Start with the business function, not the AI vendor’s uptime claim. A useful fallback plan defines which work must continue, what may be delayed or stopped, the observable conditions that trigger a bypass, who has authority to activate it, and how staff will restore service safely. The alternate path may be manual processing, mandatory human review, a non-AI procedure, a genuinely independent service, or a controlled suspension of the affected function.

This approach follows the voluntary guidance in the NIST AI Risk Management Framework Core, the NIST Generative AI Profile (July 26, 2024), and general contingency-planning guidance in NIST SP 800-34 Rev. 1. It does not guarantee uninterrupted service; for a high-risk function, the safest fallback can be to pause it until people can operate it safely.

What an AI fallback plan must accomplish

An AI fallback is an operational workflow for continuing, reducing, or suspending a process when the AI service is down, too slow, outside its validated operating range, or producing harmful or unreliable results. It is not a sentence such as “use human judgment.” People need a written procedure, the information and tools to execute it, clear authority, and a way to record work for later reconciliation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Separate four decisions in the plan:

  • Continue: essential work moves through an alternate path at a defined capacity.
  • Constrain: only lower-risk cases proceed, while exceptions go to specialists.
  • Pause: the affected function stops until a safe operating condition returns.
  • Restore: normal AI use resumes only after recovery checks and any required reconciliation.

The AI RMF is voluntary guidance, not a universal legal requirement or an uptime standard. NIST says the AI RMF 1.0 is being revised, so verify the framework and profile status when maintaining your plan. Adapt federal information-system contingency guidance in SP 800-34 Rev. 1 to your own organization rather than treating it as an AI-specific operating standard.

1. Define the business function and impact

Document the process the AI supports before selecting a replacement. The same model outage can be an inconvenience in one workflow and a safety or legal emergency in another. The AI RMF asks organizations to map business context, impacts, system components, and third-party risks; use that mapping as the first section of your plan.

Record the system boundary

  • AI system name, version or deployment identifier, and environment (production, test, or internal).
  • Process owner and the teams that use or depend on the output.
  • Upstream data sources, authentication, network, storage, retrieval systems, and model or vendor dependencies.
  • Downstream decisions, customer communications, transactions, safety actions, or records affected by the output.
  • Third-party services and contractual or support contacts, including who owns incident response for each dependency.

Classify consequences

Describe what could happen if the system is unavailable, wrong, delayed, or used outside its intended context. Mark outcomes that are safety-critical, legally sensitive, financially material, privacy-sensitive, or otherwise unacceptable. Include the harm from a hurried manual workaround: fatigue, transcription errors, unauthorized access, inconsistent decisions, or loss of an audit trail.

Set continuity priorities

List work in priority order. For each class, state whether it must continue, can run at reduced capacity, may be queued, or must be suspended. Define who makes that classification. Do not insert a generic recovery-time objective or uptime percentage; NIST provides planning methods, not one universal AI target. Set recovery objectives from the volume, harm, staffing, and obligations of this particular process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Set observable activation conditions

“Switch when the AI seems wrong” is not an actionable trigger. Choose conditions that a person or monitoring system can observe and record. The AI RMF calls for documented human oversight, monitoring, and mechanisms to supersede, disengage, or deactivate systems whose performance or outcomes conflict with intended use.

Availability and performance triggers

  • The service is unreachable, authentication fails, or required dependencies are unavailable.
  • Requests repeatedly fail, time out, or return incomplete results.
  • Latency prevents staff from meeting the process’s required response time.

Quality and safety triggers

  • Validated quality checks fall outside the range approved for the task.
  • Outputs conflict with trusted records, with one another, or with required business rules.
  • A reviewer identifies a harmful, discriminatory, privacy-violating, security-sensitive, or otherwise unsafe result.
  • Monitoring detects drift, a change in input distribution, or operation outside the model’s documented knowledge limits.

These are implementation examples, not NIST-prescribed thresholds. Establish thresholds from representative validation and operational data, then document who can change them and why. A single serious harmful result may justify immediate deactivation even if aggregate quality appears acceptable.

Assign activation authority

Name the role that can activate the fallback, the role that can pause the AI immediately, and the person or team that receives escalation. Remove ambiguity during nights, weekends, and holidays. A front-line employee should not need executive approval to stop an output that presents an immediate safety or compliance risk, but the plan should require prompt notification and a recorded reason.

3. Choose and document the alternate workflow

Select the least risky workable path for each priority class. The NIST AI RMF recommends considering viable non-AI alternatives, and the Generative AI Profile explicitly recognizes manual processing as a fallback. A second AI model is not automatically independent or safe: it may share the same data, cloud region, vendor, prompt, security weakness, or failure mode.

