To find out whether a data center is proposed near you, search the official planning and zoning records for the city or county that governs the site, then check that jurisdiction’s meeting agendas and hearing notices. Search by address, parcel number, project name, and case number—and try related terms such as “conditional use” or “site plan.” A hearing is not automatic: the approval path depends on local zoning and the type of application.
Find the government responsible for the site
Start with the city or county planning or zoning department. If you do not know which government controls a location, use the county or city GIS map or assessor’s parcel viewer to identify the parcel and jurisdiction, then follow that government’s planning records. A nearby city name or mailing address does not necessarily identify the authority that handles land-use approvals.
Search official application and permit records
Use the planning, zoning, permit, or development-review search for the responsible jurisdiction. Try several identifiers rather than relying on a single keyword:

- The street address or parcel number.
- A case, file, or permit number found in a notice, agenda, or project document.
- Related application types, including rezoning, planned development, conditional use, special exception, site plan, major development, and environmental review.
Some jurisdictions provide address- or permit-number searches. San José, for example, advises residents to search SJPermits using a planning file number; its current-application list is updated monthly and may not show a permit’s current status. Search for the use category, not just “data center”
A zoning code may group a data center under a broader category, such as warehouse or storage use, or utility facilities. Read the application description and zoning classification, and ask planning staff how the proposed use is classified. The Southern Environmental Law Center’s Virginia report explains how classifications and approval pathways can differ; its account describes Virginia, not a nationwide rule. Read the SELC report on data centers in Virginia.
Determine whether the project requires a public hearing
Look for the approval pathway in the zoning code, application record, and staff report. A project that meets zoning standards as a by-right use may receive administrative approval without a public hearing. A special-use or conditional-use request, special exception, or rezoning typically involves public notice and one or more hearings, but the rules and decision-makers vary by state and locality.
Fairfax County illustrates why the specific district and application matter: it says qualifying data centers in its I-5 and I-6 districts can be built by right without a hearing, while certain deviations and projects in other commercial or industrial districts require special-exception approval and public hearings. Check Fairfax County’s data-center information. Do not assume Fairfax’s rules—or Virginia’s generally—apply where you live.

Find the hearing notice and participation rules
Application records and hearing notices may be posted on different pages. Check the calendars and agendas for the planning commission, zoning board or board of appeals, county board, and city council. Search by the case number and address, and open the official notice for the date, location, remote-access details, written-comment deadline, and permitted ways to testify. A project may have multiple hearings or approvals, so check which decision is being considered at each meeting.
Read the application documents and staff report as well as the agenda. They help distinguish a submitted application from a staff recommendation, a scheduled hearing, a vote, and an issued permit—separate stages that should not be treated as proof of one another. Twiggs County, Georgia, provides a local example of a project page containing an application, hearing procedure, Q&A notices, agenda, and environmental study package. View Twiggs County’s data-center project materials.
Check every route for updates
Ask the assigned project manager or clerk whether the case has an email notification list, and subscribe to general planning or agenda alerts if offered. San José describes both project-specific interest-list requests and broader development and environmental impact report updates on its planning page. Find San José’s project-alert information.

Before submitting comments or attending, reconfirm the case status, hearing date, deadlines, and testimony format with the responsible government. Records can lag, and a proposal may be paused or withdrawn. For example, Calvert County reported that Amazon Data Services withdrew its conceptual site-plan application on August 4, 2026, and that a six-month moratorium on site-plan approvals took effect August 28, 2026. Read Calvert County’s August 4, 2026 notice and its August 28, 2026 moratorium announcement.
Use state-level project lists as a supplement
A state agency map or announcement can reveal proposals that have engaged with that agency, but it may not cover projects that have not. Pennsylvania’s August 2026 announcement said the Department of Environmental Protection had become aware of more than 100 proposals reported in public databases; 58 had engaged with DEP, 15 had applied for at least one DEP permit, and five had obtained all permits necessary for their first phase. Those are Pennsylvania figures reported by the Commonwealth, not a national count or an exhaustive list of local proposals. Read Pennsylvania’s Executive Order 2026-05 announcement.
The same Pennsylvania announcement quotes Governor Josh Shapiro: “The use of nondisclosure agreements with data center projects is not permissible.” That is a statement about Pennsylvania policy, not a rule that applies nationwide.
What public records can—and cannot—tell you
There is no single identified national dataset that reliably captures every early-stage data-center proposal. Local records are the best starting point for a specific site, while state sources can add permitting information within their scope. A project’s appearance in a public list does not establish that it has been approved; verify the latest dated record and the next required decision with the government handling the case.
