Start with one focused AI agent. Add other agents only when the work divides into independent tasks that can run in parallel, or when a branch needs a genuinely different toolset, policy, model, output contract, or owner. A team is not automatically faster or better: coordination and token costs can outweigh the benefit, especially for short, sequential, shared-state, or externally bottlenecked work.

Start with the work, not the number of agents

An AI agent is a system configured to pursue a task using instructions and capabilities such as tools. A multi-agent design assigns parts of a workflow to multiple agents, with some mechanism for delegation, routing, or transfer of control. The useful question is not whether a task sounds complicated; it is whether splitting it creates separable work that agents can complete with less interference or better-fit responsibilities.

OpenAI’s practical guide recommends maximizing a single agent’s capabilities first. It notes that multiple agents can separate concepts intuitively but may add complexity and overhead, and that one agent with tools is often sufficient. OpenAI’s practical guide to building AI agents is dated January 15, 2026.

In practice, use one agent as the baseline: give it clear instructions and the tools needed to perform the whole task, then examine where it falls short. If the failure reflects a real boundary—such as independent research streams, different permissions, or distinct output responsibilities—a specialist may help. If the agent simply lacks a needed tool or has unclear instructions, address that first. OpenAI’s agent-definition guide also recommends beginning with one agent and splitting when capabilities or policies materially differ.

When a team is likely to help

The work has independent branches

Parallel agents are useful when a task can be divided into bounded pieces that do not have to wait on each other. Each branch should have a clear assignment and a result the coordinating agent can use. Independent work can run concurrently and can give each agent a focused context, reducing interference between unrelated tasks. The root or coordinating agent still needs to reconcile the results; parallel outputs do not automatically become a coherent answer.

For example, a report that separately requires a policy review, a technical review, and a review of supplied user feedback may be a candidate if each reviewer can work from its own materials and return findings in a defined format. If the policy interpretation must determine what the technical reviewer examines, that dependency weakens the case for parallel execution: do the dependent stages in order, or parallelize only the genuinely independent portion.

Before delegating, describe the branch in terms of its input, task, and return result. “Review these clauses for privacy concerns and list the clauses that need attention” is bounded; “look into privacy” leaves the scope and expected output unclear. A useful return contract also tells the coordinating agent what evidence or caveats matter, so it can compare branch results rather than simply collecting several unstructured responses.

A branch needs a materially different role

Use a specialist when a branch needs a different tool surface, guardrail or approval policy, model, output style, or explicit routing rule. Those differences make the division meaningful: the specialist is not merely another copy of the same agent, but a separately defined capability with a distinct responsibility.

A role should be concrete enough that another agent—or a human reviewing the design—can tell when it should be called and what it is expected to return. “Check this contract for privacy issues and return the clauses that need attention” is a clearer boundary than “help with the contract.” OpenAI’s orchestration guide recommends narrow specialist roles and concrete routing descriptions.

A different role does not automatically require a separate agent. If the same agent can switch tasks safely and reliably with clearer instructions or a tool choice, that may be simpler. Separate the role when the distinction matters operationally—for example, when it needs different permissions, a distinct approval policy, or an output that must be routed to a particular owner. The goal is a useful boundary, not the largest possible roster of specialists.

Separate context reduces interference

Distinct workstreams may need different background information or may be easier to reason about when their context is kept separate. That can be a reason to delegate even when raw execution time is not the main concern. But separate context has a cost: the coordinating agent must pass the right information in and bring useful findings back out. If doing that takes more work than keeping the task together, the split is not helping.

When one agent is the better choice

  • The workflow is short or tightly ordered. If each step depends on the previous step’s result, multiple agents cannot do the dependent work concurrently. Keep the chain in one agent unless a later step has a distinct responsibility that justifies a handoff.
  • The task repeatedly changes shared state. When agents need to write to or revise the same evolving state, coordination and conflict management can reduce the value of delegation. The OpenAI multi-agent guide specifically identifies repeated shared-state writes as a poor fit for subagents.
  • One slow external operation dominates. If the workflow spends most of its time waiting on a single external dependency, adding agents does not remove that bottleneck. OpenAI’s guide cautions that a slow external operation can limit the benefit of subagents.
  • The work is already within one agent’s capabilities. If clearer instructions or an additional tool can address the actual shortcoming, create that improvement before adding another role.
  • There is no clear return contract. If you cannot say what a specialist must produce or how the main agent will use it, the delegation boundary is probably not ready.

These are not absolute prohibitions. They are signals to test carefully: the relevant question is whether the proposed team improves the complete workflow, not whether several agents can be launched.

