Start with the applicant and the project: USDA Rural Development funding is split among programs for businesses, agricultural producers, public bodies, nonprofits, Tribes, utilities, and lenders. Some programs fund businesses directly or through a lender; others let an eligible intermediary apply and pass money to a project. For example, a for-profit business cannot receive a Rural Business Development Grant (RBDG), while an eligible utility can use USDA’s Rural Economic Development Loan and Grant (REDLG) program to finance qualifying rural projects.

As of October 4, 2026, the RBDG deadlines listed for the 2026 cycle have passed. Check the current USDA Rural Development program page and your state or local Rural Development office for open cycles, current terms, and application instructions before preparing a request.

Start by matching the applicant to the project

Write down five details before searching: who would apply, where the project would be, what it would pay for, who would benefit, and whether it creates or retains jobs, provides an essential public service, or reduces energy use. Then use USDA Rural Development’s Business Programs directory as an index to financing, grants, business development, and technical assistance. Open the individual program rules before assuming a business can apply directly: the directory includes direct, lender-based, and intermediary funding routes.

  • For-profit business or agricultural producer: investigate Rural Energy for America Program (REAP) for eligible energy projects; ask about REDLG through a qualifying utility; and check whether a lender-backed program fits.
  • Public body, rural-serving nonprofit, or Tribe: consider RBDG for eligible rural business development work or Community Facilities for an essential public service.
  • Local utility or microenterprise organization: check whether it can apply as an intermediary under REDLG or the Rural Microentrepreneur Assistance Program (RMAP).

Being in a rural place alone does not establish eligibility. Programs set their own geographic, applicant, project, and documentation rules.

Which USDA program fits?

Program Who applies or receives funding Potential fit Key distinction
Rural Business Development Grants (RBDG) Public bodies, Indian Tribes, and nonprofits primarily serving rural areas apply; for-profit businesses and individuals are not eligible grant recipients. Rural economic-development work that benefits small and emerging businesses, such as feasibility studies, business plans, training, incubators, revolving loan funds, transportation improvements, or technology-based development. Grant goes to an eligible organization, not directly to a for-profit business.
Rural Economic Development Loan and Grant (REDLG) Eligible utilities apply to USDA and can pass loan funds to ultimate recipients. Job-creating or job-retaining rural projects, including business expansion, startup costs, working capital, incubators, training facilities, and technical assistance. A business should ask a qualifying local utility about participation rather than assume it can apply directly to USDA.
Community Facilities Direct Loans and Grants Public bodies, community-based nonprofit corporations, and federally recognized Tribes. Essential community services such as health care, education, public safety, child care, community centers, telemedicine, distance learning, and local food-system facilities. Not financing for a private commercial or business undertaking.
Rural Energy for America Program (REAP) Eligible rural small businesses and agricultural producers. Renewable-energy systems or energy-efficiency improvements. Energy-efficiency projects need an energy audit or assessment; all projects require environmental review.
Rural Microentrepreneur Assistance Program (RMAP) Microenterprise Development Organizations apply for loans or grants; they provide microloan funds and support to microentrepreneurs. Microenterprise lending, training, and technical assistance. Another intermediary route, not automatically a direct USDA grant to a business owner.

Rural Business Development Grants: business benefit, organization applies

RBDG supports economic-development planning and projects that finance or expand rural businesses. Eligible applicants are public bodies or government entities, Indian Tribes, and nonprofits primarily serving rural areas. USDA states that “For-profit entities, individuals and individual businesses are not eligible to receive grants under this program.” The grant recipient must therefore be an eligible organization even when the proposed work benefits local businesses.

USDA lists uses including feasibility studies, business plans, training, incubators, revolving loan funds, transportation improvements, and technology-based development. Enterprise awards must benefit small and emerging rural businesses. USDA’s program page says there is no maximum grant amount, but smaller requests receive higher priority; no cost share is required. Evaluation factors include evidence of job creation, non-federal funding committed, economic need, consistency with local priorities, and the applicant’s relevant experience.

The USDA page listed June 15, 2026, for Strategic Economic and Community Development applications and June 30, 2026, for other RBDG applications; both dates have passed. It required complete applications through Grants.gov by 4:30 p.m. local time on the deadline and SAM preregistration. Check the live program page and relevant state office for the next cycle and its current instructions.

