These errors may point to a Windows driver-database problem, but they do not prove that the DRIVERS registry hive is corrupt or that it caused Intel UHD Graphics 730 Code 28. Code 28 means the device’s driver is not installed. First capture the exact errors and identify the PC and graphics device; then use supported diagnostics and back up before attempting driver-store or registry changes.
What do these errors establish?
They are separate symptoms, not a confirmed single diagnosis. A corrupted driver database is one possibility to investigate, especially if a PnPUtil command such as pnputil /enum-drivers fails with a configuration-registry-database error.
- PnPUtil error 1009 and
0x800703F1: One Microsoft Q&A case records DISM error 1009 and CBS reporting0x800703f1 [ERROR_BADDB], followed by “The configuration registry database is corrupt.” That is an example of reported output, not a verified diagnosis of your PC. - Possible
DRIVERShive problem: In a separate Microsoft Q&A case, loadingCOMPONENTSsucceeded but loadingC:WindowsSystem32configDRIVERSfailed with a database-corruption message. It illustrates a possible diagnostic pattern; it does not establish that the same hive is damaged on another computer. - Intel UHD Graphics 730 Code 28: Microsoft defines Code 28 as “The drivers for this device are not installed.” The code does not explain why installation failed, prove that the GPU is faulty, or show that a registry-hive problem caused it. The appropriate package depends on the exact device and PC. See Microsoft’s Device Manager error-code guidance and its CM_PROB_FAILED_INSTALL reference.
- Windows Update failure: The update error needs its own investigation. Microsoft recommends finding the specific update error rather than treating generic rollback text as a diagnosis. Windows Update troubleshooting includes general DISM and SFC guidance, but does not say those tools repair a corrupt
DRIVERShive.
The “26200” in the title identifies a build family, not the full installed revision. Microsoft’s September 8, 2026 release notice names builds 26200.9445 and 26100.9445 for KB5124008; that does not identify your revision or connect that update to these errors. See the KB5124008 release information.
What information should you record first?
Before changing drivers or the registry, write down:

- Windows edition, version, and complete OS build (open Settings > System > About).
- PC manufacturer and exact model.
- The graphics device’s hardware ID and compatible IDs, plus its driver provider, version, and date. In Device Manager, open Display adapters, double-click the Intel adapter, and inspect Details > Hardware Ids and Driver.
- The failed update’s KB number and full error details from Settings > Windows Update > Update history.
- The exact command that returned error 1009, its complete output, and whether the error appeared in PnPUtil, DISM, or a log.
These details distinguish a missing or mismatched graphics package from a broader problem that prevents Windows from enumerating or servicing drivers. Microsoft’s installation and upgrade error guidance also recommends collecting the specific error details rather than relying on a generic failure message.
How can you check device and driver status safely?
If PnPUtil commands run successfully, use them to inspect the problem device and available driver matches. Open Terminal or Command Prompt as an administrator. Microsoft documents these commands in its PnPUtil command syntax and device and driver troubleshooting guidance.

- List devices reporting a problem:
pnputil /enum-devices /problem. - Inspect a specific device using its instance path from Device Manager:
pnputil /enum-devices /instanceid <device-instance-path>. To include matching and installed driver information, usepnputil /enum-devices /instanceid <device-instance-path> /drivers. - If enumeration works, create a backup folder and export third-party driver packages before cleanup or replacement:
pnputil /export-driver * C:DriverBackup. Substitute a folder you created and can access.
If enumeration itself returns error 1009 or a database-corruption message, record the full output. That tells you the diagnostic route is blocked; it does not, by itself, prove that the graphics adapter is defective. SetupAPI installation logs can also help identify a driver-installation failure, as described in Microsoft’s troubleshooting guidance.

Microsoft’s general update troubleshooting sequence is to run DISM and then System File Checker. Use it only if the commands run, and note the exact results:

- Open an administrator Command Prompt or Terminal.
- Run
DISM.exe /Online /Cleanup-image /Restorehealthand let it finish. - Then run
sfc /scannow. - Record any error codes or messages before retrying Windows Update.
If DISM or SFC fails with the same database error, do not assume that repeating the commands will repair the hive. The general Microsoft instructions do not establish that these commands restore a corrupt DRIVERS hive.
How should you handle the graphics driver?
Code 28 is a missing-driver status, so identify the exact PC and hardware before installing anything. Check the PC manufacturer’s graphics package first; use an Intel package only if it matches the identified device and operating system. Microsoft’s guidance is to check the hardware manufacturer’s driver for Code 28. The available information does not identify a particular package for your PC or confirm compatibility with its exact Windows 11 revision.

PnPUtil can add a driver package from an INF file, but its /install option does not force a lower-ranked package onto a device. Do not respond to Code 28 by deleting driver packages broadly or forcing a package that does not match the hardware ID.
What if the DRIVERS hive really is damaged?
Pause before registry edits, hive replacement, or broad driver-store cleanup. The relevant Microsoft Q&A discussions describe restoring a hive from a system image or backup made before the corruption, or performing a clean Windows installation from installation media. They are case reports and community guidance, not an official, universal recovery procedure for this Windows 11 configuration.
