The “SIM Not Provisioned MM 2” message usually means the carrier has not finished activating, or no longer recognises, the line on that SIM or eSIM profile. Your phone can still read the SIM; the problem is that the network is not accepting it for normal service. Work through the checks below in order, stop as soon as service returns, and use a SIM swap test to tell a card problem from an account or handset problem before you contact your carrier.

What the message means

Bell Canada’s SIM troubleshooting guidance groups the exact MM#2 wording with “activation failed” and “unregistered SIM” messages. In plain terms, the phone has tried to register the line and the network has not accepted it. The message does not, by itself, prove that the SIM is physically damaged.

Several situations produce it:

  • A new or replacement SIM whose activation has not fully reached the carrier’s systems.
  • A number transfer still in progress, where the number has not yet been moved to the new line.
  • An account or service interruption, such as a suspended or unpaid line.
  • An eSIM profile that is on the phone but not active or matched on the carrier’s side. This is the most common explanation for eSIM cases. It is a useful model, but manufacturers and carriers do not use the MM#2 code in exactly the same way, so treat it as a likely explanation rather than a guarantee.
  • A physical seating or handset problem, where the phone cannot read the SIM reliably.

Because these causes differ, the fix depends on which one applies. Airplane mode, a restart, or a new SIM can each help in one case and do nothing in another.

Eight methods, in order

These steps are low-risk and run from the least to the most involved. Menu names vary by phone model and software version, so match the wording on your screen to the descriptions here.

1. Restart the phone

Bell Canada’s SIM Card troubleshooting page gives this as the first step for the MM#2 error: “Turn your phone off, wait 5 seconds, and turn it back on.” Once the phone restarts, wait for the network indicator to appear and check whether the line registers. Bell’s instruction is written for its own network in Canada; the step itself is generic and safe on any carrier.

2. Reseat the physical SIM

  1. Power the phone off completely.
  2. Remove the SIM tray using the ejector tool supplied with the phone, or any small pin or paperclip. A dedicated ejector is not required.
  3. Check that the SIM sits flat in the tray, that the cut corner matches the tray’s shape, and that the gold contacts face the correct way.
  4. Reinsert the tray until it clicks, then power the phone on.

Bell’s guidance on SIM detection faults stresses correct insertion and clean contact alignment. If the SIM is bent, cracked, or visibly scratched, do not try to force it back in; move to the swap test in method 6.

3. Confirm the affected line is switched on

On dual-SIM phones and eSIM devices, the line may be present but turned off. Open the phone’s cellular or SIM settings and confirm that the affected line is enabled. Typical locations are Settings > Cellular on iPhone, Settings > Network & internet > SIMs on Pixel, and Settings > Connections > SIM manager on many Samsung models. Labels differ, so look for the entry that lists your carrier name and the number.

Do not delete an eSIM profile as a casual test. Your provider may need to reissue or restore it, and deletion can make recovery harder.

4. Toggle airplane mode once

Turn airplane mode on, wait a few seconds, then turn it off. This forces the phone to attempt registration again. It is a low-risk refresh, but it cannot create a missing carrier record. If the line still does not register after one toggle, move on rather than repeating it many times.

5. Allow a recent activation or number transfer to finish

If the error appeared straight after a new SIM, an eSIM activation, a SIM replacement, or a number port, check the timing your carrier states for that process and your account status. Activation times are set by each provider and country, so a window quoted for one country or carrier does not apply to yours. Repeated resets or buying a replacement SIM during a normal pending window rarely speeds things up.

6. Run a SIM swap test

This is the step that separates a card or account problem from a phone problem.

  1. Power off the phone and remove the affected physical SIM.
  2. Insert it into a different, unlocked, working phone that is compatible with your carrier’s network. Check whether that phone shows the same error.
  3. Put a SIM you know works, from the same carrier, into your phone. Check whether your phone registers normally.

How to read the results is set out in the table below. Keep the outcome of each test, because the carrier will ask for it.

7. Ask the carrier to check the line and its provisioning

If the simple checks fail, contact your provider and ask it to confirm three things: that the SIM or eSIM identifier is active on the account, that the subscription is correctly provisioned for your number and network, and that no suspension, failed port, or pending activation is blocking service.   • The exact error text, including “MM#2” or “MM 2”.
  • When the problem started, and what changed just before it: a new SIM, an eSIM setup, a phone change, or a number transfer.
  • The results of your swap test.
  • The SIM’s ICCID (the long number printed on the card, or shown in the carrier’s app or the eSIM setup screen) if the agent asks for it.

Contact methods and procedures differ by carrier and country. Use the support number or chat listed on your own provider’s website or app.

8. Replace the SIM or arrange device service only after diagnosis

If the swap test shows that the physical SIM is the fault, ask your carrier for a replacement SIM on your account. If the problem follows a particular SIM slot or handset, have the phone inspected. For an eSIM, get written provider instructions before you delete, reinstall, or re-scan a profile.

Which result points where

Why a factory reset is not an early fix

A factory reset cannot activate a carrier subscription, and it does not repair a provider-side record. It also removes local data and can complicate eSIM recovery. Reserve it for a case where the carrier has asked for it, and back up the phone first.

Limits of these steps

Carrier guidance on this message is strongest for the basic checks above. Public sources do not give a universal activation time, a repair success rate, or menu paths that hold for every phone and carrier. The Bell Canada instructions are written for Canadian service, and the activation timings in some guides apply only to the UK. Confirm the timing, phone menus, and support channels with your own carrier.

The steps here are the same whatever the carrier. What changes is the wording and timing the provider gives you, and that is the information to rely on when you call.
