The right AI model is the one that meets your workflow’s quality and risk requirements at an acceptable speed and cost—not the one that tops a public leaderboard. Evaluate candidates on representative examples from the work you actually need to automate, score them against written acceptance criteria, probe failure and misuse modes, and continue testing after deployment.
This guide gives a repeatable process for choosing a model or hosted service. It covers problem definition, test-set design, scoring, head-to-head comparisons, trustworthiness checks, operational economics, documentation, and ongoing monitoring.
What you are evaluating: a model, or a complete AI system?
A base model is only one part of the product your employees or customers will use. The evaluated system may also include a system prompt, retrieval or other data sources, tool calls, business rules, filters, a user interface, and human review. A model can look strong in isolation yet fail when context is truncated, a tool returns unexpected data, or the surrounding workflow requires a strict format.
Start by naming the exact decision you are making: for example, selecting a model for invoice-field extraction, support-ticket routing, contract-clause summaries, or an internal question-answering assistant. Keep the evaluation tied to that decision. There is no evidence-based universal ranking that transfers across all of those tasks.

NIST’s AI Risk Management Framework organizes the work as Govern, Map, Measure, and Manage. Its generative-AI profile applies that lifecycle framing to generative-AI risks in line with an organization’s goals, requirements, risk tolerance, and resources. See the NIST AI Risk Management Framework and the NIST Generative AI Profile.
1. Define the decision and its boundaries
Describe the workflow in operational terms
Write a one-page task specification before running candidates. Record:
- Intended users: employees, customers, analysts, or another defined group.
- Inputs: formats, languages, typical length, expected volume, and whether inputs may contain personal or confidential information.
- Required output: prose, a classification, structured fields, a tool action, or a refusal.
- Success condition: what a competent human considers correct and useful.
- Workflow position: draft-only assistance, recommendation, or an action that changes a record or affects a person.
- Human control: where a person must review, approve, correct, or be able to reverse an action.
Describe the consequences of an incorrect, incomplete, biased, unsafe, or late result. A wrong product-category label may be recoverable; a wrong eligibility decision or an unauthorized disclosure may require a hard stop and manual handling. This context determines which tests are gates and which are optimization metrics.
Set acceptance thresholds before seeing results
Define minimum requirements in advance so a persuasive demo cannot quietly change the standard. Thresholds belong to your business and task; the cited guidance does not provide one score or pass mark that fits every organization.
Use separate gates for non-negotiable failures, such as exposing protected data, inventing a required field, taking an unapproved action, or failing to hand off a high-impact case. Then define graded targets for quality, speed, and cost. A candidate that is inexpensive but fails a safety gate is not a bargain.
Map applicable obligations and owners
Assign an owner for the evaluation, a business subject-matter reviewer, a technical operator, and a risk or privacy reviewer when appropriate. Document which internal policies, contracts, sector rules, and geographic requirements apply. The sources here do not determine the legal basis for any particular data set or jurisdiction; your organization must make that determination before using real records in tests.
2. Build an evaluation set that represents real work
Sample the actual input distribution
Use de-identified production examples where lawful and appropriate, supplemented with carefully written cases when production data is sparse. Include the languages, document layouts, message lengths, product versions, and user behavior the system will encounter. Keep a record of how examples were selected so the set can be rebuilt after a workflow or model change.

