To make failed sign-in attempts lock out Windows’ built-in Administrator account, configure the separate AllowAdministratorLockout setting in Microsoft’s DeviceLock Policy CSP. The ordinary Account lockout threshold policy does not include that account. Microsoft documents the CSP for specified Windows 11 builds and editions; check device eligibility before planning deployment.
Why the standard lockout threshold is not enough
Windows’ Account lockout threshold policy sets how many failed sign-in attempts trigger a lockout, along with related timing settings. But Microsoft says the built-in Administrator account is excluded from that policy: “The built-in Administrator account, however, whilst a highly privileged account, has a different risk profile and is excluded from this policy.”
Microsoft documents a separate DeviceLock CSP setting, AllowAdministratorLockout, to determine whether the built-in Administrator account is subject to account lockout policy. It is distinct from the CSP’s AccountLockoutPolicy setting, which configures the threshold and timing. See Microsoft’s DeviceLock Policy CSP and Account lockout threshold documentation.

Check Windows support before choosing a deployment
The DeviceLock CSP settings are device-scoped. Microsoft lists support on Windows 11 Pro, Enterprise, Education, and IoT Enterprise for:

Verify each managed device’s Windows edition, version, and build against the CSP requirements. The documented support applies to these DeviceLock settings; it should not be treated as a general statement that all Windows versions or editions support them.
Microsoft’s documentation establishes the CSP setting, but does not provide a complete, setting-specific Intune custom-policy walkthrough for AllowAdministratorLockout. Avoid assuming a particular Intune profile type, portal path, or deployment procedure without verifying that workflow for your environment.

Separate account inclusion from lockout timing
Use the CSP’s two settings to reason about different parts of the configuration:

Microsoft documents a threshold range of 0–999 attempts; a threshold of 0 means the account is never locked out. A lockout duration of 0 means an administrator must explicitly unlock the account. The duration and counter-reset values have dependency constraints when a threshold is configured, so check the CSP documentation when selecting them rather than treating each value as independent.

Choose a threshold with recovery and denial-of-service in mind
Lockout can impede repeated password guessing, but it can also be abused: someone able to reach the account may deliberately cause a lockout and disrupt legitimate access. Microsoft advises weighing that denial-of-service risk against the benefit of slowing brute-force attempts and maintaining a way to unlock affected accounts.
Windows security baselines give 10 invalid sign-in attempts as a possible starting guideline. The cited Account lockout threshold page does not state a year for that figure, and it is not a special recommendation for the built-in Administrator account. Set a threshold and duration that fit your threat model, recovery capacity, and operational needs.

Keep Windows LAPS in its proper role
Windows LAPS complements account-lockout controls; it does not decide whether failed attempts lock out the built-in Administrator account. Intune’s Account protection policies can configure local administrator password requirements, back up a managed password to Active Directory or Microsoft Entra, and schedule password rotation. Intune LAPS manages one administrator account per device; if no account name is specified, it manages the built-in Administrator account.
