The right fraud tool is the one that protects your actual agent-mediated journey, not the one with the largest model, score, or marketing statistic. Evaluate each candidate against the permissions your agents receive, the fraud you can suffer, the signals it can use, and the actions your team can take when a result is uncertain.
Run a controlled test on your own traffic. Measure prevented fraud and disputes alongside false declines, conversion, review workload, latency, privacy exposure, and outage behavior. Treat vendor performance figures as claims to verify, not as a head-to-head ranking.
What “AI-agent fraud” means for an online business
Agentic commerce is a programmatic customer journey in which software discovers products, creates or accesses an account, prepares or submits an order, and possibly pays under defined permissions. The agent may be acting for a consumer, an employee, or another software system. Its requests can arrive through an API, a structured tool interface, a browser session, or a payment flow designed for delegated use.
Recommended Free Tools
That flow creates two different risk families. Combining them into one “bot score” produces blind spots.

Abuse directed at the merchant
A hostile actor can automate fake registrations, credential stuffing, account takeover, card testing, use of stolen payment credentials, refund abuse, promotion abuse, or destructive post-purchase actions. The automation may pretend to be a shopping agent, or it may simply use scripts that resemble one. The business must decide whether an automated request is authorized and whether the person or organization behind it is trustworthy.
Fraud against the spending agent or principal
An agent can be genuine and authenticated while a counterparty exploits it. Examples include changing a price between discovery and settlement, supplying more units than requested, charging for an unapproved add-on, manipulating retries, or claiming that a service was delivered when it was not. Identity verification alone will not detect every form of value extraction. A September 2026 arXiv preprint proposes a benchmark covering 20 fraud classes and 1,647 catalogued service operations; it is preliminary work, not an industry-wide prevalence estimate. Use the threat model as a prompt for testing, not as proof that every merchant needs a separate product.
Map the complete agent journey before looking at vendors
Write down every point at which an agent can read information, change state, spend money, or trigger an irreversible action. Record the permission boundary at each point and the human approval, budget, or time limit that applies.
| Journey stage | Questions to document | Possible control objective |
|---|---|---|
| Discovery | Can an agent search products, prices, availability, or policies? Are responses personalized or cached? | Prevent scraping abuse and price or inventory manipulation; preserve an auditable representation of what the agent saw. |
| Account creation and login | Can the agent register, authenticate, recover an account, or change profile details? Is an operator identified? | Stop fake accounts, credential abuse, and unapproved account changes while allowing declared automation. |
| Order preparation | Can the agent build a cart, apply promotions, select shipping, or reserve inventory without paying? | Detect velocity, promotion, inventory, and quantity abuse before an order becomes costly. |
| Payment | Can the agent submit credentials or a delegated token? What amount, seller, currency, and time window are authorized? | Evaluate payment risk against the approved scope and stop replay, tampering, and unauthorized amount changes. |
| Post-purchase | Can it request refunds, change delivery, download goods, open disputes, or call a service repeatedly? | Detect refund abuse, account takeover after purchase, excessive retries, and misuse of digital or service fulfillment. |
| Settlement and payout | Can an agent initiate a payout, change a beneficiary, or settle a service result? | Require stronger verification and review for irreversible movement of funds. |
Classify each capability as read-only, preparatory, or transactional. A read-only shopping assistant needs different controls from an agent that can complete a purchase. Keep a separate record of the principal, the agent identity, the operator (if any), delegated scope, spending limit, expiry, and approval event.
Set evaluation objectives and threat hypotheses
Turn the map into testable questions. A useful evaluation states what a tool must detect, what it may block, and what evidence it must provide after a decision.
- Authorized automation: Can the system recognize an approved agent without treating every automated request as hostile?
- Impersonation: Can it detect a malicious bot presenting an agent-like user agent, token, or API pattern?
- Delegation abuse: Can it verify that the requested seller, amount, currency, product, and time window fit the principal’s authorization?
- Account abuse: Can it identify fake signups, takeover, risky recovery, and suspicious account changes?
- Payment abuse: Can it detect card testing, stolen credentials, unusual payment instruments, and replayed or altered delegated payment data?
- Counterparty exploitation: Can it compare the transaction and fulfillment against the agent’s approved constraints rather than relying on identity alone?
- Post-purchase abuse: Can it monitor refunds, disputes, downloads, delivery changes, and repeated service calls?
- Operational safety: Does an unavailable, delayed, incomplete, or ambiguous result fail safely without silently becoming approval?
Do not assume that a model score answers all of these questions. Some require authorization data, transaction semantics, fulfillment evidence, or a human review process.