OpenAI’s evaluation best practices recommends task-specific evaluations that reflect real-world input distributions, logging examples during development, and using human feedback to calibrate automated scoring. It cautions against relying only on broad academic metrics or informal impressions.
Include normal, difficult, and consequential cases
- Typical cases: the high-frequency work that drives most volume.
- Boundary cases: missing fields, ambiguous wording, unusual formats, mixed languages, long context, and conflicting instructions.
- Adversarial or misuse cases: prompt injection, attempts to override policy, malicious files, and requests outside the system’s authority.
- High-consequence cases: examples where a wrong answer could cause financial, legal, privacy, safety, or reputational harm.
- Abstention cases: inputs for which the correct behavior is to ask for clarification, cite uncertainty, or route to a person.
For every example, store the input, the expected outcome or an acceptable answer description, the applicable policy, and the reason the case matters. Do not force a single “gold” wording when several answers are valid; write criteria that let reviewers recognize equivalent results.
Separate development, holdout, and live-monitoring examples
Use a development portion to improve prompts and system behavior, then keep a holdout portion untouched until a candidate is ready for comparison. After launch, add newly observed failures and representative successes to a controlled monitoring set. This prevents repeated tuning on the same cases from creating an overly optimistic score.
Handle sensitive data deliberately
Decide whether personal, confidential, regulated, or customer-owned data may be used, where it may be processed, how long it may be retained, and who may access logs. Mask or synthesize fields when that preserves the task while reducing exposure. A provider’s marketing statement alone does not answer your organization’s legal or contractual obligations.

3. Turn business requirements into a scoring rubric
A rubric makes quality review reproducible. Define what each score means, provide examples, and train reviewers on a small calibration batch before judging the full set. Keep task quality separate from operational and risk gates so a high average cannot hide a severe failure.
| Dimension | What to check | Typical evidence |
|---|---|---|
| Task correctness | Does the result match the source and the expected business outcome? | Exact-field checks, expert judgment, or a reference answer |
| Completeness | Did it cover all required items without omitting a material condition? | Checklist against required fields or clauses |
| Grounding | Are claims supported by the supplied records or approved knowledge? | Source-span review, citation checks, or retrieval traces |
| Format and actionability | Does the output obey the schema, tone, and routing rules needed by downstream software or staff? | Parser validation and reviewer rating |
| Safety and policy behavior | Does it refuse, redact, escalate, or constrain an unsafe or unauthorized request? | Policy test cases and red-team probes |
| Consistency | Does materially identical input produce acceptably similar results? | Repeated runs and variance review |
| Uncertainty handling | Does it acknowledge missing evidence and request clarification instead of guessing? | Abstention and clarification cases |
Define severity, not just pass or fail. A minor formatting defect, a wrong low-impact label, and an unauthorized disclosure should not receive equal weight. You can report a weighted score for prioritization, but retain counts for each severe error and enforce hard gates independently.
Combine automated checks with human judgment
Automated checks are efficient for schemas, exact matches, required citations, latency, and prohibited content. Human reviewers are needed for nuanced correctness, usefulness, tone, fairness concerns, and whether an explanation is adequate for the user’s decision. Use a small, reviewed sample to check whether an automated grader is rewarding fluent but wrong answers; adjust the rubric or grader when it disagrees with expert judgment.