A practical decision sequence

  1. Describe the end result. State what the user-facing answer or completed task must contain. Identify which parts are required and what would count as an acceptable result.
  2. Map the dependencies. List the work units and note which ones need another unit’s findings first. Only branches that can make progress independently are candidates for parallel execution.
  3. Try the single-agent baseline. Give one agent focused instructions and the tools needed for the task. Look for recurring, identifiable limitations rather than assuming complexity requires a team.
  4. Check for a real boundary. Ask whether a particular branch needs distinct tools, guardrails, model choice, output style, context, or routing. If not, improve the original agent before splitting its job.
  5. Choose who owns the answer. Decide whether a central agent must remain responsible for the final response, or whether a specialist should take over a particular branch’s next response. That choice determines the orchestration pattern.
  6. Compare the complete workflows. Run the same task through the single-agent baseline and the proposed team. Compare end-to-end quality, latency, and cost, including delegation and synthesis. Keep the team only if the measured trade-off serves the task.

This sequence turns “should I use multiple AI agents?” into a testable design decision. There is no universal numeric cutoff for how many subtasks, seconds saved, or tokens spent make a team worthwhile; the break-even point depends on the workflow and should be measured in that workflow.

Apply the sequence to a concrete workflow

Suppose a task asks for a single answer based on several distinct reviews. First identify which reviews can start from the same input independently and which require another review’s conclusions. The independent branches could be assigned in parallel, each with a clear deliverable; dependent analysis should remain ordered. Then decide whether one manager should compare those findings and write the final response. If so, the manager pattern fits the ownership requirement even if several specialists work concurrently.

By contrast, a task that changes one shared draft after each sequential decision may not gain much from multiple agents. They may need to wait for the latest state, reconcile edits, and pass context back and forth. If the core work is waiting for one slow external operation, additional agents may also leave the dominant delay untouched. These examples are not fixed rules: they show why dependency, state, and bottlenecks matter more than task size alone.

Choose the pattern by who owns the response

Pattern Who owns the final response? Best fit Design consideration
Single agent with tools The single agent. One agent can handle the task with clear instructions and its available capabilities. Use it as the baseline; fix a missing tool or unclear instruction before creating extra roles.
Manager with agents-as-tools The manager agent. A stable outer workflow should call bounded specialists and synthesize their results into one user-facing reply. Define what each specialist does and what the manager expects back. The manager remains accountable for synthesis.
Handoff The specialist that receives control owns the next response for that branch. A routing or triage agent identifies which specialist should handle a branch, and that specialist should take over. Use narrow specialist jobs and specific routing descriptions so the transfer is purposeful.
Parallel subagents The root or coordinating agent typically combines the outputs. Independent workstreams can run at the same time or benefit from separate focused context. Set bounded assignments and plan how findings will be checked and combined; concurrent results are not automatically consistent.

These patterns answer different questions. “Agents-as-tools” describes specialists that a manager calls while retaining control; a handoff transfers control to a specialist responsible for the next response. Parallel subagents describe how independent work is delegated, not a guarantee that the final answer needs no coordinator. OpenAI documents the manager and handoff distinction in its orchestration and handoffs guide; other agent frameworks may use different names or implementation details.

In practical terms, choose agents-as-tools when the outer agent must remain accountable for the full answer and call specialists for bounded work. Choose a handoff when routing is the main job and the selected specialist should take over the branch’s next response. Parallel delegation can be combined with a manager: concurrency describes how work is done, while manager versus handoff describes who owns control and the response. Keeping those choices separate prevents a common design mistake—choosing a control pattern merely because it sounds more advanced.

How to judge whether the team is worth its overhead

More concurrent work is not itself evidence of a better system. OpenAI’s deployment checklist recommends comparing the proposed design with a simpler baseline, including direct tool calls, on end-to-end quality, latency, and cost. For an agent-team decision, keep the task and evaluation consistent so the comparison reveals what the extra coordination actually buys.

Measure the full task, not one agent’s speed

Include the time and cost of assigning work, moving context, waiting for the slowest necessary branch, checking specialist responses, and synthesizing the final result. If a team makes one subtask faster but the overall answer slower or more expensive, it has not improved the workflow on that measure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the same task inputs and completion criteria for both versions. The team should be evaluated from the initial request through the final usable response, not from the moment its fastest specialist begins work. Include the work of the manager or root agent: delegation, context transfer, review, and synthesis are part of the system, not free steps outside it.

Evaluate answer quality at the finish line

Check whether the delivered result is correct, complete, consistent across branches, and usable without extra repair. A specialist may produce a strong isolated result while the manager misses a conflict or omits a key finding. Judge the response the user receives, not just the intermediate outputs.

