A route that displays “page not found” but returns HTTP 200 can confuse page discovery in some dynamic application security testing (DAST) setups. It does not automatically make every scanner miss the route or its vulnerabilities: the outcome depends on how the scanner crawls the application and recognizes missing-page responses. Compare a known-good URL with a deliberately nonexistent one, then check the scanner’s crawl results and file-not-found settings.
What a soft 404 means for a DAST scan
A soft 404 is a response that looks like a missing page—or is empty or nearly empty—but reports HTTP 200 (success). Google Search Central describes the classic case as a page telling the user that it does not exist while returning a 200 status. Possible causes include an empty internal search result, a database connection failure, a missing server-side include, or missing JavaScript. Google’s troubleshooting guidance explains the web-search context; the same mismatch between a page’s meaning and its status is useful to investigate in application testing.
DAST tools commonly crawl an application to discover URLs and capture requests for later checks. If a missing route returns a generic 200 error page, a scanner may interpret it as ordinary content unless its own detection logic identifies it as a not-found response. Conversely, a route that should work may return an error-like page because of an application or rendering failure. The scanner-specific risk is therefore about discovery and response interpretation, not a guarantee that a vulnerability will be missed.
First establish whether the route is missing or malfunctioning
Compare two URLs: one that should exist and one that should not. Record the HTTP status, redirect chain, content type, and a short representative excerpt from each response. If the application relies on JavaScript, also inspect the browser-rendered result. A 200 paired with a “not found” message, empty content, or an error page is a soft-404 signal; it is not by itself proof that the scanner classified the response incorrectly.

- If a removed URL returns 200 with a missing-page message, the application’s response semantics are likely misleading.
- If a known-valid URL returns an error-like or nearly empty page, investigate application errors, missing resources, and client-side rendering.
- If both routes behave as expected in direct requests, investigate whether the scanner actually reached the intended URL and under what session and scope.
Check whether the scanner reached the page
Before changing a soft-404 rule, confirm the URL appears in the scanner’s crawled-path output. A page that was never reached is a crawl or access problem, not necessarily a response-classification problem. Check authentication, target scope and host allowlisting, explicit target paths or sitemap inputs, cache behavior, and crawl-completion diagnostics.
GitLab’s browser-based DAST documentation describes crawl diagnostics and these troubleshooting dimensions. It also documents default limits of 10,000 actions and 24 hours for that analyzer; exceeding a limit can leave coverage incomplete. These are GitLab-specific defaults, so check the documentation for the version in use rather than applying them to other scanners.

Configure file-not-found detection for the actual response
Scanner behavior and settings differ. OpenText’s Fortify WebInspect 25.4.0 file-not-found settings document status-code rules, custom signatures, and auto-detection for servers that return 200 with a missing-file message. Use such settings only when they match the application’s real responses. A broad or inaccurate signature could classify a legitimate page as missing; do not assume another DAST product offers the same controls or works the same way.

These response choices align with Google Search Central’s guidance for removed, moved, and still-existing content. For an application, the key is that status, redirect, and displayed result agree with the route’s actual state.

Re-run the scan safely and verify coverage
- Use an isolated test environment. Active scanners can click controls and submit forms. GitLab warns, “Do not run DAST scans against a production server,” because scans can modify data or trigger bugs. See its browser-based analyzer guidance.
- Confirm access and scope. Ensure the scan has the authentication needed to reach protected pages and that the intended host and paths are in scope.
- Run the scan again and inspect the discovered URL list. Check that the formerly problematic route appears and that the scan completed rather than stopping at a crawl limit.
- Review the report in context. A completed report covers only the authenticated, in-scope application surface the tool actually reached. OWASP’s Dynamic Application Security Testing guidance notes that DAST may miss code paths it does not reach; authenticated or stateful flows may require explicit configuration.
Separate response confusion from incomplete coverage
Use the evidence to distinguish three different problems: a missing route that returns a misleading 200, a valid route whose content fails to render, and a route the scanner never crawled because of authentication, scope, or crawl limits. Fix the application response for the first two cases as appropriate, and correct scanner access or configuration for the third. Then verify both the route behavior and the scanner’s discovered-path output; a clean report alone does not establish that every relevant page was tested.