4. Compare candidates under identical conditions
Control the test setup
Run every candidate on the same relevant examples, with equivalent instructions, context, tools, and output constraints. Record the model identifier and version, prompt and configuration, retrieval data, tool responses, timestamp, and any preprocessing. If one candidate receives a longer context window or a different knowledge base, you are comparing systems, not just models; that can still be the right business comparison, but label it accurately.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Google’s Cloud documentation describes head-to-head comparisons of its models and third-party models on a customer’s data to establish a baseline and identify fit. Anthropic’s model-selection guide likewise recommends use-case-specific benchmark tests with actual prompts and data. These resources support a method, not a universal winner.
Compare the dimensions that affect the decision
| Decision axis | Questions to answer | How to record it |
|---|---|---|
| Task quality | How often does the candidate meet each rubric criterion? | Per-example results, aggregate scores, and severe-error counts |
| Error profile | Which mistakes occur, how severe are they, and does the model recover or escalate? | Error taxonomy with representative examples |
| Capabilities | Does it support the required modality, context size, structured output, tool use, or language? | Capability requirements and observed pass/fail results |
| Latency | Does response time meet the user or batch-processing requirement? | End-to-end measurements under expected load; report the measurement conditions |
| Cost | What is the total cost per task at the expected input, output, retry, and tool-call volume? | Workload model using current provider prices and your infrastructure costs |
| Trustworthiness and controls | Can you provide privacy, security, monitoring, oversight, and safe-failure controls? | Evidence, gaps, owners, and residual-risk decision |
Anthropic explicitly frames model selection around capabilities, speed, and cost. NIST’s measurement guidance adds uncertainty, comparison to performance benchmarks, and formal reporting and documentation. Do not collapse these dimensions into a single number unless decision-makers can still see the gates and trade-offs.
Measure latency and cost as a workload, not a demo
Define the service-level requirement first: interactive response, asynchronous batch completion, or a mixture. Measure the complete path, including retrieval, tool calls, queueing, retries, moderation, and post-processing. Record conditions such as region, concurrency, payload size, and whether the run was a warm or cold request.
Build a cost-per-task estimate from the expected input and output volume, number of retries, tool or retrieval calls, storage, monitoring, and human review. Use current provider documentation for prices at the time of your decision; catalogs and pricing can change. A one-off test cost is not a forecast of monthly spend.
5. Test trustworthiness, misuse, and real-world behavior
Use three complementary evaluation levels
NIST’s ARIA program describes model testing, red-teaming, and field testing. Adapt those levels to your workflow:
- Model and task testing: run the representative set and score normal, edge, and abstention cases.
- Red-teaming: deliberately probe prompt injection, data exfiltration, unsafe instructions, discriminatory outcomes, tool misuse, and attempts to bypass approval rules. Record whether the system refuses or safely escalates.
- Field testing: observe the complete system with controlled users and realistic conditions before broad release, then monitor live behavior and newly emerging failure modes.
A plausible answer on a routine prompt is not evidence that the system is safe in production. Test the boundaries created by your data, tools, permissions, and user interface.

Choose relevant NIST trustworthiness characteristics
NIST lists validity and reliability, safety, security and resilience, accountability and transparency, explainability and interpretability, privacy, and fairness with harmful bias managed as characteristics to consider. The NIST AI RMF FAQs and the AI RMF describe these characteristics; select the checks that match your mapped context and consequences.
| Characteristic | Business evaluation question |
|---|---|
| Validity and reliability | Does it perform the intended task accurately and consistently on the relevant distribution? |
| Safety | Does it avoid or safely handle outputs and actions that could cause harm? |
| Security and resilience | Can attackers manipulate inputs, retrieve protected data, or disrupt service? |
| Accountability and transparency | Can you identify the responsible owner, disclose system limits, and reconstruct what happened? |
| Explainability and interpretability | Does the user receive enough understandable evidence to review or challenge the result? |
| Privacy | Are collection, processing, retention, access, and deletion practices appropriate for the data? |
| Fairness and harmful bias | Do errors or refusals create unjustified differences for relevant groups or contexts? |
A checklist does not prove trustworthiness by itself. Document the evidence, unresolved gaps, mitigations, and who accepts the remaining risk.

6. Make the selection and document the rationale
Use gates before optimization
First eliminate candidates that lack a required capability or fail a non-negotiable safety, privacy, or reliability requirement. Among the survivors, compare quality, latency, cost, and operational fit. If two candidates are close, prefer the one whose failure modes are easier to detect and recover from, provided it still meets the business thresholds.
When using a weighted decision matrix, publish the criteria and weights, show raw measurements, and run a sensitivity check: would a reasonable change in the weights reverse the decision? This exposes whether the outcome depends on an arbitrary preference rather than a robust difference.
Keep an evaluation record
For each candidate, retain:
- Model name, version or snapshot, provider, and access configuration.
- System prompt, templates, decoding or sampling settings, retrieval configuration, tools, and guardrails.
- Evaluation-set composition, holdout policy, data permissions, and reviewer instructions.
- Rubric definitions, automated checks, human-review process, and calibration notes.
- Results by task and error type, including severe failures and uncertainty or abstention behavior.
- Latency and cost measurements with workload and environment conditions.
- Risk findings, mitigations, residual risks, approval owner, and reasons for the final decision.
- Known limitations and the conditions that require human review.
NIST’s AI RMF Core says the measure function uses quantitative, qualitative, or mixed-method tools to analyze, assess, benchmark, and monitor AI risk and related impacts. It also calls for documented performance assessment and uncertainty. Link the record to the exact test artifacts so a later team can reproduce the comparison.