Fallback option When it fits Questions to answer
Manual processing The task can be performed by trained staff with available records and tools. What capacity is realistic? How are decisions checked, logged, and queued? What workload or fatigue limits apply?
Human review of every AI output The AI can remain a productivity aid but no output may be used without approval. What evidence must the reviewer verify? Which cases require a specialist or second reviewer?
Simpler non-AI procedure Rules, forms, a known checklist, or an existing system can handle essential cases. Which cases are excluded? Does the simpler method introduce new privacy, access, or error risks?
Redundant service A separate service can perform the task and has been assessed for the same purpose. Does it depend on the same provider, infrastructure, data, credentials, or failure-prone component?
Controlled suspension Continuing would create unacceptable harm or no safe capacity exists. How are users informed, urgent cases redirected, and the function restarted after checks?

Specify inputs, outputs, and limits

Write the alternate procedure as a sequence. Identify the minimum data it needs, where staff retrieve that data, the approved forms or systems, required approvals, output format, retention period, and handoff point. State what the alternate path cannot do. For example, it may process routine cases but route exceptions to a named specialist or defer them until the primary service is restored.

Protect data during the switch

Manual transfer and backup services can create new exposure. Use least-privilege access, approved channels, and the same privacy and retention controls required by the normal process. Do not copy sensitive prompts, records, or identifiers into an unapproved tool merely because the primary AI is unavailable. Include procedures for securing temporary files and destroying them according to policy.

4. Compare viable fallbacks before an incident

When more than one alternate path is possible, assess each on the following dimensions. Record the reasoning rather than choosing the fastest option by default.

Dimension Decision question Evidence to record
Safety and residual risk Does the option avoid the harms that made AI use unacceptable? Error controls, specialist review, known limitations, and accepted residual risk.
Continuity and capacity Which essential functions continue, at what volume and speed? Available staff, queue limits, service hours, and prioritization rules.
Activation and recovery time How quickly can people switch, and later return to normal? Access steps, dependencies, approvals, and reconciliation work.
Human workload and skill Are enough trained people available, including outside normal hours? Roster, training status, handoff coverage, fatigue controls, and escalation.
Dependency independence Could the same incident disable both primary and fallback? Providers, regions, credentials, data stores, networks, and shared components.
Data handling and security Does the switch create new access or privacy risks? Authorized systems, transfer method, logging, retention, and deletion.
Cost and maintainability Can the organization keep the path usable and rehearse it? Staffing, licenses, documentation ownership, exercise schedule, and review effort.

5. Assign operational roles and communication

Put names or unambiguous role titles next to every action. NIST contingency guidance calls for defined contingency roles and responsibilities; the Generative AI Profile also recommends assigning ownership for third-party AI incident-response functions.

  • Detector: identifies the trigger, captures evidence, and opens the incident record.
  • Fallback authority: authorizes bypass, constrains scope, or deactivates the AI.
  • Process operator: performs the alternate workflow and records each case.
  • Quality or safety reviewer: checks high-risk outputs and approves exceptions.
  • Communications lead: informs users, customers, affected parties, and leadership using approved wording.
  • Vendor or dependency coordinator: opens support cases, tracks status, and confirms external changes.
  • Restoration owner: verifies recovery, approves return to service, and coordinates reconciliation.

Include contact methods, backups for each role, escalation timing, and the location of the current runbook. Do not rely on a link inside the unavailable AI system; store an offline or independently accessible copy.

6. Write the incident runbook

The runbook should be executable by someone who did not design the model. Use an ordered checklist and require a record of each decision.

  1. Detect and record: note the time, symptoms, affected workflow, sample outputs or error messages, and the person reporting them.
  2. Classify the condition: distinguish outage, unacceptable latency, quality failure, suspected drift, harmful output, or dependency failure.
  3. Contain: stop new AI requests or restrict them to an approved low-risk class. Preserve relevant logs and evidence without exposing them to unauthorized staff.
  4. Notify the fallback authority: use the escalation path and state whether immediate deactivation is required.
  5. Activate the alternate workflow: open the queue or approved procedure, assign staff, set case priorities, and confirm access to required records.
  6. Communicate: tell affected users what is changing, what delays to expect, which cases need a different channel, and where to report urgent issues.
  7. Operate with controls: apply the documented checks, approvals, capacity limits, and logging requirements. Escalate cases outside the alternate path rather than improvising.
  8. Track status: record volume, backlog, errors, staffing constraints, dependency updates, and decisions at an agreed cadence.
  9. Assess recovery: verify that the original service and its dependencies are functioning and determine whether the initiating problem remains.
  10. Approve return or continued bypass: the restoration owner documents the decision and any restrictions.
  11. Reconcile: compare manually completed work with normal records, remove duplicates, resolve conflicts, and preserve the audit trail.
  12. Close and learn: record causes, near misses, user feedback, workload effects, and required changes to the system or plan.

