Design software to keep routine updates out of the way, give people control over when they receive them, and make it easy to resume work after an interruption. Reserve immediate alerts for genuinely urgent situations; for everything else, provide clear ways to pause, defer, filter, or review it later.

Give users control over interruptions

Make it easy to postpone or suppress nonessential interruptions. WCAG 2.2 Success Criterion 2.2.4 states: “Interruptions can be postponed or suppressed by the user, except interruptions involving an emergency.” This is a Level AAA criterion in WCAG 2.2, a standard for web content; it is not a blanket requirement that every software product disable all notifications.

W3C describes emergencies as sudden, unexpected situations requiring immediate action to preserve health, safety, or property. The definition includes data loss or loss of connection. Routine promotions, engagement prompts, and convenience updates do not become emergencies simply because a product benefits from immediate attention. W3C’s explanation of SC 2.2.4 sets out the criterion and its scope.

Make quiet controls practical

  • Offer a visible way to pause or quiet noncritical notifications, rather than requiring users to search through multiple settings.
  • Let people control categories, channels, or timing where those choices fit the product.
  • Defer routine updates during user-directed work and provide a place to review them afterward.
  • When an alert must interrupt, explain why it needs immediate attention and what action is required.

These controls also support accessibility and user agency. W3C’s cognitive accessibility guidance recommends easy control over reminders and content changes, user choice over interruption types and timing, and simple ways to pause or review information later. It is supplemental guidance, not a separate WCAG conformance requirement. W3C’s pattern for interruptions discusses these design choices.

Control moving and automatically updating content

Notifications are not the only way software can interrupt. Moving banners, scrolling tickers, blinking elements, and live-updating panels can displace a person’s attention or change what they are reading.

WCAG 2.2 Success Criterion 2.2.2 applies to specified cases, not every animation or content change. Automatically moving, blinking, or scrolling content that lasts more than five seconds and appears alongside other content needs a pause, stop, or hide mechanism unless the movement is essential. Automatically updating content shown alongside other content needs a way to pause, stop, hide, or control update frequency, unless essential. W3C’s explanation of SC 2.2.2 describes the conditions and exceptions.

Choose a control that fits the change

  • For motion that competes with reading, provide a clear pause, stop, or hide control.
  • For a live feed or changing status panel, let users pause updates or choose how often they refresh.
  • Avoid automatically replacing or shifting content a user is actively reading when a less disruptive design will work.
  • Do not assume that a control for one type of change satisfies every case; match it to the content and the applicable criterion.

Make notifications relevant and well timed

An interruption’s usefulness depends partly on its relationship to the task at hand. Microsoft Research reports that, in the studied setting, irrelevant instant messages took longer to process and were followed by longer task-resumption times than relevant messages. Findings from another study indicate that notifications arriving during evaluation, planning, and execution were harmful in that task context, while delivery early in the task—before deep engagement—was better.

These results support testing relevance and timing; they do not establish a universally best notification schedule. The studies are older and task-specific, and the available findings do not provide a general numeric effect that can be applied to every product. Microsoft Research’s work on interruption relevance reports the comparative finding for instant messages. The task-phase study describes the context-dependent timing findings.

Evaluate notification strategies in context

When comparing approaches, assess the consequence and urgency of an alert, its relevance to the active task, its timing relative to task phase and user engagement, its modality and intrusiveness, the control users have, and how easily they can return to work. The studies substantiate the importance of relevance and timing, while W3C guidance supports user control and emergency exceptions. Modality and return-to-task burden are useful evaluation dimensions, not a validated scoring system.

  • Test with representative users and realistic tasks; measure interruptions, task completion, and recovery in the product’s actual context.
  • Include people with attention, memory, sensory, and assistive-technology needs. Unexpected changes can be especially disruptive for people with attention or memory impairments and screen-reader users.

Help people recover their place

Some interruptions cannot be avoided. Design the return path so that a person can work out where they were, what changed, and what to do next. Preserve task state where possible, keep the next step visible, and avoid adding distracting elements that compete with the task.

Use clear headings and breadcrumbs to provide orientation, and explain what information a task requires before someone begins. W3C’s cognitive accessibility guidance specifically recommends these kinds of cues to help people refocus after an interruption. The W3C interruptions pattern includes recommendations for helping users regain context.

Use a practical design checklist

  1. Classify the message. Decide whether it truly requires immediate action to protect health, safety, or property, or whether it can wait.
  2. Protect active work. Defer noncritical messages and avoid automatic changes that displace content a person is using.
  3. Give users meaningful controls. Provide easy-to-find options to pause, suppress, filter, or schedule routine updates, plus a way to inspect deferred information.
  4. Match timing and relevance to the task. Consider what the person is doing, but test timing in context instead of assuming one schedule works for all tasks.
  5. Make recovery straightforward. Preserve state and provide orientation cues, clear next steps, headings, or breadcrumbs.
  6. Test with affected users. Include people with varied attention, memory, sensory, and assistive-technology needs, then assess both interruption and successful resumption.