Compare coverage across the lifecycle
Ask every vendor to complete the same event matrix using your terminology. “Checkout protection” is not equivalent to coverage of account recovery, delegated authorization, refunds, or post-purchase service use.

| Onboarding | Signup, invitation, identity, email or phone verification, device and network history | Can legitimate business agents be enrolled? What happens when an operator is not a consumer? |
| Authentication and account changes | Login, recovery, password or key changes, privilege changes, new payment methods | Are high-risk changes stepped up, delayed, or reviewed? |
| Order and payment | API and browser events, amount, currency, seller, payment instrument, velocity, device, behavior, network, and identity signals | Can rules evaluate delegated scope and detect replay or amount changes? |
| Refunds and disputes | Refund requests, dispute history, delivery or usage evidence, account relationships | Can the tool flag refund loops or post-purchase takeover? |

| Analyst workflow | Cases, reason codes, evidence, notes, overrides, exports, queues, and service-level timers | Can an analyst reconstruct the decision and safely reverse it? |
Stripe states that Radar evaluates agentic transactions with the same fraud infrastructure used for conventional payments, with existing rules and custom logic available for the agentic flow. That describes a product capability; it does not establish performance for your customer population. Sift describes payment decisions using device, behavior, network, and identity data, configurable workflows, and analyst tooling. Request a field-level data map and a working demonstration using your events.
Evaluate agent identity, delegation, and payment controls
Identify both the agent and the accountable party
Require a stable, authenticated agent identifier where the flow supports one. Record the principal or operator responsible for the action, the permissions granted, and the event that granted them. A user-agent string, IP address, or self-declared label is not sufficient proof of identity.
Ask whether the tool can distinguish an approved automation client from an unknown automation client, and whether it can bind decisions to an account, organization, API key, workload identity, or other verifiable credential. Clarify how key rotation, delegation revocation, and shared service accounts are handled.
Check authorization at the transaction boundary
A delegated payment should carry enough context to evaluate the requested action: approved seller, amount or limit, currency, time window, and any product or service restrictions. Stripe describes Shared Payment Tokens as scoped to a seller, amount, and time window. Test what happens when one of those values changes, when the token is replayed, or when the request arrives after expiry.
For a spending agent, also test semantic mismatches: a cheaper item replaced by a more expensive one, a quantity increase, an added recurring charge, a different delivery destination, or settlement for a service that did not meet the agreed result. A tool that sees only a payment authorization may need additional order and fulfillment data to detect these cases.

Do not confuse message signing with a complete fraud program
Cryptographic signing can help prove that a message came from a known key and was not altered. It does not establish that the operator is legitimate, that the requested purchase is economically sensible, or that the counterparty will fulfill its promise. OWASP’s agent-payment guidance emphasizes linking audit details to the agent and withholding execution while required screening is unresolved. The message-signing Internet-Draft discussed alongside that guidance is a work in progress, not an adopted MCP standard; treat it accordingly.
Inspect the signals and controls behind every score
Ask vendors to list the signals used for each event, their freshness, retention, provenance, and customer visibility. Relevant categories can include:
- Transaction velocity by account, agent, payment instrument, device, network, seller, and destination.
- IP and geolocation consistency, proxy or hosting indicators, and impossible travel patterns where applicable.
- Device or runtime fingerprints, automation characteristics, and changes since the last trusted event.
- Account tenure, prior approvals, disputes, refunds, recovery events, and linked identities.
- Payment-instrument history, token age, authorization results, and reuse across accounts.
- Behavioral sequence, such as unusually fast checkout, repeated retries, or navigation that skips expected controls.
- Delegation and authorization fields: principal, operator, seller, amount, currency, expiry, and scope.
- Order, delivery, usage, or service-settlement evidence needed to detect counterparty exploitation.
NIST SP 800-63A discusses transaction analytics such as velocity, IP and geolocation, device fingerprinting, and account-tenure checks in its identity-proofing context. That context does not make every recommendation a legal requirement for every retailer. Use it as a control reference, then confirm the obligations that apply to your business and jurisdiction.
Determine whether the merchant can inspect raw or normalized signals, add rules, set thresholds, create allow or deny lists, and version policies. Ask how a policy change is tested, approved, rolled back, and attributed to a person or service account.
Build a representative test set
A vendor demo rarely contains the edge cases that determine whether an agentic flow is safe. Build a privacy-reviewed dataset or staged rollout that resembles your own traffic.
- Define labels. Separate confirmed fraud, suspected fraud, legitimate unusual behavior, authorized agent purchases, rejected payments, disputes, refunds, and unresolved cases. Record how each label was established and its time horizon.
- Stratify the population. Include payment channel, geography, customer tenure, product or service type, order value, device or runtime, and agent flow. Preserve enough volume to avoid drawing conclusions from a handful of cases.
- Add agent-specific scenarios. Include a known agent within scope, a known agent outside scope, an impersonating bot, a replayed token, an expired authorization, an amount change, a quantity change, an unapproved recurring charge, and a genuine counterparty that over-delivers or under-delivers relative to the request.
- Establish a baseline. Run the existing rules and workflow first. Record fraud loss, approvals, declines, review volume, latency, disputes, and operating cost before adding the candidate tool.
- Run in shadow mode where possible. Let the candidate score events without changing customer outcomes. Compare its decisions with confirmed outcomes and analyst judgments.
- Test controlled enforcement. Apply the tool to a defined slice or risk band. Keep a control group, document the allocation method, and predefine stop conditions for conversion loss, customer harm, or operational overload.
- Reconcile delayed outcomes. Chargebacks, refunds, fulfillment failures, and account takeovers can appear weeks after an approval. Set a measurement window long enough to capture them.
Measure outcomes, not just model accuracy
Use a scorecard that shows the business trade-off. A lower fraud rate is not an improvement if legitimate customers are rejected or analysts cannot resolve exceptions.

