Windows 11 and Windows 10 do not always perform the same kind of shutdown. A normal Start → Power → Shut down ends the Windows session, but Fast Startup can preserve part of the system state. If you need Windows to close applications, unload the operating system, and initialize hardware again at the next boot, use a full shutdown command instead.

The most useful command is:

shutdown /s /f /t 0

This shuts down the local PC, forces applications to close, and sets the timeout to zero seconds. Do not use it until you have saved your work.

What “hard” or “full” shutdown means

These terms are often used interchangeably, but they describe different actions:

Action Command or method What it does
Normal shutdown Start → Power → Shut down Shuts Windows down through the standard user interface. Depending on the system configuration, Fast Startup behavior may apply.
Full shutdown shutdown /s /f /t 0 Shuts down Windows immediately and force-closes running applications. It does not request hybrid shutdown.
Immediate local power-off shutdown /p /f Turns off the local computer immediately, without a timeout or warning.
Restart shutdown /r /f /t 0 Shuts down Windows and starts it again. It does not leave the PC powered off.
Physical emergency power cut Hold the physical power button Cuts power when Windows is unresponsive. This is a last resort and can corrupt data or the file system.

For reinitializing Windows and attached hardware, start with shutdown /s /f /t 0. Use shutdown /p /f when you specifically need an immediate local power-off and do not want Windows to display a countdown.

Method 1: Force a full shutdown from Windows Terminal

  1. Save documents and close anything that contains unsaved work.
  2. Open Start and search for Terminal.
  3. Open Windows Terminal. Command Prompt or PowerShell will work as well.
  4. Enter this command and press Enter:
shutdown /s /f /t 0

Windows closes applications and shuts down without waiting for a countdown. After you power the computer on again, Windows performs a fresh boot and reinitializes its drivers and hardware.

On Windows 11 version 22H2 and later, Windows Terminal is the default host for Command Prompt, PowerShell, and other console applications. That changes the window you see, not the shutdown command syntax.

What each switch means

  • /s shuts down the computer.
  • /f forcibly closes running applications without asking them to save. Unsaved data can be lost.
  • /t 0 sets the shutdown timeout to zero seconds.

Although /f is commonly described as “force shutdown,” it only force-closes applications. The shutdown type is determined by the other switches.

Method 2: Turn the PC off immediately

For an immediate local power-off, run:

shutdown /p /f
  1. Open Start.
  2. Search for Terminal, Command Prompt, or PowerShell.
  3. Open the result.
  4. Run shutdown /p /f.

/p powers off the local computer immediately and does not use a timeout or warning. It cannot be used to shut down a remote computer. On hardware that does not support power-off functionality, Windows can shut down while the machine remains electrically powered.

Use this command only after saving work. The /f switch terminates applications without giving them an opportunity to save files.

Method 3: Use the Start menu

For an ordinary shutdown:

  1. Select Start.
  2. Select Power.
  3. Select Shut down.

This is the safest option when you want applications to close normally and Windows to handle the shutdown in the usual way. It is not the best choice when your aim is specifically to force-close a frozen application or guarantee an immediate full shutdown.

If you want to avoid Fast Startup without using a command, hold Shift while selecting Shut down from the power menu. If the system is unreliable or you need a repeatable procedure, the command-line method is clearer: shutdown /s /f /t 0.

Method 4: Configure the physical power button

Pressing the power button does not inherently mean “hard shutdown.” Windows can configure it to sleep, hibernate, shut down, or perform another action.

  1. Open Control Panel.
  2. Select System and Security.
  3. Under Power Options, select Choose what the power buttons do.
  4. Choose the desired action for When I press the power button.
  5. On a laptop, configure both On battery and Plugged in if needed.
  6. Select Save changes.

A brief press normally follows this configured action. Holding the button until the machine loses power is different: it is an emergency hardware-level power cut, not a controlled Windows shutdown. Avoid it unless Windows cannot respond to the Start menu, keyboard, or shutdown command.

Full shutdown versus hybrid shutdown

Fast Startup stores part of the system state to make the next boot faster. A hybrid shutdown can be useful for ordinary daily use, but it may not fully reset a problematic driver or device.

