If arXiv is down or limiting requests, search for the paper by its exact title or DOI in OpenAlex, then use Unpaywall to locate a free-to-read copy and CORE to check another repository or journal route. Before reading closely or citing a PDF, confirm that its title, authors, DOI, and version match the paper you need. These services can help you find copies, but they cannot guarantee that every paper has a freely available full text.

Find the paper through other scholarly indexes

  1. Search by exact title. In OpenAlex, start with the paper’s exact title. If you have its DOI, search by that identifier; use the author’s name as a cross-check. OpenAlex supports searching and filtering scholarly works and authors, and its API documentation advises using identifiers rather than ambiguous names when possible.
  2. Check the work’s locations. An OpenAlex record can link to several locations, such as a publisher page, an arXiv preprint, or an institutional repository copy. OpenAlex says it tracks roughly 7,000 repository sources and that about 140 million works—roughly 44%—have at least one repository location. Those are service-wide figures from its current repository page, not a promise that a particular paper is indexed or downloadable. See OpenAlex’s repository documentation.
  3. Use the DOI to check Unpaywall. Search the paper’s DOI with Unpaywall or its REST API. Unpaywall identifies whether a free-to-read copy is available and points to its location; it does not host the paper itself.
  4. Search CORE as another route. CORE’s search and API draw on institutional and subject repositories, journals, and other providers. Some records offer hosted full text. Coverage and availability vary.

An arXiv outage only affects access through arXiv; it does not establish that no other record or repository copy exists. Conversely, finding a metadata record does not mean a full-text file is available.

Choose the right route for your next step

Service Useful for What to keep in mind
OpenAlex Broad discovery by title or DOI and finding a work’s repository locations. Its API can be tried without an account or key. A record or listed open-access location does not guarantee a downloadable full text. Check the live API documentation for current budgets and rate limits.
Unpaywall Checking a DOI for a free-to-read copy, including through its browser extension. It points to a copy rather than hosting it; availability varies by paper. See the FAQ and API information.
CORE Searching across repository and journal content; API access and hosted full text are available for some records. Coverage and full-text availability vary. Collection totals published in 2023 are historical, not current counts. See the CORE API page.
Crossref Confirming a DOI and publication metadata when checking bibliographic identity. Crossref is metadata-focused, not a full-text host, though some records may include full-text links.

These services do different jobs: metadata lookup, copy discovery, and full-text hosting are not interchangeable. The available information does not establish that one route always finds a better copy for a particular paper.

Verify the paper and version before relying on a copy

Compare the file or repository record with the work you are looking for: check the title, author list, and DOI. Then look for a version label such as submitted manuscript, accepted manuscript, or published version. A repository record may group several locations for one work, and versions can differ. A repository PDF is not automatically the final formatted article or proof that the specific copy has completed peer review. OpenAlex explains its location and version model in its repository documentation.

If you intend to quote or cite the paper, make sure the version supports the claim and cite the version you actually consulted according to your chosen citation style. A file being readable online does not by itself mean it is freely reusable.

If no free full text turns up

  • Try your institution’s library, which may provide access or help locate a copy. The route and eligibility depend on the institution.
  • Consider contacting the author to ask whether they can share an allowed version. Availability and permissions depend on the paper.
  • Do not treat a metadata record, an abstract, or an external link as proof that the full text is freely available.

What to do when a service rate-limits requests

Use the service’s own interface and follow its published API terms. If a request is temporarily limited, pause or switch to another index rather than trying to bypass the service’s controls. OpenAlex says basic API use is free to start without a key, a free key raises the daily budget tenfold, and heavier use is pay-as-you-go; limits and terms can change, so consult its current API documentation. There is no universal waiting period established for arXiv rate limits: follow arXiv’s own guidance and avoid repeated automated requests while access is restricted.

Why alternate routes can work

Research papers are distributed across publishers, journals, repositories, and databases that do not always exchange data consistently. In a 2023 Scientific Data article, CORE researchers described the interoperability challenge: “Scientific literature is spread across thousands of publishers, repositories, journals, and databases, which often lack common data exchange protocols and other support for inter-operability.” The same article reported that, in January 2023, CORE held 291,151,257 metadata records, including 32,812,252 records with full text. Those are historical collection figures, not current totals or a guarantee that any particular paper is accessible. Read the CORE article.
