To fit a photo to an upload limit, encode the canvas as JPEG with canvas.toBlob(), measure the resulting Blob’s size, and adjust quality or permitted pixel dimensions until the measured file meets the application’s rules. There is no universal U.S. passport-photo window of 54–240 KB: U.S. online passport renewal accepts 54 KB to 10 MB, while the separate U.S. visa digital-image requirements cap a photo at 240 kB. Check the rules for your specific application before choosing a target.
Which file-size rule applies to your photo?
The 54–240 KB range combines limits from different processes; it is not a single official passport-photo requirement. The U.S. Department of State’s online passport-renewal guidance gives a 54 KB to 10 MB upload range. Its visa digital-image requirements set a maximum of 240 kB and additional format, dimension, and compression conditions.

The agencies write units as “KB,” “kB,” and “MB.” Their cited pages do not establish a byte-count convention for every form, so do not assume that every uploader interprets those labels identically. Use the application’s own instructions and measured output.

toBlob() encodes the canvas and returns a Blob; it does not promise a particular output size. MDN describes it simply: “The HTMLCanvasElement.toBlob() method creates a Blob object representing the image contained in the canvas.” When requesting JPEG, you can supply a quality value, then inspect blob.size to learn the actual encoded byte count. Quality is an encoder input, not a byte target: image content and browser encoder behavior affect the result.

For a JPEG-required application, also inspect blob.type. If the requested type is unsupported or omitted, toBlob() defaults to PNG, which could produce the wrong format even if the byte count fits. See MDN’s toBlob() reference.
How to encode, measure, and adjust the image
- Load the source and draw it to a canvas. Set the canvas dimensions to values permitted by the application. Preserve the required aspect ratio; for the cited U.S. visa digital-image rules, the image must be square and within 600 × 600 to 1200 × 1200 pixels.
- Request JPEG encoding and measure the result. Use
canvas.toBlob(callback, "image/jpeg", quality). In the callback, handle anullresult, then checkblob.typeandblob.size. - Adjust and encode again if needed. If the measured file is too large, lower the quality and repeat. If the image still exceeds the limit and the application allows it, reduce its pixel dimensions while preserving the required shape, then re-encode. If the file is below a minimum, increase quality or dimensions only within the application’s permitted limits.
- Stop only when all relevant checks pass. Confirm the measured file size, format, dimensions, and any compression-ratio or photo-quality requirements that apply. Keep the original available and provide a preview so the user can compare the compressed result with it.
- Use the Blob for preview or download. Create a URL with
URL.createObjectURL(blob); revoke it withURL.revokeObjectURL(url)when it is no longer needed.
A measured adjustment loop is more reliable than a “magic” quality setting: no fixed quality value maps predictably to a particular number of bytes. A size-compliant file is not necessarily a compliant photo. The State Department says its photo tool does not assess image quality.

Why might the file still be too large—or the encoding fail?
- The quality value did not produce the expected size. Quality is not a byte guarantee. Encode again, inspect the new Blob, and adjust in small steps; reduce dimensions only where the application permits it.
- The output is PNG instead of JPEG. Check
blob.type.toBlob()falls back to PNG when the requested format is unsupported, so do not assume the requested MIME type was honored. - The callback returns null. Treat this as an encoding failure: do not present or download the result as though it were a valid image.
- The browser reports a SecurityError. A canvas containing image content from another origin may not be origin-clean. The source must be available with suitable cross-origin access before it can be exported.
- The photo passes the byte limit but is rejected or looks poor. File size alone does not prove that the image meets composition or quality rules. Preserve and compare the original; the State Department also advises online passport-renewal applicants not to send a photo by text message because that can worsen quality.
Why use a Blob URL instead of a data URL?
For previews and downloads, a Blob URL avoids making a large data URL the primary output. MDN notes that toDataURL() encodes the entire image as an in-memory string and can cause memory or URL-length problems; it generally recommends toBlob() with URL.createObjectURL() instead. Revoke object URLs when they are no longer in use. See MDN’s toDataURL() reference.
