When Software Center stays on Installing, the installation may not be the part that is stuck. Configuration Manager could still be waiting for policy, downloading content from a distribution point, waiting for a restart or maintenance window, or failing to detect an installation that actually completed.
Use the steps below in order. If you manage Configuration Manager, start by identifying whether the problem is policy, content, cache, installation, detection, or client health. That distinction prevents unnecessary client reinstalls and repeated attempts to clear files manually.
1. Check whether the deployment is really stuck
Give a large application enough time to download and install, especially over a VPN or slow connection. Then compare what Software Center reports with the deployment state in the Configuration Manager console.
In the console, open Monitoring > Deployments and locate the deployment. The state usually points to the next troubleshooting area:

Also confirm that the item is an application rather than a software-update deployment. Updates use a different troubleshooting path and commonly involve Windows Update Agent, maintenance windows, or update content download problems.
2. Force the computer to retrieve policy
If the deployment is new, the client may simply not have received the assignment yet. On the affected computer:
- Open Configuration Manager from Control Panel.
- Select the Actions tab.
- Select Machine Policy Retrieval & Evaluation Cycle.
- Select Run Now, then select OK.
You can trigger the same action from an elevated PowerShell window:

From the console, select the device under Assets and Compliance > Devices, then choose Client Notification > Download Computer Policy. For an application that has policy but has not evaluated yet, use Client Notification > Evaluate application deployments. For a software update, use Client Notification > Evaluate software update deployments.
Refresh Software Center after several minutes. If the deployment remains absent or shows Unknown, investigate client communication and assignment rather than reinstalling the application.
3. Verify boundaries, distribution points, and content
An application can remain at 0% when the client cannot find a usable distribution point. In Configuration Manager, the device must belong to a configured boundary. That boundary must belong to a boundary group that supplies a distribution point.
Check all three of these items:
- Confirm that the device’s IP range, Active Directory site, VPN range, or other intended location is represented by a boundary.
- Confirm that the boundary is associated with the correct boundary group.
- Confirm that the boundary group has a distribution point available to the client.
- Verify that the application’s content has been distributed successfully to that distribution point.
If the application content was recently changed, check content-distribution monitoring in the console. A deployment cannot download content that has not finished distributing, even when the application appears correctly deployed.

4. Check the Configuration Manager cache
Configuration Manager normally stores downloaded content in:
%windir%ccmcache
The default cache size is 5,120 MB. An application or program larger than the configured cache cannot install and generates status message 10050. A cache can also be full because older content is being retained.
Clear cached content safely
Do not delete folders from C:Windowsccmcache with File Explorer, PowerShell, or Command Prompt. The client tracks cached content separately from the files on disk, so manual deletion can cause further Configuration Manager problems.

Use the supported method instead:
- Open Configuration Manager from Control Panel.
- Open the Cache tab.
- Select Delete Files.
Remove cached content only when you understand the effect. Other deployments may need to download it again, and a slow connection can make the next attempt take longer.
Increase the cache when the application is too large
For managed devices, configure the cache through client settings rather than treating SMSCACHESIZE as the standard fix. In the Configuration Manager console, review the applicable client settings for:
- Configure client cache size
- Maximum cache size (MB)
- Maximum cache size (percentage of disk)
- Minimum duration before cached content can be removed (minutes)
The default minimum retention period is 1,440 minutes, or 24 hours. It can be configured up to 10,080 minutes, or one week. Cached content is therefore not necessarily removed immediately after an installation finishes.
A required application retries after the client receives policy following a cache-size change. A required program does not automatically retry in the same way; redeploy the package and program after correcting an insufficient-cache failure. When the cache is full but the content is smaller than the cache limit, required deployments may retry every four hours, up to 18 attempts, before timeout or retry limits end the process.
Also verify that the cache folder is not encrypted. Configuration Manager cannot download content to an encrypted cache folder.

5. Look for a pending restart or maintenance-window restriction
An installer can finish its files but remain incomplete because Windows or another installer requires a restart. In the console, open Assets and Compliance > Devices and inspect the Pending Restart column. Possible values include No, Configuration Manager, File rename, Windows Update, and Add or remove feature.
If policy permits it, request a restart by selecting the device in a device collection and choosing Client Notification > Restart. The default restart occurs after 90 minutes when the client receives the notification, although computer-restart client settings can change that behavior.
For software updates, a maintenance window may be the reason nothing appears to happen. Review ServiceWindowManager.log and search for:

The applicable service-window entries follow that line. A required update may download before the window but wait to install until the window opens.
6. Read the client logs instead of guessing
For an application, start with these logs on the affected computer:
AppEnforce.log— command-line execution, installer return codes, and enforcement results.AppDiscovery.log— detection-method evaluation and whether the application is considered installed.CAS.log— content-access requests and cache-related activity.ContentTransferManager.log— content-transfer job processing.DataTransferService.log— BITS download activity.
The log location is normally %windir%CCMLogs. Use CMTrace if it is available because it formats Configuration Manager timestamps and error lines more clearly than Notepad.
For a software update that is stuck installing, inspect:
CAS.logContentTransferManager.logDataTransferService.logWUAHandler.logWindowsUpdate.log
The first three help identify download and distribution-point failures. The last two help identify an update-installation problem in the Windows Update Agent. If possible, manually install the update or install it through Microsoft Update. If the manual installation fails too, the problem is likely with Windows or the update itself rather than Software Center. Corrupted .NET Framework installations are one known cause of .NET Framework update failures.