7. Define restoration and return to AI service

Recovery is more than seeing a green status page. Before resuming AI use, confirm service availability, authentication, dependent data, model version, configuration, monitoring, and the specific failure condition. If a vendor changed the model, endpoint, safety setting, or data path, treat that as a change requiring review rather than silently returning to normal.

Set resumption checks

  • Run approved health and representative quality checks.
  • Verify that outputs are within the validated use case and that known failure symptoms are absent.
  • Confirm human oversight, logging, alerting, and rollback or deactivation controls are working.
  • Decide whether to resume fully, resume only low-risk cases, or keep the fallback active.

Reconcile work completed during bypass

Identify every item handled manually or by a secondary service. Match it to the system of record, resolve duplicate or conflicting decisions, obtain missing approvals, and document corrections. Define who signs off and how long the reconciliation record is retained.

8. Rehearse, monitor, and revise

A fallback that exists only in a document will fail when staff cannot find it, access the required data, or perform the work at the planned capacity. Exercise both unavailability and unreliable-output scenarios. NIST’s Generative AI Profile suggests regularly rehearsing third-party incident-response plans, and the NIST AI RMF Playbook recommends reviewing bypass actions, incident thresholds, and the consequences of bypass or deactivation.

Test in stages

  • Walk-through: have each role explain its first action, authority, contact, and handoff.
  • Access test: verify that the offline runbook, alternate systems, records, credentials, and forms are available.
  • Simulation: inject an outage, latency problem, conflicting output, or harmful result and operate the queue.
  • Capacity test: measure whether staffing, review time, and prioritization can support essential work without unsafe overload.
  • Recovery test: restore the primary service, reconcile sample work, and execute the return-to-service checks.

Record missed triggers, unclear authority, access failures, queue growth, manual error risk, and communication gaps. Assign owners and due dates for corrective actions.

Monitor after deployment

Track performance, user feedback, incidents, overrides, appeals, error patterns, and use outside the approved scope. The AI RMF’s Manage function covers monitoring, appeal and override, decommissioning, incident response, recovery, and change management. Update the fallback when the model, vendor, data, process, staffing, obligations, or risk profile changes—not only after a major outage.

Common planning mistakes and corrections

“A human will check it”

Correction: define who checks, what evidence they verify, what training they need, how many cases they can safely review, and when a second reviewer or specialist is required. A human fallback is not inherently safer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using another AI service without independence analysis

Correction: map shared providers, infrastructure, credentials, data, prompts, and failure modes. Test the alternate service for the exact task and risk level before declaring it redundant.

Choosing a fallback that cannot meet demand

Correction: estimate realistic staffing and throughput, prioritize essential cases, and specify when to constrain or suspend work. Never hide a capacity limit behind an informal queue.

Leaving activation thresholds vague

Correction: use observable availability, latency, quality, drift, conflict, and harm conditions; assign authority and require an incident record.

Restoring AI as soon as the vendor reports recovery

Correction: perform local health, quality, dependency, security, and monitoring checks, then reconcile bypass work before full resumption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failing to update the plan

Correction: trigger review after model or vendor changes, process redesign, incidents, exercises, staffing changes, or new legal and safety obligations. Keep a version history and retire obsolete procedures.

What a finished fallback plan should contain

  • Business function, scope, owner, users, dependencies, and impact classification.
  • Essential, reduced-capacity, deferrable, and prohibited work.
  • Observable activation and deactivation conditions with authority and escalation.
  • Documented alternate workflows, inputs, controls, capacity, and data handling.
  • Named operational roles, backups, contact paths, and communication templates.
  • Incident, logging, queue, and evidence requirements.
  • Recovery priorities, return-to-service checks, and reconciliation steps.
  • Exercise schedule, monitoring measures, change triggers, and improvement ownership.

NIST’s AI RMF Core states: “The AI system to be deployed is demonstrated to be safe, its residual negative risk does not exceed the risk tolerance, and it can fail safely, particularly if made to operate beyond its knowledge limits.” It also states: “Safety metrics reflect system reliability and robustness, real-time monitoring, and response times for AI system failures.” These are quotations from Measure 2.6 of the voluntary framework, not universal legal requirements. Use them to frame decisions, then set controls and thresholds appropriate to your function.
