First check whether Opera VPN is available and enabled in your version of Opera, then identify whether the problem is a missing VPN control, a connection that will not start, or a page that fails only while VPN is on. Opera VPN is a browser feature, not a VPN connection for every app on your device. The right steps depend on whether you use desktop Opera, Android, or iOS.
Why is Opera VPN not connecting?
A missing VPN setting and a page that will not load are different problems. Start with the platform-specific availability checks below. If the VPN control is present and on, compare the same page with VPN disabled; that can help narrow down the symptom, but it does not identify a single cause by itself.
- VPN is missing: Check the relevant platform section below. On Android, availability can depend on country and browser version.
- VPN is on but a page fails: Test with VPN off, then try a Private window and Opera’s other page-troubleshooting steps.
- Only default searches behave differently: On desktop, check whether Opera is set to bypass VPN for default search engines.
Check Opera VPN on desktop
Find the VPN setting and badge
Opera’s desktop instructions place the setting at Settings > Advanced > Privacy & security > VPN. Its FAQ also lists Settings > Features > VPN; the path can vary by version. Enable VPN there, then use the VPN badge beside the combined address and search field to check its state. Opera says the badge displays an on/off switch, data transferred, virtual location, and virtual IP. See Opera’s VPN feature guide and browser FAQ.
Check the default-search bypass setting
If a search appears to use your actual location even though VPN is enabled, look for Bypass VPN for default search engines. When this option is enabled, Opera says default search traffic can use your actual location; VPN resumes when you navigate to a web page. Opera says this setting is not supported in Private Mode. This behavior can explain a search-specific difference without showing that VPN is failing for every page.

Test the page itself
- Open the page that is failing with VPN enabled and note what happens.
- Disable VPN from the badge and load the same page again.
- Try opening the page in a Private window.
- If it still fails, clear Opera’s cache and cookies, then update Opera.

Why can’t I see VPN in Opera settings on Android?
Opera says VPN availability on Android can depend on your country and Opera version, and the feature may appear only in Private mode. Check the Opera menu’s settings or look for the VPN control on the start page while in Private mode. A missing control in regular browsing is not, by itself, evidence of a temporary outage.

Turn off Data savings before testing VPN
Opera says Data savings and VPN are both proxy features and cannot be connected at the same time. Turn off Data savings, then try enabling VPN again. They are not interchangeable: Opera says Data savings does not hide your IP address, while its VPN feature is intended to hide the origin of browsing traffic. - Open Opera and tap the three-dot menu.
- Go to Settings > VPN and turn on the switch.
- If iOS asks permission to add VPN configurations, follow the system prompt.
- Choose a virtual location and connect.
Opera documents this permission prompt as part of setup, so approve it if you want Opera’s VPN feature to work. See Opera’s iOS VPN settings instructions.

Update or recover desktop Opera if the problem continues
Update and relaunch
Opera downloads updates automatically, and relaunching completes an update. To check manually on desktop, open Menu > Update & Recovery > Check for Update, install any offered update, and relaunch Opera. This is a maintenance step, not a guaranteed fix. Opera’s crashes and issues guide describes the update and recovery options.
Use Recover only after basic checks
If updating and relaunching do not help, Opera documents a Recover option under Update & Recovery. Its choices include keeping personal data while resetting settings, or resetting Opera more broadly and removing data. Read the option carefully before proceeding, especially if you need to preserve browser information.

Reserve a clean installation for later
Opera’s clean-install guidance says to back up Opera files first, uninstall the browser, delete profile data, download the latest version, and reinstall. Deleting profile data can remove personal browser information, so do not start this step without a backup and a clear understanding of what you may lose. If the issue remains, report it to Opera with the platform, what you tried, and the exact symptoms.

Opera describes its desktop VPN as browser traffic routed through Opera VPN servers; it is not a whole-device VPN. That distinction matters if you expect other apps to use the same connection. If you need VPN coverage outside Opera browsing, a separate VPN service is a different option—not a repair for Opera’s built-in feature.
