To estimate landed cost, add the purchase price to the costs of moving and clearing the goods to a specified destination, then calculate customs duty and import taxes using that destination’s rules. “Imported from India” is not enough to determine duty or tax: you also need the importing country, a defensible product classification, shipment values and terms, and current local rates.

Trade.gov defines landed cost as the total price of a product once it has arrived at the buyer’s doorstep. In practice, the agreed delivery point matters: an estimate ending at a port will differ from one that includes delivery to a warehouse.

What a landed-cost estimate includes

A useful budgeting identity is:

Estimated landed cost = purchase price + origin charges + international freight + insurance + destination handling and clearance + customs duty + import taxes + inland delivery + other shipment-specific charges.

This is not a customs valuation formula. Customs value is a legal base calculated under the importing country’s rules; it is not necessarily the invoice total plus freight and insurance. Calculate duty and taxes separately on their prescribed bases rather than applying one percentage to the entire landed-cost sum. Trade.gov’s landed-cost guidance explains the broad cost components.

  • Solid design with high weight limit: 50Lbs
  • Smart Tare & Hold Functions: Effortlessly subtract container weight or lock readings for larger boxes.
  • Clear LCD Display: Large, backlit screen makes weights easy to read, even in dim rooms.
  • Multi-measuring units: Kg, lb/oz, oz
  • Commercial and transport costs: the goods, origin handling, freight, insurance, destination port or terminal charges, and inland delivery.
  • Import and clearance costs: customs duty, VAT/GST or other import taxes, brokerage, and any inspection or permit charges that apply.
  • Variable or contingent costs: storage, demurrage, and other charges that depend on delays or shipment circumstances.

Check what each supplier or carrier quote already includes. Adding a charge that is included in the goods price or freight quote would double-count it.

What you need before calculating

Start with the importing customs territory and the exact named delivery point. India identifies the origin context, not where the goods will be imported. Without the destination, product, and transaction details, a destination duty or tax calculation cannot be made.

How to estimate landed cost step by step

  1. Set the scope. Record the destination, delivery point, product details, quantity, origin, currency, shipment mode, and proposed Incoterm. Make sure any offers you compare use the same scope.
  2. Determine the destination tariff classification. Identify the goods by their actual characteristics, not a broad product label. The internationally harmonized HS system shares six-digit subheadings, but countries can extend these into national tariff lines and apply their own interpretations. Classification can affect duty and other regulatory requirements. Use the destination tariff authority’s guidance and ask a qualified customs broker when the classification is uncertain. Trade.gov explains HS codes and classification.
  3. Establish the customs value. Under the WTO Customs Valuation Agreement, transaction value—the price actually paid or payable for goods sold for export—is the primary method, subject to prescribed adjustments. These may include certain commissions, packing, buyer-supplied assists, royalties, and proceeds from resale. How freight, insurance, loading, and handling are treated depends on national implementation. Do not assume a CIF invoice total is always the dutiable value. The WTO Customs Valuation Agreement describes the framework.
  4. Look up current duty and measures. Find the destination’s national tariff line and applicable ordinary rate. Check whether a preferential rate is available and whether the goods genuinely meet its origin and proof-of-origin rules. Also check for trade remedies or product-specific measures. Shipping from India alone does not establish eligibility for a particular rate; the destination customs authority makes the final determination. Trade.gov’s tariffs and fees overview explains why destination-specific lookup is necessary.
  5. Calculate import taxes on the local statutory base. VAT, GST, or another tax may be calculated on a base that combines customs value, duty, and other amounts. The formula varies by jurisdiction, so confirm it with the destination’s tax or customs authority. Do not assume that a tax percentage applies to the same base as customs duty.
  6. Add shipment and clearance charges. Use quotes for origin handling, freight, insurance, destination handling, brokerage, inspection or permits where applicable, and delivery to the named point. Include a reasonable allowance for storage or demurrage only when relevant, and identify it as an estimate.
  7. Allocate responsibility under the contract. Read the complete Incoterm and named place to understand which party arranges or pays for transport, clearance, duties, and applicable taxes. Incoterms allocate tasks, costs, and risks between buyer and seller; they do not set customs rates.
  8. State assumptions and uncertainty. Record the classification, customs-value assumptions, rate source and date, currency-conversion basis, Incoterm, and included or excluded charges. Use a low/base/high allowance for variable logistics costs where appropriate, and label the result an estimate.

How Incoterms affect who budgets and pays

Incoterms® 2020 rules allocate delivery responsibilities, costs, and risks between the seller and buyer. They help explain who is expected to arrange or pay for a particular part of the shipment; they do not determine the customs assessment or duty rate. Specify the rule together with a precise place, and distinguish contractual responsibility from the amount customs assesses. The ICC Incoterms® rules provide the official explanation.

DDP

Under Delivered Duty Paid (DDP), the seller delivers goods cleared for import and bears import duty and applicable taxes. Confirm that the seller can actually handle the destination’s import-clearance requirements and that the named place is clear.

Other terms

Under other Incoterms, responsibility for transport, import clearance, duties, and taxes differs. Do not infer the allocation from a price labeled “delivered” or “shipping included”; check the exact term and place in the contract.

Worked example: why the destination’s rules matter

Trade.gov publishes a hypothetical example using a $10,000 invoice value, $1,000 insurance, and $2,500 freight, for a $13,500 CIF amount. Applying an illustrative 5% tariff gives $675 duty. The example then assumes 19% VAT on CIF plus duty, or $2,693.25, and reports a $16,868.25 landed cost. These are example inputs and calculations, not current rates for Indian goods or a quote for any particular destination. The example’s tax base is not universal; use the importing country’s actual valuation and tax rules.

U.S. example: customs value and import fees

For a U.S. import, CBP says duty is generally based on the price paid or payable for the goods and explains that freight and insurance are not included in the customs-value basis it describes. Declared value may require additions for selling commissions, assists, royalties, production costs, packing, and proceeds. CBP cautions that “The CIF price which is the price paid for the goods including freight and insurance is not the value to declare for CBP purposes.” This is a U.S.-specific explanation, not a rule to apply to every destination. See CBP’s customs valuation guidance.

CBP’s guidance dated February 13, 2026, lists a 0.3464% formal-entry Merchandise Processing Fee, subject to a $33.58 minimum and $651.50 maximum, with a $4.03 manual surcharge, and a 0.125% Harbor Maintenance Fee on qualifying commercial cargo shipped through identified ports. These are U.S.-specific figures that may change; confirm the current CBP fee schedule and whether a fee applies to the shipment. See CBP’s duty, tax, and fee guidance.

Compare supplier and freight offers on equal terms

A lower initial quote may exclude destination charges or import taxes. Compare offers using the same destination and delivery point, shipment mode, Incoterm, classification, customs-value assumptions, and tax treatment. Check whether freight, insurance, handling, brokerage, and inland delivery are included, and who bears clearance and delay risks. Ask the supplier or forwarder to identify exclusions rather than treating an unexplained total as landed cost.

Where India fits into the estimate

If India is the exporting country, origin may matter for tariff eligibility and documentation, but it does not identify the destination’s duty rate. If the goods are instead being imported into India, India’s own import rules apply: Trade.gov’s India customs guide says the Indian Customs Act of 1962 governs import and export tariffs and customs valuation, and points to India’s Central Board of Indirect Taxes and Customs for current notices. Check the relevant customs authority for the actual transaction rather than assuming an India-related rate. See Trade.gov’s India customs regulations guide.
