If Protractor can download its Selenium and browser-driver files on your computer but fails in Jenkins, first identify which stage fails: webdriver-manager update downloading files, Selenium Server starting, or a browser session launching. Those stages have different causes and fixes. A Jenkins agent may have different network access, proxy or TLS settings, permissions, software versions, or operating-system architecture than your local machine; without the job log and environment details, none can be assumed to be the cause.
Identify what “download failed” means
In Protractor’s documented workflow, webdriver-manager update downloads the necessary binaries, and webdriver-manager start launches the Selenium Server. A browser session comes later. Use the exact failing command and the first relevant error in the Jenkins console log to distinguish these phases. Protractor’s tutorial describes the download-then-start sequence.
- Update fails before Selenium starts: investigate download URL support, agent egress, proxy/DNS/TLS behavior, and write access to the download location.
- Update completes, but Selenium will not start: check the Java/Selenium startup error and whether the expected server endpoint is available.
- Selenium starts, but browser launch fails: check driver discovery, executable permissions, and browser-driver compatibility.
Protractor’s tutorial uses http://localhost:4444/wd/hub as a Selenium Server endpoint. Treat it as an example, not proof that your Jenkins job uses that endpoint or even that it launches a local server.
Reproduce the job in the Jenkins agent’s context
A successful terminal run on your workstation does not establish that the Jenkins process has the same network, identity, filesystem, dependencies, or environment variables. Run the failing command on the actual agent, as the job user, in the same workspace and container or image used by the build.

- Save the evidence: retain the full console output, exact command, exit code, and any failed download URL, HTTP status, proxy message, or TLS error. Redact credentials and secret headers.
- Record the environment: capture Node.js, npm, Protractor, webdriver-manager, Selenium, browser, and driver versions, along with the agent’s operating system and architecture.
- Compare execution settings: inspect relevant proxy and certificate environment variables, the job user’s permissions, workspace/container configuration, and any custom cache or download paths.
- Repeat only the failing stage: first run
webdriver-manager updatein the agent context. If it succeeds, proceed to server startup and browser launch rather than treating the original report as one undifferentiated download problem.
This comparison is a diagnostic method, not a claim about your particular Jenkins installation. Make one controlled change at a time so the logs show which condition mattered.
If webdriver-manager update fails
Check agent network access
Verify that the agent—not just the Jenkins controller or your desktop—can reach the download hosts used by the installed webdriver-manager version. A corporate proxy, DNS failure, TLS inspection, outbound firewall rule, or blocked host can interrupt acquisition. Use the URL and error in the build log to identify the actual destination before changing network policy. Do not assume a Jenkins web reverse-proxy setting controls agent-to-vendor downloads.

Check filesystem access
The job user needs permission to write the relevant workspace, cache, or download directory. Confirm the path used by the installed package and check that the directory is writable and has sufficient available space. A command run as your own account may succeed while the same operation fails under the Jenkins agent identity.
Check whether the downloader supports the versions in use
Protractor’s setup documentation explains its historical workflow; it does not guarantee that an older downloader supports current browser releases or download endpoints. For Chrome and ChromeDriver releases from milestone 115 onward, Chrome for Developers directs users to the Chrome for Testing dashboard and JSON endpoints. See the ChromeDriver version-selection guidance and verify the exact browser and driver versions required by your project.
If the legacy download command cannot obtain the needed artifact, possible approaches include enabling agent access to the supported download host, supplying a pinned driver through your build’s controlled artifact or dependency process, or changing to a driver-management stack compatible with the project’s Protractor and Selenium versions. Choose based on the observed failure: a network change will not repair an unsupported URL, and a newer downloader may not fit an old pinned dependency stack.

If downloads succeed but the browser will not launch
Confirm Selenium can find and execute the driver
A completed download does not prove that Selenium can locate or run the executable. Verify that the file exists, that the job user can execute it, and that its path is either on PATH or explicitly configured. Match the driver to the installed browser
Compare the browser version installed on the Jenkins agent with the driver version Selenium is using. A mismatch can fail after acquisition and look unrelated to the download step. For Chrome releases from milestone 115 onward, use Chrome for Testing’s published release mechanism to select a compatible artifact. Do not infer compatibility from a local browser with a different version or architecture.

Use Selenium Manager only when the dependency stack supports it
Selenium documents that Selenium 4.6 and later can download the correct driver through Selenium Manager. That is relevant only when the Selenium version and integration in the project actually use that capability. Do not assume it replaces Protractor’s older, potentially pinned Selenium stack; confirm dependency compatibility before changing the setup.
Choose a fix that matches the failing phase
