For an official U.S. Department of Defense military-term definition, start with the Joint Staff’s DoD Dictionary of Military and Associated Terms. If a term is missing or its meaning depends on a particular policy or doctrine, check the DoD Terminology Repository and the document where you encountered it. The full Dictionary is listed on JEL+, which requires CAC access.

What the DoD Dictionary covers

The DoD Dictionary of Military and Associated Terms is the official starting reference for standard U.S. military and associated terminology. The Joint Staff describes it as reflecting general and universal terms found in joint-publication glossaries. The Joint Doctrine reference-series description characterizes its scope as joint-doctrine terminology and associated policy gap-fill terminology.

The DoD Terminology Program coordinates, standardizes, and disseminates military and associated terminology. As the Joint Staff explains, “Its purpose is to improve communications and mutual understanding within DoD, with other federal agencies, and between the US and its international partners through standardization of military and associated terminology.” See the Joint Staff DoD Terminology Program.

This is a U.S. DoD and joint-force resource, not a universal glossary for every country’s military vocabulary. A service-specific expression, informal slang, or context-specific use may not have a general joint definition.

Where to look up a DoD military term

  1. Search the DoD Dictionary. Look for the term and any recognized variant. The Joint Staff lists the full Dictionary through JEL+, which requires CAC access. Start at the DoD Terminology Program page for the official resource listing.
  2. Check the Terminology Repository. If the Dictionary has no entry, or the term appears tied to a specific technical or senior-leadership issuance, look in the Repository. The Joint Staff distinguishes its role from the Dictionary’s general and universal joint terminology.
  3. Read the originating document. Open the doctrine, policy, plan, or other official document where the term appeared. Its surrounding passage may set limits on how the term is being used. Joint Doctrine Library guidance says, “Joint Doctrine constitutes official advice; however, the judgment of the commander is paramount in all situations.” That is operational context, not a definition of an individual term.
  4. Use a general English dictionary for ordinary-language context. Do this after checking official terminology resources; an everyday meaning does not necessarily establish a term’s DoD meaning.

The Joint Staff’s Joint Doctrine reference-series description provides additional context on the Dictionary’s place in joint terminology.

Why a term may not have one universal definition

The Dictionary is for general and universal joint terms, while the Repository helps users identify specific and technical terms that appear in official Office of the Secretary of Defense and Joint Staff issuances. A term absent from the Dictionary may still have an official meaning in a particular document. For questions about a term in a plan, policy, or doctrine, the source document’s definition and context matter.

The Joint Staff advises authors developing policy, strategy, plans, rules, doctrine, or assessments to consult the official terminology resources before proposing or refining terms. For ordinary readers, the practical lesson is to distinguish a standard joint definition from a narrower usage in one publication.

Access and edition dates

The complete Dictionary is listed on JEL+, and the Joint Staff resource listing marks that portal as CAC-required. Readers without CAC access may be able to consult unclassified source publications or other public glossaries, but a publicly accessible, current full mirror was not established here.

Edition labels can change. Joint Staff search-index results surfaced both May 2025 and December 2025 labels, but the official pages could not be directly retrieved to confirm which label represents the latest complete edition as of October 5, 2026. Check JEL+ itself and cite the edition or amendment date shown there when a version-specific definition matters.
