplier invoices precede a progress payment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For each low point, write an action plan with a trigger. For example, if the projected balance falls below the board’s minimum operating buffer four weeks before a major equipment deposit, management might seek an approved facility, negotiate staged supplier payments, resequence non-critical procurement or agree an earlier contractual valuation. Show only funding that is available or reasonably expected; label an application, indicative offer or unapproved overdraft as an assumption, not cash.

Run useful base and downside scenarios

Do not produce a dozen cosmetic cases. Compare a documented base case with one or two decision-focused downside cases:

State exactly which assumption changed in each case. DFARS cautions that “Cash flow forecasts can be no more reliable than the assumptions on which they are based.” That is why scenario labels and assumption owners matter more than false precision.

Reconcile the forecast every cycle

Compare like with like

At the end of each week or month, compare the previous forecast with actual bank receipts and payments for the same dates. Reconcile opening cash first, then investigate each material variance by job and category. Distinguish a genuine cost or collection change from a timing shift that belongs in a later period.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Explain variances

Use a short reason code such as customer approval delayed, supplier invoice received early, quantity changed, labour resequenced, tax date corrected or payment disputed. Record the amount, cause, revised date, probability and owner. A variance explanation should alter the remaining forecast; otherwise the same error will recur in the next cycle.

Maintain version control

Save the cut-off date, forecast version, bank reconciliation, source documents and approvals. Keep the original forecast for comparison while publishing a clearly dated current version. RICS practice information describes using forecasts to assess progress and actual expenditure; DFARS likewise links reliability to comparing a series of actual cash flows with corresponding forecasts. One static forecast cannot demonstrate reliability.

Keep WIP and cash reporting separate

Work in progress, earned revenue and cost-to-complete reports answer accounting or commercial questions. They do not tell you when money will enter or leave the bank. HMRC’s Business Income Manual explains how unfinished goods, service contracts and construction contracts may be treated as WIP for tax and accounting purposes; treatment depends on jurisdiction and circumstances. See HMRC BIM33020.

Use WIP to support the claim and margin analysis, then translate approved billings, expected collection and retention into the cash schedule. Conversely, a supplier deposit may be a cash payment before the related cost appears in the period’s income statement. Keep the two reports linked by job and document, but never substitute one for the other.

  • Project manager: programme dates, quantities, completion evidence and labour sequence.
  • Procurement lead: purchase orders, deposits, lead times, delivery and supplier terms.
  • Commercial manager: valuations, substantiation, certification, disputes and retention.
  • Payroll or operations: direct and indirect labour dates, overtime and mobilisation.
  • Finance: bank reconciliation, taxes, debt, overhead, consolidation and variance analysis.
  • Managing director or owner: scenario decisions, minimum cash buffer and approved funding actions.

Set escalation thresholds before a crisis. Examples include a projected balance below the approved operating buffer, a claim missing its submission evidence, a supplier deposit falling in a week with no confirmed receipt, or a retention release moving beyond the financing plan. Escalation should trigger a named decision, not merely a red warning cell.

Common forecasting failures and fixes

Counting invoices as cash

Symptom: the forecast shows a receipt on the invoice date, but the bank remains short. Fix: model submission, approval, certification and contractual payment dates separately; move disputed amounts to a risk line.

Using revenue or WIP as the cash figure

Symptom: profitable jobs coexist with an unexpected overdraft. Fix: schedule actual expected receipt and payment dates and reconcile them to bank movements.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Omitting deposits and indirect costs

Symptom: the job margin is intact, but procurement or head-office payroll creates the low point. Fix: include deposits, freight, storage, supervision, vehicles, insurance, tax and debt in the period they are paid.

Assuming retention is ordinary cash

Symptom: the final months depend on money that remains withheld. Fix: deduct retention from progress receipts and forecast release only after the contractual condition is likely to be satisfied.

Leaving old dates after the programme changes

Symptom: the spreadsheet still shows an equipment payment or claim in a period that no longer matches the programme. Fix: require project and procurement owners to update dates at every forecast cut-off and retain the prior version for variance analysis.

Including uncertain finance as if approved

Symptom: the downside case appears funded only because an indicative facility is counted. Fix: show confirmed availability separately and identify applications or unapproved limits as contingent actions.

A practical review checklist

  • Does opening cash reconcile to bank statements and restricted-balance information?
  • Does every live job have a current programme, procurement schedule and claim calendar?
  • Are submission, approval, collection and retention-release dates distinct?
  • Are deposits, supplier terms, subcontractor certification and payroll dates included?
  • Are indirect labour, overhead, taxes, debt and exceptional payments included?
  • Is the lowest balance and its date visible in the base and downside cases?
  • Are financing assumptions confirmed, labelled or excluded?
  • Does each material assumption have a source, confidence level and owner?
  • Have actual receipts and payments been compared with the previous forecast and variances explained?
  • Does the remaining forecast change when a variance or programme update is accepted?

Bottom line for M&E contractors

Forecast the cash calendar job by job, then consolidate it with company obligations. The critical distinctions are work completed versus billable work, billable work versus approved claims, approved claims versus collected cash, and ordinary receipts versus retention release. A rolling, reconciled forecast exposes the date and size of the lowest balance early enough to change procurement, payment, claims or funding decisions. Its credibility depends on current contract terms, documented assumptions and disciplined comparison with what actually reached or left the bank.
