Start with the government that issued the budget record, then identify the jurisdiction, government level, fiscal year, and budget stage you need. Download a spreadsheet or CSV for analysis when available, but keep the official publication for context. Record where each file came from and compare figures only after checking that their periods, units, definitions, and status match.

Find the record that answers your budget question

First decide what you are researching and which kind of budget record can answer it. A proposed budget describes a request or plan; an enacted appropriation reflects an approved budget; a revised estimate may reflect changes during the year; and an execution or outturn report describes what was spent or collected. Historical series can include more than one of these stages, so check the record’s description rather than assuming what a figure represents.

Search the responsible finance ministry, budget office, legislature, or official open-data catalogue. A catalogue is useful for discovery, but when an exact figure or authoritative wording matters, follow the listing to the issuing government’s publication.

  • United States: Data.gov indexes federal and local budget datasets, including Office of Management and Budget (OMB) Public Budget Database listings. The listing for budget authority describes a series from 1976 through the current budget year plus four years of projections; the catalogue reported its last update as March 19, 2024. Receipts and outlays listings describe their own historical data and projections, with separate update timestamps. Check the relevant listing for its current details: Data.gov Public Budget Database.
  • Canada: The Open Government Portal catalogues Department of Finance records and identifies formats and dates. Its Federal Budget 2025 entry was released January 19, 2026 and modified May 8, 2026; catalogue records can have newer dates, so verify the dates on the specific entry you use: Open Government Portal.

These are examples, not a universal directory or a guarantee that every government publishes the same material. Begin with the relevant issuing government, and confirm that a portal’s record covers the jurisdiction and budget stage you need.

Use CSV or Excel for analysis

When a portal offers a machine-readable file such as CSV or Excel, it is usually the practical choice for sorting, filtering, and analysis. Available formats differ by portal and record. Canada’s catalogue includes HTML, XLSX, CSV, and ZIP resources. GovInfo provides PDF, CSV, and XLS downloads for certain sections and tables, while complete budget books are available as PDFs. These are examples of portal offerings, not formats guaranteed for every budget: GovInfo budget resources and downloads.

Keep the official publication too

Download the source PDF or full publication alongside the data file when available. A spreadsheet can be convenient while omitting material needed to interpret it. The Australian 2021–22 budget dataset page says its machine-readable CSVs usually do not capture footnotes and memoranda; it directs readers to the authoritative Budget Papers and Portfolio Budget Statements for context: Australian 2021–22 budget dataset.

These details help distinguish records that share a year or similar title but represent different stages or versions. GovInfo metadata can include publisher, publication date, fiscal year, and agencies; Canada’s catalogue records show publisher, release and modification dates, and format.

Organize original files separately from analysis copies

Keep the downloaded source unchanged, then make clearly labeled copies for cleaning, conversion, or analysis. A folder structure can sort first by jurisdiction, then fiscal year, issuing agency, and budget stage. Use the provenance index to link each working copy to its original file, source URL, and version.

Check comparability before analyzing figures

Before combining, summing, or comparing figures from different files, verify that their scope and definitions align. Check each of these dimensions:

  • Fiscal period: Confirm the start and end dates. In the United States federal system, the fiscal year begins October 1 and ends September 30; this convention is not universal. Confirm the calendar used by the issuing government: GovInfo fiscal-year guidance.
  • Budget status: Distinguish proposed, enacted, revised, projected, and actual figures. A historical series may include projections as well as past values; the OMB catalogue description is one example.
  • Currency and scale: Check the currency and whether values are expressed in units, thousands, millions, or another scale.
  • Accounting basis and classification: Verify how amounts are recorded and what category or level of detail each row represents.
  • Notes and definitions: Read the source publication around an extracted table for definitions, footnotes, and memoranda that a data file may not retain.

If any of these differ or remain unclear, keep the records separate until you can establish a common basis. A matching label or fiscal-year number alone does not make two figures comparable.

Quick Recap

A practical download-and-archive sequence

  1. Define the question: Note the jurisdiction, government level, fiscal year, and whether you need a proposal, approved budget, revision, execution report, or historical series.
  2. Find the issuer’s record: Search the responsible government office or official catalogue. Use catalogue listings to discover records, then follow through to the issuer’s publication when authority or context matters.
  3. Download complementary formats: Save a CSV or spreadsheet for analysis when one is offered, plus the source publication or PDF for notes and context.
  4. Write the provenance note: Capture title, issuer, stage, dates, URL, format, portal identifier, and your download date before moving on.
  5. Archive the original and create a working copy: Store the source file unchanged, make a labeled analysis copy, and place both in a consistent jurisdiction/year/agency/stage structure.
  6. Verify comparability: Check fiscal dates, units, accounting basis, classification, and budget status before calculating or comparing values.