The command below explicitly requests hybrid shutdown:

shutdown /s /hybrid

Do not use that command when your goal is a complete reinitialization. Use:

shutdown /s /f /t 0

A full shutdown is particularly useful after problems involving USB devices, graphics drivers, docking stations, network adapters, monitors, printers, or scanners. If a device still fails after a full shutdown and fresh boot, update its driver and check the device’s own power or connection.

Full shutdown, restart, and hibernation are different

Goal Command Result
Power off after force-closing applications shutdown /s /f /t 0 Full shutdown with no delay.
Power off immediately shutdown /p /f Immediate local power-off; unsaved work can be lost.
Restart and reinitialize Windows shutdown /r /f /t 0 Force-closes applications, shuts down, and boots again.
Save the session for later restoration shutdown /h Hibernates rather than performing a full shutdown. Hibernation must be enabled.

Use restart when the machine needs to come back online immediately. Use full shutdown when you want it to remain off, remove power, and then perform a fresh boot later. Hibernate preserves the session and is therefore not a substitute for a clean reinitialization.

How to enable Hibernate

If Hibernate is missing from the power menu:

  1. Select Search on the taskbar and type Control Panel.
  2. Open Control Panel.
  3. Select System and Security.
  4. Under Power Options, select Choose what the power buttons do.
  5. Select Change settings that are currently unavailable.
  6. Under Shutdown settings, select Hibernate.
  7. Select Save changes.

Hibernate should then appear under Start → Power → Hibernate and under Windows logo key + X → Shut down or sign out → Hibernate. It is not available on every PC; Microsoft specifically notes that systems using InstantGo may not offer it.

Cancel a shutdown countdown

If you start a shutdown with a delay, open a new Command Prompt, PowerShell, or Terminal window while the countdown is active and run:

shutdown /a

The abort command must be issued in a separate console window during the timeout. For example:

shutdown /s /t 60

Then, before the 60 seconds expire:

shutdown /a

There is no useful cancellation window for /p or /t 0, because those commands act immediately.

When the command fails

Access is denied or Windows refuses the command

The account must have the Shut down the system user right. On a managed business PC, local policy or organizational restrictions can prevent the command from working. Try the normal Start-menu shutdown; if that is also blocked, contact the administrator rather than changing policy blindly.

The PC shuts down but remains lit

/p requests power-off, but not every computer supports complete electrical power removal through Windows. LEDs, USB charging, or motherboard standby power can remain active. If Windows has clearly shut down, this is a hardware or firmware behavior rather than proof that the command failed.

A frozen computer ignores the command

If Windows cannot open Terminal or respond to input, try Ctrl + Alt + Delete, then use the power icon, or press Ctrl + Shift + Esc to close the unresponsive application. If none of these work, hold the physical power button until the computer turns off. Expect possible file-system checks or lost data at the next boot.

The device is still broken after rebooting

A full shutdown resets Windows state, but it cannot repair defective hardware or every firmware problem. Disconnect and reconnect affected monitors, printers, scanners, docks, or USB devices; install current drivers; and check for firmware or Windows updates. Windows 10 continues to run after its support ended on October 14, 2025, but Microsoft no longer provides regular free security fixes, software updates, or technical support for it.

Recommended command for most cases

To force Windows 11 or Windows 10 to close applications and perform a full shutdown without a countdown, use:

shutdown /s /f /t 0

Use shutdown /p /f when you specifically need immediate local power-off. Reserve holding the physical power button for a computer that is completely unresponsive, because it bypasses the normal shutdown process and can damage unsaved work.

FAQ

What is the command for a full shutdown in Windows 11 or Windows 10?

Open Windows Terminal, Command Prompt, or PowerShell and run shutdown /s /f /t 0. It shuts down immediately and force-closes running applications.

Does shutdown /f mean full shutdown?

No. /f only force-closes applications. Combine it with /s for shutdown, /r for restart, or /p for immediate local power-off.

How do I cancel a scheduled shutdown?

Is holding the power button the best way to force a shutdown?

The Bottom Line

For a controlled full shutdown that reinitializes Windows at the next boot, run shutdown /s /f /t 0. For immediate local power-off, run shutdown /p /f. Both can discard unsaved work; holding the physical power button should be the final option only when Windows is completely unresponsive.
