Connect cyber threat intelligence with physical security monitoring through a governed workflow: decide what information matters, bring relevant cyber and facility events into a shared review process, and agree in advance who assesses and responds to a possible cross-domain incident. The connection is as much about ownership, handling rules and response procedures as it is about linking systems.

There is no single integration architecture that fits every organization. NIST’s electric-utility example shows how operational technology (OT), IT and physical access control information can contribute to situational awareness; it is an example, not a required product stack. NIST SP 1800-7

What does connecting cyber intelligence and physical monitoring mean?

It means making relevant cyber threat information useful to the people who monitor facilities, access and operational systems—and making relevant physical events available to cyber responders when they may add context. The goal is not to send every alert to every team. It is to help authorized staff assess a threat using the evidence each function can provide, then coordinate an appropriate response.

Cyber threat intelligence is broader than a list of malicious IP addresses or file hashes. NIST SP 800-150 includes indicators of compromise, adversary tactics, techniques and procedures, suggested detection, containment or prevention actions, and incident-analysis findings. The standard defines cyber threat information as information that can help an organization identify, assess, monitor and respond to cyber threats. NIST SP 800-150

Physical monitoring can contribute access-control events and facility or environmental information. Depending on the organization, operational technology and existing defensive monitoring may also be relevant. NIST’s utility example brings OT, IT and physical access control data into situational awareness, including monitoring at substations and corporate offices; it does not require other organizations to use the same design. Build the connection in six steps

1. Set objectives and boundaries

Start with the business functions, facilities, assets and risks the shared process is meant to address. Specify what a useful outcome looks like—for example, giving an incident team enough context to decide whether a reported cyber threat warrants checking activity at a particular facility. Then define which threat sources may be used, who may receive the information, and rules for handling, publication and distribution.

NIST SP 800-150 recommends defining information-sharing goals, sources, scope, rules and ways to use the information. Those decisions help prevent the integration from becoming a broad, poorly governed flow of sensitive data. NIST SP 800-150

2. Inventory information sources

List what is already collected, where it is held, who owns it and how quickly it is available. Potential sources vary by environment; this is an inventory guide, not a required product list.

  • Cyber: threat feeds, incident findings, SIEM alerts and other defensive monitoring.
  • Operational: OT monitoring relevant to the facilities or processes in scope.
  • Physical: access-control events and facility or environmental monitoring.

CISA’s incident and vulnerability response playbook advises monitoring government, trusted-partner, open-source and commercial threat sources, and integrating feeds into SIEM and other defensive capabilities. 3. Define useful correlations

For each intelligence item or alert type, ask what decision it could inform and what additional evidence would make it actionable. Translate intelligence into questions that cyber analysts and physical security staff can investigate together:

  • Which systems, facilities or business functions could be affected?
  • What observed activity would justify a closer review?
  • What independent evidence—such as a relevant access event or facility condition—could help assess the signal?
  • What information is needed to distinguish an incident from an unrelated or benign event?

For example, an organization might define a review when a credible threat concerning a specific facility is accompanied by an access event that its own procedure identifies as unusual. That is an implementation choice, not a universal rule or a correlation requirement prescribed by NIST or CISA. Set thresholds and review logic around local risks, available data and staff capacity.

4. Assign shared roles and response steps

Identify who can assess the cyber context, who can assess physical or facility context, who has authority to take action, and who coordinates the response when both functions are involved. Define how a concern is escalated, how the teams communicate and how decisions are recorded. Restrict access to sensitive records according to organizational rules, and make clear which team owns follow-up tasks.

CISA describes convergence as formal collaboration between previously separate security functions, supported by shared practices and unified policies. 5. Set a log-review cadence and triggers

Specify how often relevant physical access logs are reviewed and which defined indications prompt a focused review outside that routine. Record who performs each review and how findings reach the incident process.

This is a concrete requirement in a particular context, not a blanket rule for every organization: NIST SP 800-171 Rev. 3 addresses safeguarding Controlled Unclassified Information (CUI) in nonfederal systems and calls for monitoring facility access, responding to physical security incidents, and reviewing logs at an organization-defined frequency and when defined indications occur. 6. Exercise and refine the process

Use a cyber-physical exercise to check whether people can recognize a scenario, reach the right contacts, share the information they are permitted to share and coordinate decisions. CISA provides convergence tabletop exercise materials for scenarios in which a cyber threat has physical effects or a physical threat has cyber effects. Choose an integration approach by fit, not by label

An organization can use an integrated platform, connect existing tools, or begin with a cross-team workflow that relies on controlled manual review. These are implementation patterns, not solutions ranked or endorsed by NIST or CISA. Compare them against the same operational needs before choosing:

Integrated platform Coverage of the relevant cyber, OT, access-control and facility sources; context and timeliness; access controls; auditability; retention; reliability; and staff ability to investigate. Does it support the systems actually in scope? Can sensitive records remain appropriately separated? What happens if a source is unavailable?
Integration of existing tools Interoperability with installed systems, the context retained as events move between them, reliability, and the effort needed to maintain the connections. Can analysts see enough source information to assess an event? Are responsibilities clear when data is delayed, missing or inconsistent?
Cross-team review workflow Whether staff can reliably exchange the required information, meet the review cadence and record decisions using approved processes. Who requests and performs a review? How are urgent cases escalated, and how is access to records controlled?

Across all approaches, test data coverage, timeliness, interoperability, access controls, auditability, retention, reliability and staff capacity. Consider safety and operational impact wherever OT is involved. These are practical evaluation criteria drawn from the information-sharing and system concerns in the cited guidance, not a quoted official checklist. Keep the integration governed and operational

Use documented handling and sharing rules for threat information, and give each participating team a defined role in review and response. Keep the process narrow enough that staff can act on the information: broad data collection without clear purpose, permissions or escalation can create exposure and noise rather than useful context. Revisit the sources, triggers and responsibilities when the organization’s systems, risks or procedures change.