| Metric | What to calculate | Why it matters |
|---|---|---|
| Fraud loss | Confirmed fraud value plus fees, fulfillment cost, and recovery cost, net of recoveries | Shows financial impact rather than a model statistic. |
| Dispute or chargeback rate | Disputes divided by eligible transactions, reported by channel and cohort | Captures downstream payment outcomes. |
| False-decline rate | Legitimate transactions declined or blocked divided by legitimate attempted transactions | Measures lost customers and revenue. |
| Approval and conversion impact | Completed legitimate transactions and revenue versus the documented baseline | Reveals friction that a fraud-only report hides. |
| Review rate and workload | Cases per thousand events, analyst minutes per case, backlog, and escalation rate | Prices the human operating burden. |
| Decision latency | Time from event to score, review, and final action | Important for checkout, inventory, and time-limited authorizations. |
| Coverage and error by segment | Detection, false-decline, and missing-data rates by geography, channel, cohort, and agent flow | Finds uneven outcomes and integration gaps. |
| Failure behavior | Outcome when the provider is unavailable, data is missing, a score is delayed, or a result is ambiguous | Shows whether the system fails safely. |
| Total cost | Subscription or per-event fees, implementation, storage, reviews, disputes, and engineering maintenance | Connects risk reduction to an economic decision. |
Report confidence intervals or minimum sample sizes for important comparisons. Vendor percentages are not directly comparable when the populations, definitions, periods, baselines, or fraud windows differ.
Require explainability, review, and redress
For each decision, ask whether the business can see the contributing signals, rules, reason codes, model or policy version, timestamps, and previous related events. A numerical score by itself is not an explanation and does not prove that an outcome is fair.
Human review
Define which outcomes are approve, decline, hold, or escalate. Give analysts the evidence needed to decide, a way to request additional information, and an override that records the reason and approver. Test queue prioritization, service-level timers, duplicate cases, and what happens when an analyst changes a decision after authorization.
Customer recourse
Document how a legitimate customer or account operator can contest a mistaken decline, blocked account, or delayed fulfillment. The process should identify the case, protect sensitive evidence, provide a realistic response time, and prevent an appeal from becoming an easy bypass for attackers.
NIST SP 800-63A requires covered identity-proofing providers to document procedures and establish redress procedures for issues tied to fraud checks. Applicability depends on the service and context; use the requirement as a governance benchmark rather than assuming it governs every online business.

Evaluate privacy, security, and auditability
Inventory every personal, device, behavioral, network, payment, and agent-identity field sent to the provider. For each field, document the purpose, legal basis where relevant, processing location, retention period, access controls, sharing, deletion process, and whether it is used to train a model. Complete a privacy-risk assessment before deployment and revisit it when data sources or purposes change.

