“Unable to delete” is a symptom, not a diagnosis. First confirm the exact file and location, protect any data you need, and try the low-risk steps below. Then choose a fix based on the specific message: a file in use, access denied, OneDrive sync, a long path, an unusual filename, or possible disk trouble. A force-delete command is not a universal fix—and deleting from a OneDrive folder can also delete the cloud copy.
Before troubleshooting, confirm the file and protect your data
- Check the target. Confirm the complete filename and folder path in the delete prompt or File Explorer. Note whether the file is in OneDrive, on a removable drive, or in a work- or school-managed location.
- Preserve anything important. If you may need the file, verify that another copy exists or make a backup before trying permanent deletion or disk repair.
- Try ordinary steps. Save your work, close File Explorer windows or apps that may be displaying the file, and try deleting it again. If Windows is still using it, restart the computer and retry before moving to advanced remedies.
Windows can block deletion because a program has the file open, your account lacks permission, the path is too long, the name is unusual, or the file system has a problem. Microsoft’s NTFS troubleshooting guidance covers these causes in a Windows Server support context; the appropriate remedy depends on the message and situation.
If the message says the file is open or in use
A common message is “The action can’t be completed because the folder or a file in it is open in another program.” It can mean a process has an open handle to the file, but it does not always prove that a visible app is using it: Microsoft notes that an overlong path can produce a similar message.
- Save and close likely apps. Close the document editor, image or video editor, media player, or other app that last opened the file. Also close preview panes or windows displaying it.
- Retry deletion. Once the app releases its handle, try again. Microsoft states, “You can’t delete a file if the file is being used.” If an open handle is the cause, the process holding it must release the handle.
- If you cannot identify the app, restart Windows. After restarting, try deleting the file before reopening the apps that might use it.
Do not use an unfamiliar process-killing command just because the error mentions another program. Confirm that the file is not important to an active app or system task first.

If Windows says access is denied
Check permissions on the exact file rather than changing permissions across a folder or drive. In File Explorer, right-click the file, select Properties, then open Security. Review the listed account or group and its permissions. Labels and available controls can differ by Windows version and organization policy.
Microsoft’s OneDrive for Business sync guidance identifies missing Read or Write permissions as a possible sync issue; that advice is specific to the business sync scenario and should not be treated as a universal fix for every Windows permission error. Avoid taking ownership or granting Full Control indiscriminately. Those changes can expose or alter access to files that should remain managed by Windows or your organization. If this is a work or school device, ask the administrator to check the file’s permissions.

First distinguish a sync lock from a request to delete the file. Microsoft documents OneDrive error code 0x8007018b for a file that is open or in use by OneDrive. In that case, wait for synchronization to finish or close OneDrive, then retry; see Microsoft’s guidance for error 0x8007018b.

Be clear about the result you want before removing anything. Deleting an item from a synced OneDrive folder can delete it from OneDrive and other synced locations as well as from the computer. If you want to keep the cloud copy but free local space, use OneDrive’s Files On-Demand or selective sync options rather than deleting the item. Microsoft describes these options in its Files On-Demand guidance. Moving a file out of the OneDrive folder can also remove it from OneDrive while leaving a local copy, depending on the workflow; confirm the intended outcome in OneDrive before proceeding.
If the path or filename is unusually long
A deeply nested folder structure or very long filename can exceed what File Explorer can handle. Microsoft Support describes 260 characters as the default Windows/File Explorer path limit in typical use. The same guidance says that enabling Windows long paths does not make File Explorer opt in; applications must support long paths themselves. Microsoft describes support up to 32,767 characters for a long-path-enabled Windows file system, but that is not a universal limit available to every app. See Microsoft’s file-naming and path-length guidance.

- Rename the file or a parent folder to a shorter name, if possible.
- Move the file closer to the drive’s root, such as from several nested folders to a shallower folder, then retry.
- If it is stored in OneDrive or SharePoint and File Explorer cannot rename it, try renaming it through the web interface instead.
If the error says another program has the file open but no app appears to be using it, consider path length before concluding that a hidden app is responsible.
If the filename is invalid or uses a reserved name
Windows has special cases for reserved Win32 names, such as lpt1, and names ending in a space or period. These are uncommon cases and may require specialized path syntax or commands, rather than ordinary File Explorer actions. Microsoft documents the details in its NTFS file and folder troubleshooting article.

Do not copy a command from a forum and run it against a guessed path. Verify every character in the target path, including the drive, folders, filename, and extension, before using a specialized command. If you are not comfortable confirming the target, ask a knowledgeable administrator or technician for help.
If there are signs of file-system trouble
Consider disk repair only if Windows reports disk errors or there is other evidence of file-system corruption—not simply because one file will not delete. Microsoft identifies corruption as one possible cause and recommends CHKDSK in the relevant troubleshooting context. CHKDSK can return a file system to an internally consistent state, but Microsoft says it may or may not recover file data.
Back up important files before repair where possible. If Windows reports disk errors on a drive containing data you cannot replace, avoid repeated repair attempts and seek help before proceeding.

Choose the next step from the evidence
- “File is in use”: close likely apps, wait for a handle to be released, and retry.
- “Access denied”: inspect permissions on the exact file; do not grant broad access as a guess.
- OneDrive error 0x8007018b: let sync finish or close OneDrive, and decide whether you intend to delete the cloud item or only free local space.
- Error mentions another program, but none is using the file: check for an overlong path and shorten or relocate it.
- Reserved or malformed name: use only a documented advanced remedy after verifying the exact path.
- Disk errors or signs of corruption: back up what you can and consider CHKDSK or technical support.
