When companies are cutting costs, hiring can become harder without stopping everywhere. Focus on current openings that fit your skills and location, tailor each application to the role, and combine applications with direct contact and networking. If you have been laid off or expect a layoff, contact your local public workforce service early to ask what help is available.

What a cautious job market means for your search

National figures can help set expectations, but they cannot tell you whether a particular employer is hiring or what your local prospects look like. In its 2026 report on U.S. household finances, the Federal Reserve said 13% of adults started a new job in 2025, down from 15% in 2022. Applications did not fall over that period, while the share starting a new job did—an indication that changing jobs became harder. Among people who changed jobs, 60% said their new job was better in 2025, compared with a 72% peak in 2022. These are survey findings, not a forecast for any one jobseeker. Federal Reserve report

The Bureau of Labor Statistics reported 7.079 million U.S. job openings and a 3.3% hires rate in August 2026; openings were preliminary, and both measures were described as little changed that month. National totals do not identify which roles or places offer opportunities. Check current postings and local employer information before deciding where to focus. Build a focused search around your constraints

Decide what work is realistic now

Write down the work you can do, the skills you can transfer, your minimum compensation and schedule needs, and the locations or remote arrangements you can accept. If you are considering a new field, identify the skills that map to it and any genuine gap in training or qualifications. This narrows your search without ruling out adjacent roles prematurely.

Compare occupations and locations

Use the BLS Occupational Outlook Handbook and employment and wage information to compare typical duties, outlook, education and training, and wages by state or metropolitan area. Projections are indicators, not promises of vacancies. Recheck live postings and employer career pages because openings and labor-market conditions change. BLS Occupational Outlook Handbook and job-search resources

Make an employer and opening list

Save roles that match your experience and note why each one fits. Add employers doing relevant work, even if they do not have a suitable vacancy posted today. CareerOneStop recommends identifying employers, networking, targeting a resume, applying to openings, and keeping a record of applications and contacts. Its job-search resources can help organize those steps. CareerOneStop job-search guide

Apply with evidence, not volume alone

Tailor your resume to the posting

Use the role’s stated responsibilities and requirements to choose relevant skills and examples. Describe the scope of your work and its results accurately; do not inflate metrics or imply experience you do not have. A targeted application makes it easier for an employer to see the connection between your background and the work.

Contact people as well as submitting applications

Reach out to relevant contacts or employer representatives with a short, specific note: identify the role or kind of work, explain the experience you bring, and ask whether they would be open to a brief conversation. Keep a simple log of whom you contacted, when, and the next follow-up. The U.S. Department of Labor recommends employer research, networking, informational interviews, job banks, and job fairs; CareerOneStop also includes contacting employers and networking contacts in its process. Prepare for interviews—and assess the employer

Prepare concise examples that demonstrate the skills named in the posting, and research the employer and duties. An interview is also your chance to assess whether the work fits your priorities. Compare compensation and benefits, duties, commute or remote expectations, schedule, and training or advancement. If stability matters, look for verifiable information about the role and its funding rather than assuming a company is secure or at risk. The available national indicators cannot predict whether a particular employer will cut costs later.

Explain a cost-related layoff plainly

If asked why you left, keep the explanation factual and brief, then return to the skills you can offer. For example: “My role ended when the company restructured and reduced costs; I’m now looking for a role where I can apply [relevant skill] to [relevant work].” Use that wording only if it accurately describes what happened.

The U.K. National Careers Service advises people affected by redundancy to explain the circumstances, such as restructuring or budget cuts, while emphasizing skills and experience.
