Windows 10 can show a custom notice before users sign in through two built-in security policies: one sets the message title and the other sets its text. Configure them in Local Group Policy on a supported edition, or deploy them through device management. This is a pre-sign-in policy notice—not lock-screen wallpaper—and showing a notice alone does not establish legal consent or satisfy a jurisdiction’s requirements.

Check your Windows edition and support status

Microsoft lists these device-scoped policies for Windows 10 version 1709 and later on Pro, Enterprise, Education, and IoT Enterprise. Home is not included in that supported-edition list. You will also need administrative access to configure the policy locally. For centrally managed devices, an administrator can use device management through the Policy CSP.

Windows 10 reached end of support on October 14, 2025, for the editions covered by Microsoft’s general lifecycle information; Windows 10 22H2 was the final version for those editions. LTSC/LTSB releases have separate lifecycle rules, so check the applicable release rather than assuming the general date applies. Microsoft 365 Apps security updates on Windows 10 have a separate stated end date of October 10, 2028; that date does not extend Windows 10’s general support. See Microsoft’s Windows 10 release information, Windows lifecycle FAQ, and Microsoft 365 Apps and Windows 10 end-of-support guidance.

Set the notice in Local Group Policy

  1. Sign in with an administrator account and open Local Group Policy Editor. Press Windows key + R, enter gpedit.msc, and select OK. If Windows cannot find the editor, your edition may not include it; use an administrator-managed device policy if available.

  2. In the editor, go to Computer Configuration > Windows Settings > Security Settings > Local Policies > Security Options.

  3. Open Interactive logon: Message title for users attempting to log on. Select Define this policy setting, enter the title, then select OK.

  4. Open Interactive logon: Message text for users attempting to log on. Select Define this policy setting, enter the notice text, then select OK.

  5. Lock or sign out of the device to check how the notice appears before sign-in. A restart is not required for saved or distributed changes, according to Microsoft’s title-policy documentation.

The title policy supplies the notice window’s title bar; the text policy supplies its message body. Microsoft documents both policies and their location in its references for the message title and the message text.

Deploy through device management

For managed devices, administrators can configure the corresponding device policies through Microsoft’s LocalPoliciesSecurityOptions Policy CSP. It maps these settings to the same Group Policy location and lists Windows 10 version 1709 and later, with Pro, Enterprise, Education, and IoT Enterprise editions.

Account for a specific deployment consequence before enabling the setting: Microsoft says it prevents Windows Autopilot pre-provisioning from working. If the organization uses Autopilot pre-provisioning, have the device-management administrator evaluate the policy’s impact on that workflow.

Choose the wording carefully

Do not treat sample wording as legally sufficient boilerplate. Microsoft says, “Any warning that you display in the title or text should be approved by representatives from your organization’s legal and human resources departments.” Have those teams review the exact wording for the organization, intended audience, and applicable jurisdiction. The policy displays a notice; the cited Microsoft documentation does not establish that displaying a particular notice creates legal consent or meets any specific legal requirement.