Test representative tasks

Use examples that reflect the actual workload, including cases with dependencies, difficult routing decisions, or incomplete inputs when those occur in production. Compare the same cases under the one-agent and team designs. Record how often the team needs a retry, human correction, or extra coordination; otherwise, the apparent advantage may only reflect unusually clean test cases.

Include operational complexity in the decision

Every additional role needs instructions, a defined scope, suitable tools or permissions, and a way to handle failures or incomplete results. Consider whether the benefit justifies maintaining those boundaries as the workflow changes. OpenAI’s multi-agent guidance cautions that subagents can increase token use and may bring limited benefit for ordered reasoning, repeated shared-state writes, or a workflow dominated by one slow external operation. It gives qualitative trade-offs rather than a general measured break-even threshold.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is therefore no universal number of agents, minimum task duration, or token budget that makes a team worthwhile. A team can be justified by distinct responsibilities or focused context even when speed is not the only goal, but the implementation still needs to serve the workflow. If quality improves but latency or cost rises, decide whether that trade-off is acceptable for the task rather than treating any single measure as decisive.

Implementation notes for OpenAI-based workflows

The decision principles apply broadly, but implementation features are platform-specific. OpenAI’s Responses Multi-agent documentation describes a beta feature and shows enabling it with multi_agent.enabled. Because beta availability and supported models can change, check the current Responses Multi-agent documentation for the present availability and requirements before building around it; the feature is not a universal requirement for multi-agent systems.

For workflows built with the Agents SDK, the relevant design distinction is manager-style agents-as-tools versus handoffs. Choose based on response ownership, then make each specialist’s scope and routing conditions specific. The platform guides explain those patterns, but they do not establish a universal model choice or a cost threshold that applies to every deployment.

Common design mistakes and how to correct them

Splitting because a prompt feels long

A long instruction or broad assignment does not, by itself, prove that work is parallelizable. First separate the task into actual deliverables and dependencies. If the deliverables all rely on one evolving chain of reasoning, a team adds coordination without creating independent progress.

Adding specialists with overlapping jobs

Two agents with nearly identical responsibilities can return redundant or conflicting results. Give each specialist a distinct remit, define the expected output, and make routing reflect the difference. If no useful boundary remains, consolidate the roles.

Assuming parallel findings can be pasted together

Independent branches may use different assumptions or reach conflicting conclusions. The coordinating agent should be assigned responsibility for integrating the findings and resolving discrepancies. If that synthesis is itself the central difficult task, account for it in the benchmark rather than treating it as free.

Using a handoff when the manager should retain control

A handoff is appropriate when the specialist should own the next response for its branch. If the workflow needs one manager to check several findings and produce a single consistent answer, use a manager pattern instead. The distinction is control ownership, not which label sounds more advanced.

Calling a team successful because it runs concurrently

Concurrency can lower waiting time only when branches are independent and the saved time outweighs coordination. Measure the end-to-end result against one agent, including quality and cost; do not infer success from the number of agents or their ability to start at once.

Should I use one AI agent or a team of agents?

Start with one focused agent and give it clear instructions and the tools it needs. Split only when the baseline exposes a real boundary, such as independent workstreams or distinct permissions. If unclear instructions or a missing tool explain the problem, fix those first.

When is a multi-agent system worth the extra complexity?

It is worth testing when parallel work or distinct specialist responsibilities are likely to improve the complete workflow. Compare the same representative tasks using one agent and the proposed team on end-to-end quality, latency, and cost, including context transfer and synthesis. There is no universal numerical break-even point.

What is the difference between agents-as-tools and a handoff?

With agents-as-tools, a manager calls bounded specialists and remains responsible for the final user-facing answer. With a handoff, control moves to a specialist that owns the next response for that branch. Choose based on who should own the response, not on which pattern sounds more sophisticated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When do subagents provide little benefit?

They may add little when reasoning is tightly ordered, agents repeatedly change shared state, or one slow external operation dominates the workflow. In those cases, parallelism cannot remove the dependency or bottleneck, and coordination or token costs may outweigh any gain.

How many agents should I use?

Use only as many distinct roles as the work requires. The cited OpenAI guidance provides qualitative design criteria, not a universal agent-count threshold. Define each role’s scope and return result, then benchmark the whole team against a one-agent baseline.

The Bottom Line

Use one capable, focused agent as your baseline. Add specialists when a branch has a real difference in responsibility or when independent work can run in parallel. Keep the manager or specialist ownership clear, account for coordination and token costs, and benchmark the finished workflow on quality, latency, and cost before deciding the team is better.
