In the United States, start with the Head Start Center Locator and contact nearby Early Head Start programs about age fit, eligibility, openings, and waitlists. For drop-in activities, check your public library’s event calendar for baby or toddler storytime and parent-child programs. If you are looking for help with a developmental concern, use the CDC’s state early intervention directory. Availability and registration vary by location, so confirm details with the provider.
1. Search for Early Head Start near you
Early Head Start is the federal program to check first for services for pregnant women and children younger than 3. It offers child development and family support services. A listing in the federal locator is a starting point, not confirmation that a local program has an opening.
- Open the Head Start Center Locator and enter your city, state, or ZIP code.
- Use the available radius and center-type filters to narrow results. Check that a listing is for Early Head Start: programs labeled Head Start may serve preschool-aged children rather than infants and toddlers.
- Use the contact information in a relevant listing to ask the local program how to apply. The federal How to Apply guidance says local programs help families identify required forms and documents. If there is no space, ask whether you can join a waitlist.
Questions to ask the local program
- Do you serve children my child’s age, and which local program option is available?
- Is the service center-based, home-based, or another format?
- What eligibility documents and application steps do you require?
- Are there openings now? If not, how does the waitlist work?
- Can we discuss language access, disability support, transportation, or scheduling needs?
2. Look for library storytimes and parent-child activities
For shorter or drop-in learning activities, search your public library’s official website and branch calendar. Try phrases such as “baby storytime,” “toddler storytime,” “baby and me,” “parent and child,” “early literacy,” and “caregiver workshop.” Searching “parent and me classes near [your place]” or “free baby activities” can also help surface local listings.
Check the specific event listing before you go: activities may be limited to certain branches, offered seasonally, require registration, or be full. The Free Library of Philadelphia calendar is one example of library offerings that can include storytimes, songs, movement, parent workshops, and community pop-ups. It is not a guide to schedules or availability in other cities.

3. Use early intervention for developmental concerns
Early intervention is a route to developmental services for children who may have a delay or disability; it is not a general directory of classes. If you or a clinician has a concern, use the CDC’s state-by-state early intervention contact page and select your state or territory. Ask the program about referral, eligibility, assessment, services, and any costs. States set their own rules, and publicly funded services may be free or reduced cost for eligible children.
4. Understand age and eligibility before applying
Early Head Start serves pregnant women and children under age 3. Traditional Head Start primarily serves preschool-aged children; the federal program describes its broader services as spanning birth to age 5. Because a provider may offer only certain age groups or program options, ask specifically whether it has Early Head Start services for your child’s age.

Federal guidance says families at or below the poverty guidelines may qualify. Children in foster care or experiencing homelessness, and families receiving TANF, SSI, or SNAP, are listed as categorically eligible regardless of income. Some programs may enroll a limited share of families above the guidelines under specified conditions. The local program determines practical enrollment requirements and can explain which documents it needs; contact it rather than relying on a general income estimate.
5. Compare the options that are actually available
These options can support young children in different ways; they are not interchangeable. Federal consumer guidance describes Head Start and Early Head Start as federally funded, free programs with family involvement and links to other services. Confirm your local program’s format and enrollment details directly. Compare possible options on the points that affect your family:
- Age fit: Does the activity serve infants or toddlers, or is it for preschoolers or a mixed-age group?
- Format: Is it an ongoing comprehensive program, home-based support, a parent-child group, or a drop-in storytime?
- Eligibility and cost: Are there income or categorical eligibility rules, fees, or conditions for free participation?
- Location and timing: Which center or library branch hosts it, when does it meet, and is the schedule seasonal?
- Enrollment: Is an application, referral, registration, or paperwork required? Are there open spaces or a waitlist?
- Family support: Can the provider discuss disability inclusion, language access, parent participation, or connections to other services?
6. If the first result is not a fit
Try a wider search radius or nearby ZIP codes, then contact more than one local Early Head Start provider. Ask about waitlists and alternate program options. If you need other child care possibilities, ChildCare.gov’s Head Start overview points families toward other local child care options. A library event may be another way to find a family activity, but it is not the same as an ongoing early childhood program. For developmental services, use the state early intervention route rather than treating it as a class directory.
