For an Indian small business, the practical sequence is to confirm the GSTIN’s return type and filing frequency, prepare and file the applicable outward-supply statement, reconcile purchase invoices with GSTR-2B, and report the resulting liability and eligible credit in the applicable return. GSTR-2B is a read-only statement: you do not file it. Your business size alone does not determine which returns you must file or when they are due.
Know what each GST form does
| Form | Purpose in the workflow | What to know |
|---|---|---|
| GSTR-1 | Reports outward supplies, including applicable invoice and other supply details. | It is filed by normal and casual registered taxpayers making outward supplies; the GST Portal’s GSTR-1 FAQ lists categories, including composition taxpayers and certain specialized categories, that are not required to file it. |
| GSTR-2B | Summarizes purchase-side information relevant to input tax credit (ITC). | It is an auto-drafted, static, read-only statement. You download and reconcile it; you do not file it. |
| GSTR-3B | Reports tax liability and applicable ITC. | Use the reconciliation to help report the right credit and address matters such as reversals and reverse-charge tax. The correct treatment depends on the applicable law and the transaction facts. |
The GST Portal’s GSTR-1 and GSTR-2B FAQs explain the forms’ roles and filing guidance. This sequence is a practical overview, not a determination of which forms a particular GSTIN must file.
Confirm your return category, frequency and period
Before preparing figures, establish which return obligations apply to your GSTIN and the period you are filing. “Small business” is not a GST return category: registration type and other circumstances matter. The GST Portal’s GSTR-1 FAQ says qualifying taxpayers with preceding-financial-year turnover up to ₹5 crore, and certain eligible newly registered taxpayers expecting turnover up to that amount, may opt for quarterly GSTR-1. The FAQ page does not state a publication year, so confirm the current eligibility rules and the frequency selected for your GSTIN in the portal rather than relying on the threshold alone.
Recommended Free Tools
Monthly filing means preparing and reviewing the relevant return period more often; quarterly filing can reduce that recurring preparation cadence for eligible taxpayers who opt for it. Do not assume that the choice is available to you or that one frequency automatically applies to every GST return. Check the portal for your GSTIN and form.

Prepare and file GSTR-1
- Select the financial year and return period in the GST Portal. Check the due date displayed for that selection. It depends on the form, filing frequency, taxpayer category and period; extensions can also affect it, so a general calendar date is not a substitute for checking the portal.
- Assemble outward-supply records for the period. The GSTR-1 statement can include invoice-level details for specified supplies to registered customers and certain large inter-state supplies to unregistered customers, credit and debit notes, exports, advances and amendments. It also covers nil-rated, exempt and non-GST supplies, HSN/SAC summaries, and certain e-commerce supplies. Which tables apply depends on your transactions.
- Choose a preparation method. You can enter information online, use the GST Portal’s offline tool, or prepare it through an ASP application using a GSP. The portal confirms these routes but does not rank vendors or endorse a particular provider.
- Review the populated records and correct errors. E-invoice details can flow from the Invoice Registration Portal (IRP) into relevant GSTR-1 tables. The portal manual says this update may take about two days and describes downloading the details for review. Treat populated information as a starting point: check it against your own records before filing.
- Generate and check the summary, then file. The portal workflow allows you to add or amend records, generate a summary, review the final summary and file the statement. Resolve discrepancies in the outward-supply details before submitting.
Download GSTR-2B and reconcile purchase invoices
After GSTR-2B for the relevant period is available, download it from the GST Portal as an Excel or JSON file. Compare its entries with your purchase register, books and supplier invoices. The GST Portal’s GSTR-2B FAQ advises taxpayers to reconcile the statement with their own records and books of accounts.
- Match each document. Compare the supplier and invoice details and the amounts shown in your records with the corresponding information in GSTR-2B. Investigate entries that are missing, inconsistent or duplicated instead of treating the portal statement as a substitute for your books.
- Check for duplicate credit. Confirm that the same purchase or credit has not been claimed more than once across records or periods.
- Identify credit that may need reversal. Review whether a statutory reversal applies to the facts; do not assume a mismatch alone decides the treatment.
- Check reverse-charge transactions. Identify reverse-charge liability and account for the tax as required. The portal FAQ specifically calls out paying reverse-charge tax.
- Keep a record of your resolution. Save the reconciliation and supporting documents, noting what you checked and how you handled each difference. These working papers help support the figures reported for the period.
What to do when an invoice is missing or different
A missing or mismatched entry is a signal to investigate, not an automatic answer on ITC eligibility. Compare the invoice with your books and the available GSTR-2B details, then check the supplier documentation and filing information relevant to the transaction. If a supplier filing appears omitted or incorrect, follow up with the supplier and assess the applicable correction process and rules. Keep the evidence and your decision with the period’s reconciliation. Where the result depends on the law or the transaction’s specific facts, ask a qualified tax professional to assess it.

File the applicable return and keep your records
Use the reconciled figures when completing the applicable return, including GSTR-3B where it applies. The GST Portal provides online return filing and steps to download filed returns. Retain a copy of the filed return along with the invoices, books and reconciliation working papers used to prepare it. Filing and credit treatment still depend on the taxpayer’s category, period and applicable rules.
Choose a preparation method that fits your records
| Approach | Useful when | Consider before choosing |
|---|---|---|
| Online portal entry | You have a manageable number of records and want to prepare in the GST Portal. | Consider the time needed to enter and review each record. |
| GST Portal offline tool | You prefer preparing records outside the online entry flow before using the portal. | Check that your data is validated and uploaded correctly, then review the portal summary. |
| ASP application through a GSP | You want software-assisted preparation for your process or record volume. | Assess validation features, access controls, cost and support. The official portal guidance confirms this route but does not recommend a provider. |
For a few invoices, direct entry may be straightforward; for larger volumes, an offline or software-assisted workflow may make preparation easier to manage. In every case, compare the resulting records with your books and review the portal summary rather than relying solely on automation.