REDLG: ask whether a local utility can be the route

REDLG works through eligible local utility organizations. USDA provides zero-interest loans to qualifying utilities, which then lend to ultimate recipients for job-creating or job-retaining rural projects. USDA grants to utilities can help establish revolving loan funds. Eligible utility applicants include current or former Rural Utilities Service electric or telecommunications borrowers and qualifying nonprofit utilities.

USDA lists business incubators, expansion, startup costs, working capital, training facilities, and technical assistance among potential uses. For first-time loans to ultimate recipients, USDA describes zero-interest financing covering up to 80% of project costs, with the remaining 20% supplied by the recipient or utility. The USDA page lists a maximum $1 million loan to a local utility and a maximum $300,000 grant to establish a revolving loan fund. These are program-page limits for the utility route, not a promise that an individual project will receive those amounts. Contact the local Rural Development office to identify a potentially eligible utility and current process.

Community Facilities: for essential public services, not private business

Community Facilities supports essential services in eligible rural areas with no more than 20,000 residents under the latest U.S. Census data. Eligible applicants are public bodies, community-based nonprofit corporations, and federally recognized Tribes. Examples include health-care facilities, public buildings, child-care and community centers, public-safety vehicles and buildings, educational services, telemedicine or distance-learning equipment, and local food-system facilities.

USDA defines an essential community facility as one that “provides an essential service to the local community for the orderly development of the community in a primarily rural area,” and excludes “private, commercial or business undertakings.” A public-interest project may be eligible; a private commercial facility should not be treated as a Community Facilities candidate simply because it serves a rural area.

Funding can take the form of a direct loan, grant, or combination, and may be combined with commercial financing when program feasibility and eligibility requirements are met. A direct loan term cannot exceed the facility’s useful life, the applicant’s authority or state-law limit, or 40 years, whichever is shortest. Confirm rates and terms with USDA rather than relying on a stale quote. Applications are accepted on an ongoing basis during the program year, October 1 through September 30; USDA recommends starting with the local office.

REAP: check for rural energy and efficiency projects

REAP offers guaranteed loan financing and grant funding to eligible agricultural producers and rural small businesses for renewable-energy systems and energy-efficiency improvements. To qualify as an agricultural producer under the program description, an applicant must be directly engaged in agricultural production and receive at least 50% of gross income from agricultural operations.

USDA’s Virginia REAP page lists renewable-energy grant amounts of $2,500 to $1 million and energy-efficiency grant amounts of $1,500 to $500,000. Those are figures on that state page, not a guarantee of current funding, terms, or limits for every state or fiscal year. Applicable notices can set project caps, federal grant share, match, and loan-guarantee terms, so verify the current notice and state instructions.

USDA says projects need technical merit and commercially available technology. Energy-efficiency proposals require an audit or assessment, and all projects require environmental review. The Virginia page describes year-round applications through the local office; confirm timing and availability for your location with the relevant office. USDA’s FY2026 OneRD page separately provides current-year guaranteed-program fee and funding-availability information, which may change.

How to find and prepare the right application

  1. Describe the project: identify the applicant and ownership, location, purchases or construction, beneficiaries, job effects, public-service purpose, and energy savings, as applicable.
  2. Classify the applicant accurately: distinguish a for-profit business, agricultural producer, nonprofit, public body, Tribe, utility, lender, or microenterprise organization. Restrictions determine whether you can apply directly or need an intermediary.
  3. Open the specific program page: verify rural-area rules, eligible uses, open or closed status, funding mechanism, deadline, match, forms, and local instructions. For a guaranteed loan, find out whether a participating lender is involved; for REDLG, ask about a qualifying utility.
  4. Build the project file around that program’s checklist: possible items include a business plan or feasibility study, evidence of community or lender support, funding commitments, an energy audit, environmental review, SAM registration, or entity identifiers. Requirements vary, so do not treat this as a universal list.
  5. Talk with the program specialist before submitting: state forms and local timelines can matter. USDA says preparation may take from a few weeks to several months, depending on complexity and how complete the materials are.

Check deadlines and terms before committing

USDA program pages, funding balances, interest rates, guarantee terms, and state-level instructions can change. An open listing on USDA’s funding-opportunities page is a discovery lead, not confirmation that a particular applicant or project qualifies. Verify the current program notice and office process before paying for application work, finalizing project costs, or treating a listed amount as available funding.
