If a police officer harassed or threatened you, first get to a safe place, then make a dated record of what happened and choose a reporting route that fits the incident. This guide is for readers in the United States; complaint channels, deadlines, confidentiality rules, oversight powers, and recording laws vary by state and locality. If this happened outside the U.S., use the complaint and oversight systems in your country.
“Harassment” and “threat” describe your experience here; they do not by themselves establish that a law was broken. Report concrete actions and words, and let the relevant agency or a qualified local lawyer assess their significance.
What to do first if you feel unsafe
Do not confront or follow the officer, return to the scene, or try to record an encounter if doing so could increase danger. Move to a safer location and contact an appropriate emergency resource if it is safe to do so. If there is later contact or retaliation, preserve a record of that too.
Recording laws depend on state law and circumstances; there is no single nationwide rule established here. Evidence gathering is optional: your safety comes first.

How to document what happened
Write an account as soon as you safely can, while your memory is fresh. Keep it chronological and factual. Separate what you personally saw or heard from what another person told you. Mark uncertain details as uncertain rather than filling gaps with guesses.
- When and where: record the date, approximate time, and location.
- Officer and agency: note the officer’s name or badge number if known, agency identifiers, and any patrol-car details you safely observed.
- What happened: describe the sequence of actions and the connection, if any, to official police activity. Put words in quotation marks only when you genuinely remember them verbatim.
- Witnesses: record names and contact information if available, without pressuring anyone to participate.
- Afterward: note what happened next, including any later contact, injury, property damage, or report you made.
Preserve original evidence
Keep original texts, emails, voicemails, call logs, photographs, video, and relevant paperwork. Where possible, retain an unedited copy and make a separate working copy. Note which device or account holds the original and when copies were made or shared. Preserve records and photographs related to injury or property damage, and do not alter or delete originals.

Keep complaint confirmations, reference or case numbers, names of staff you speak with, and follow-up correspondence. Consider privacy and safety before posting sensitive evidence publicly, especially if a legal matter may be pending.
Where to complain about a police officer
Start with current official instructions for the relevant agency and locality. A police department may accept complaints through internal affairs, professional standards, or an equivalent unit. A city or county may also have civilian oversight, such as a review board, auditor, or inspector general. These bodies vary: some investigate individual complaints, while others review investigations or audit patterns.

When contacting an office, ask whether it accepts this type of complaint, how to submit supporting evidence, how to obtain a receipt or case number, how status updates work, and whether your identity or statements may be disclosed. Do not assume a process is anonymous or confidential; check the specific policy.
A U.S. Department of Justice and National Institute of Justice report on civilian oversight recommends complaint processes that do not discourage, dissuade, burden, threaten, or intimidate complainants. That is a recommendation for process design, not a guarantee that a particular locality follows it or that a complaint will be accepted. Read the report on civilian oversight of law enforcement.

When federal reporting may fit
Federal routes are not a universal replacement for a local complaint. The U.S. Department of Justice explains that a criminal civil-rights case involves specific legal requirements, including deprivation of a federal right, willfulness, and action under color of law. A threatening or unpleasant interaction does not automatically meet that standard.

Possible criminal civil-rights violation
DOJ says a person may report a possible criminal civil-rights violation to the FBI or the U.S. Attorney’s Office for the district. A referral does not guarantee an investigation or prosecution. Specified civil-rights enforcement matters
For reports concerning the Police Misconduct Statute, Title VI, or the OJP Program Statute, DOJ directs people to civilrights.justice.gov. DOJ describes the Police Misconduct Statute as addressing a pattern or practice by state or local law enforcement, rather than every isolated incident. It also lists harassment or racial slurs among examples that may be covered by Title VI or the OJP Program Statute when the relevant discrimination and funding or program conditions apply.
The Civil Rights Division states: “If you would like to report a violation of the Police Misconduct Statute, Title VI, or the OJP Program Statute, contact the Justice Department at civilrights.justice.gov.” The Division says it cannot bring a case based on every report; reports may also provide evidence in existing cases. More detail is available on DOJ’s page about conduct of law enforcement agencies.
Allegations involving a federal officer
DOJ’s guidance points to the federal civil-rights reporting route for applicable allegations involving federal officers, and to criminal reporting routes where a criminal violation is alleged. The relevant federal agency may have its own complaint process as well; verify its current official instructions.

If you fear retaliation or need legal advice
DOJ describes attempts to stop a victim or witness from reporting misconduct as a form of obstruction that it may prosecute when the evidence supports it. Preserve records of any later contact or retaliation. If reporting to the same agency feels unsafe, consider whether a civilian oversight body, FBI, U.S. Attorney’s Office, DOJ channel, or local legal-aid or civil-rights lawyer is appropriate. These options have different authority and none guarantees protection or a particular outcome.
Because local deadlines and procedures differ, check current official instructions promptly and ask a lawyer licensed in the relevant jurisdiction about time limits if you may pursue an individual legal claim.