Test before release and during operation
NIST recommends testing before deployment and regularly during operation. OpenAI’s evaluation guidance similarly recommends evaluating early and often and maintaining continuous evaluation because generative outputs vary. Neither source specifies one universal calendar; choose a cadence that matches risk, change rate, and observed volume.

Monitor what users and systems actually experience
- Task-success and severe-error rates by workflow segment.
- Escalation, abstention, correction, and override rates.
- Latency and availability against the agreed service requirement.
- Input and output volume, token or usage consumption, retries, and cost.
- Policy violations, privacy incidents, prompt-injection attempts, and tool-call anomalies.
- Feedback from reviewers and users, with a path to add validated failures to the evaluation set.
Protect monitoring data, restrict access, and retain enough context to investigate without collecting more sensitive content than necessary.
Common evaluation mistakes and how to correct them
Choosing from a leaderboard alone
Public benchmarks can help form a shortlist, and NIST recommends benchmark comparisons within broader measurement. They do not establish performance on your inputs, policies, languages, tools, or consequences. Use them for orientation, then run the representative set.
Using a handful of impressive examples
Cherry-picked demonstrations hide variance and edge failures. Keep a holdout set, report every example or a documented sample, and include failures in the decision record.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsChanging the setup between candidates
If prompts, retrieved documents, output limits, or human assistance differ, the result is not a fair model comparison. Standardize the system, or explicitly evaluate complete solution configurations and disclose the difference.
Optimizing an average while ignoring severe errors
A high mean score can coexist with a small number of unacceptable outcomes. Track severity and enforce hard gates for privacy, safety, authorization, and other high-impact requirements.
Skipping abstention and recovery
Many business tasks contain insufficient or conflicting information. Test whether the system asks a useful clarification, cites uncertainty, or routes to a person instead of fabricating an answer. Measure the recovery path, not just the first response.
Failing to retest after changes
Generative behavior can change when a model, prompt, tool, or data source changes. Keep regression tests and rerun them after material changes; continuous evaluation is part of operating the system, not a one-time procurement step.

A practical evaluation worksheet
Use the following sequence as a working checklist. Expand each item with the evidence and owner needed for your workflow.
- State the task, users, inputs, outputs, human-review points, and consequences of failure.
- Write capability requirements and non-negotiable risk gates.
- Set quality, latency, and cost thresholds before looking at candidate results.
- Assemble representative, edge, high-consequence, misuse, and abstention examples; document data permissions.
- Create a rubric with severity levels and automated checks, then calibrate human reviewers.
- Freeze the test setup and record model versions, prompts, tools, data, and conditions.
- Run every candidate on the same relevant examples; inspect error types, not only aggregate scores.
- Conduct model tests, red-team probes, and controlled field tests appropriate to the risk.
- Compare capability, quality, severe-error behavior, latency, total operating cost, and required controls.
- Document the decision, limitations, residual risks, approval, and rollback or human-handoff plan.
- Deploy monitoring and a process for adding validated failures to the regression suite.
- Repeat the evaluation after material changes and at a cadence suited to the system’s risk and volatility.
The bottom line
Evaluate an AI model as part of the business system that will use it. Define the workflow and failure consequences first, test realistic examples and edge cases under controlled conditions, score quality and risk separately, compare speed and total cost, and document the evidence. Public benchmarks can narrow the field, but only a repeatable, task-specific evaluation—followed by monitoring and retesting—can show whether a candidate is suitable for your use case.