7. Check whether detection is failing
Sometimes the installer has completed, but Software Center still says Installing because Configuration Manager’s detection method does not recognize the result.
Review AppDiscovery.log for the detection rule. Common causes include:
- The detection rule checks the wrong file, version, registry value, MSI product code, or installation path.
- The installer placed the application in a per-user location while detection checks the system context.
- The installer returned success but completed asynchronously after the enforcement command ended.
- A 32-bit application and 64-bit detection rule are looking at different registry views.
- An old version was detected while the deployment expects a newer version.
For deeper correlation, Configuration Manager application troubleshooting uses identifiers such as the application CI ID, application unique ID, deployment-type unique ID, assignment unique ID, and content unique ID. If you use a SQL troubleshooting query, use the application name on the General Information tab of Application Properties, not the localized name shown on the Software Center tab.

Do not reinstall the client merely because one application is stuck. First establish whether the client itself is unhealthy. Configuration Manager health checks cover:
- The
CcmExecservice, including existence, automatic startup, and running state. - Whether the
CcmEvalscheduled task has run within the last three days. - The local Configuration Manager client database.
- WMI and Configuration Manager WMI integrity.
- BITS and Windows Update service configuration.
If CcmExec is stopped, health remediation may start it. Persistent stoppage should be investigated in client logs and Windows Event Viewer. A missing CcmExec service, a failed client database check, or failed Configuration Manager WMI integrity are stronger reasons to repair or reinstall the client.
9. Reinstall the client only when it is the cause
From the Configuration Manager console, go to Assets and Compliance > Devices, select the device, and choose Install Client. This opens the Install Client Wizard and uses client-push installation.
For a local uninstall, open an elevated Command Prompt and run:

CCMSetup.exe /uninstall
The uninstall command does not display a useful result in the console window. Confirm completion in:

Starting with Configuration Manager version 2111, uninstalling the client also removes the client bootstrap, ccmsetup.msi, if it exists. Reinstalling the client will not fix missing application content, an incorrect detection rule, a blocked maintenance window, or an installer that fails on its own.
A practical order of operations
- Check Monitoring > Deployments and identify the deployment state.
- Retrieve machine policy and evaluate the application or software-update deployment.
- Verify boundaries, boundary groups, distribution points, and distributed content.
- Check cache capacity and clear content only through the Configuration Manager Cache tab.
- Check pending restart and maintenance-window status.
- Read the relevant client logs.
- Validate the installer and detection method.
- Assess client health and reinstall only if the client is actually damaged.
FAQ
Why is Software Center stuck at 0% installing?
The most common Configuration Manager causes are missing policy, no usable distribution point, content that has not been distributed, a full or undersized client cache, or a download that is failing. Check boundaries, boundary groups, distribution points, and CAS.log, ContentTransferManager.log, and DataTransferService.log before reinstalling the client.
Can I delete everything in C:Windowsccmcache?
No. Configuration Manager tracks cache entries separately from the files on disk. Manually deleting the folder can damage client cache tracking. Open Configuration Manager in Control Panel, select the Cache tab, and use Delete Files.
Will restarting the CcmExec service fix a stuck Software Center installation?
Not universally. Restarting the service may help a specific client-service failure, but a stuck deployment can instead be caused by policy, content location, cache size, detection, a pending restart, or a maintenance window. Diagnose the relevant condition first.
How large should the Configuration Manager cache be?
It must be large enough for the largest application or program that the client must download, with additional room for other retained content. The default is 5,120 MB. Configure the cache through Configuration Manager Client Settings, including the maximum size in megabytes or as a percentage of disk space.
What if the application installed but Software Center still says Installing?
Review AppDiscovery.log and the deployment type’s detection method. Software Center can remain in an installation state when the detection rule checks the wrong path, version, registry view, product code, or user/system context.
The Bottom Line
“Installing” is a status, not a diagnosis. Start with deployment state and policy, then verify content location and cache capacity. After that, check restarts, maintenance windows, installer logs, and detection. Reinstall the Configuration Manager client only when its health checks show a client problem; it will not repair a bad boundary, missing distribution-point content, or an incorrect application detection rule.