Audit records should be tamper-evident, exportable, time-stamped, and linked to the agent, operator or principal, request, decision, policy version, and eventual outcome. Restrict access to sensitive evidence and test whether exports omit or expose fields unexpectedly.
Plan for key compromise, provider outage, corrupted events, delayed scores, and revoked delegation. A safe failure policy might hold a high-value transaction for review, require a stronger factor, or limit the action to a reversible step. It should never silently treat an incomplete or unavailable screening result as clearance when the control is required.
Interpret vendor statistics carefully
Public product pages can help identify capabilities, but their figures are company-published claims. Ask for definitions, population, period, baseline, denominator, exclusions, and independent validation before using them in a business case.
| Vendor statement | How to use it in evaluation |
|---|---|
| Stripe describes 70 trillion data points used for its AI and reports $1.9 trillion in payments volume processed in 2025 on its Radar page. | These are network and company-reported figures, not evidence that a particular merchant will receive the same coverage or outcome. |
| Stripe reports a 32% average reduction in fraud with Radar. | Request the comparison group, fraud definition, time period, merchant mix, and confidence range. Do not treat it as an expected result. |
| Sift displays 1 trillion annual events and 16,000 risk signals. | Use the figures to ask about scale and signal availability, then verify which signals your integration actually supplies. |
| Sift displays a 99.4% acceptance rate, 80% fewer chargebacks, and a 47% reduction in financial losses. | Request the customer population, baseline, measurement window, exclusions, and independent validation. Acceptance is not the same as legitimate approval. |
No directly comparable, independent head-to-head test establishes which commercial product is best for online businesses handling AI-agent transactions. Procurement should therefore compare evidence from your own controlled evaluation rather than convert marketing numbers into a ranking.
Use a consistent procurement scorecard
Score every candidate against the same evidence requirements. Weight the categories according to your loss exposure and operating model.
| Axis | Evidence to require |
|---|---|
| Coverage | Supported account, payment, agent, refund, dispute, payout, and post-purchase events; API limits; event latency. |
| Agent awareness | Required agent and operator identity, delegation fields, authorized automation handling, seller and spend-scope checks. |
| Signals and controls | Signal catalog, freshness, data access, custom rules, policy versioning, thresholds, and rollback. |
| Outcomes | Fraud loss, false declines, approvals, disputes, review rate, latency, and segment-level results on your traffic. |
| Operations | Case tooling, reason codes, overrides, exports, queues, support response, outage mode, and recovery procedures. |
| Governance | Privacy documentation, retention, security controls, audit trails, change management, bias monitoring, and redress. |
| Commercial fit | Integration work, minimum commitments, per-event or review charges, implementation resources, and total cost. Verify current terms directly. |
Ask for a written answer to every “not supported” or “custom work” item. A capability that exists only on a roadmap should be scored as unavailable for the current decision.
Roll out in stages and keep monitoring
- Instrument first. Ensure account, agent, delegation, payment, fulfillment, refund, and dispute events are complete, consistently keyed, and time-synchronized.
- Start with observation. Run the tool in shadow mode and validate event quality, latency, reason codes, and data handling.
- Enforce narrowly. Begin with a high-confidence rule or risk band where the cost of a false decline is understood. Keep a manual path for legitimate exceptions.
- Review weekly at first. Reconcile fraud outcomes, false declines, conversion, review capacity, segment differences, and provider errors. Expand only when the operating process is stable.
- Retest after change. Re-run representative scenarios after model, policy, payment, API, product, or agent-permission changes.
- Set exit criteria. Define when to pause enforcement, revert a policy, or switch to a safe degraded mode because of rising false declines, unexplained segment gaps, missing data, or unacceptable latency.
NIST emphasizes monitoring the effectiveness of fraud checks, considering data recency, and periodically using independent testing within its defined identity-proofing scope. Apply the same discipline to a merchant program: a launch decision is not a permanent validation.

- Blocking all automation. This rejects legitimate agents and encourages customers to disguise automation. Define authorized automation and verify its scope instead.
- Testing only checkout. Account takeover, promotion abuse, refund fraud, and service misuse can occur before or after payment. Test the full journey.
- Trusting identity alone. A genuine agent or operator can still be authorized for the wrong amount or exploited by a counterparty. Compare the action with delegation and fulfillment constraints.
- Optimizing for a score. A high score is not a business outcome. Measure loss, false declines, conversion, disputes, workload, latency, and cost.
- Accepting vendor averages as forecasts. Require comparable definitions and validate on your own population.
- Ignoring unresolved states. Define explicit behavior for missing, delayed, contradictory, or unavailable results; do not equate uncertainty with approval.
- Leaving analysts without evidence. Require reason codes, event history, policy version, override logging, and customer recourse.
- Collecting data without a retention plan. Minimize fields, document purpose and access, assess privacy risk, and set deletion and export procedures.
A practical decision rule
Select a tool only when it can cover the events that matter to your threat model, consume the identity and delegation data your flow can reliably provide, expose enough evidence for review and redress, fail safely, and demonstrate an acceptable improvement over your baseline on your own traffic. If a candidate reduces confirmed fraud but causes disproportionate false declines, cannot explain decisions, or leaves post-purchase abuse invisible, it is not a complete solution for an agent-mediated business.
