Teams for Education privacy is not controlled by one switch. School administrators need to configure role-based Teams policies, Microsoft 365 diagnostic-data settings, Education Insights collection, external access, and protection for Teams and related collaboration spaces. Set a restrictive student baseline, then grant educators and staff only the capabilities their work requires.

Map the privacy controls before changing them

These settings govern different things and live in different administrative areas. Teams policies control features such as messaging, meetings, channels, and calling. Microsoft 365 diagnostic-data controls govern certain data sent by supported client software. Education Insights collects learning and activity measures. Sensitivity labels can restrict access and sharing for Teams and related Microsoft 365 containers.

Because each area has a different purpose, changing one does not necessarily change the others. For example, restricting Teams chat does not configure diagnostic data or Education Insights collection.

Set a role-based baseline for students, educators, and staff

Start with the Global (Org-wide default) policy and decide what new accounts should be able to do. Microsoft Learn recommends using the Global policy for students so new users begin with student-appropriate restrictions; it describes student policy packages as an alternative where the institution’s plan calls for them. Read Microsoft’s education setup guidance before assigning policies.

Separate users by role and need rather than applying a single permissive configuration to everyone. A practical planning model is:

  • Students: Begin with restrictive messaging, calling, meeting, channel-creation, and external-access permissions appropriate to age, school policy, and instructional use.
  • Educators: Allow the collaboration features needed to teach and communicate with students, while retaining appropriate boundaries on external access and sharing.
  • Other staff: Assign capabilities according to job duties; do not assume every staff member needs educator or administrator permissions.
  • Guests and administrators: Review separately. Guest access and privileged administration can expose different data and functions than ordinary student or staff accounts.

Custom policies or policy packages can provide role-specific exceptions to the global baseline. Microsoft documents assignment to individual users, groups, or batches through the Teams admin center or PowerShell; policy packages group related policies for role-like use cases. Plan assignments and inheritance carefully so an exception does not unintentionally weaken the intended student default. See Microsoft’s policy assignment guidance.

Review student communication and collaboration controls

Microsoft’s education baseline addresses meetings, messaging, channels, calling, external access, and connected client services. The recommended configuration is a starting point, not a universal setting for every school. Review each capability against student safety, educator workflows, local law, and school culture. The education security baseline discusses restrictive student-facing controls, including restricting private calls, private or shared channel creation, and consumer access.

Messaging and calling

Decide who can start private or group conversations and who can place calls. Do not assume that disabling all chat is the safest default: Microsoft notes that this can also prevent educators from having one-to-one or group chats with students. Choose restrictions that address the school’s risks without unintentionally removing a necessary supervised communication path.

Meetings and channels

Check who can schedule meetings, participate, create channels, and invite others into shared channels. For student accounts, limit creation and participation capabilities where the institution’s safety model requires it. Shared channels and invitations can create external collaboration paths, so assess them alongside tenant-level external-access settings.

Consumer and organizational external access

Distinguish access by consumer Microsoft accounts from communication with users in other organizations. Microsoft advises disabling consumer access in its education baseline because consumer accounts may reach tenant users and could create safety risks or distractions. If the school permits external collaboration, document which user groups may use it and for what purpose rather than treating all external access as one setting.

Limit third-party storage and connected services

Review third-party cloud storage integrations and connected client services separately from Teams messaging. Microsoft recommends disabling third-party cloud storage integrations unless the institution needs a particular service, then limiting access to the users who need it. Its stated concern is that students could use these services to circumvent other controls and that the school may have less audit visibility. Identify any approved service, the users who require it, and the oversight process before enabling an integration.

Choose a Microsoft 365 diagnostic-data level

For supported client software, Microsoft documents three diagnostic-data choices: Required, Optional, or Neither. Optional includes Required data. The policy is administered through Office cloud policy, and organizational users signed in with school or work credentials cannot change the level on their devices. Consult the Teams privacy control overview for current policy details.

  • Required: Microsoft describes this data as necessary for security, updates, and expected performance.
  • Optional: Includes Required data and adds information used for product improvement and troubleshooting.
  • Neither: Selects neither diagnostic-data level where that choice is available under the documented controls.

Diagnostic data is not the same as user content. Microsoft says this diagnostic data does not include names, email addresses, or user content such as chat messages and shared files. Required service data for connected experiences is a separate category, and essential services still send required service data. Therefore, selecting Neither should not be described as stopping all data flows to Microsoft.

Review Education Insights collection, data, and retention

Education Insights is a separate collection path from diagnostic data. Microsoft says it can use Teams activity and, optionally, student information system (SIS) data supplied by the institution. The listed activity includes assignment opens, submissions and grades; channel visits and reactions; file actions; notebook editing; meeting attendance; Reading Progress measures; and Reflect check-ins. Microsoft says the channel and file activity categories do not include chat or file contents, and meeting attendance does not include meeting content. Attendance information generally appears a few hours after class meetings and usually within 24 hours, according to Microsoft’s guide accessed 2026-10-07. Administrators should verify current behavior for their tenant and workflows rather than treating that timing as a guarantee.

Microsoft states that Insights data remains until an administrator turns off the Education Analytics toggle or the tenant’s Office subscription ends. Turning off an individual Teams feature does not delete historic Insights data. Treat the collection toggle and feature controls as distinct decisions, and confirm retention requirements with the school’s records and privacy policies.

Microsoft’s guide says Education Insights is deployed in Europe and the United States. It describes European-based users’ data as stored in Europe, Australian- and US-based users’ data in the United States, and users elsewhere in one of Microsoft’s geographic regions. Because residency behavior and documentation can change, check the current data-residency information applicable to the school’s tenant before making a location-specific commitment.

Protect Teams and collaboration spaces with sensitivity labels

Sensitivity labels can apply to Teams, Microsoft 365 Groups, and SharePoint sites. Microsoft’s education information-protection guidance describes container controls for public or private status, external user access, external sharing, access from unmanaged devices, authentication contexts, discovery of private teams, and shared-channel invitations. Use labels to apply protection to the collaboration space itself, not as a substitute for user policies or data-collection decisions. Decide which types of teams need stricter privacy or sharing restrictions, then test how label settings affect legitimate collaboration and invitations before applying them broadly.

Turn the decisions into an implementation and review plan

  1. Inventory roles and use cases. List students, educators, other staff, guests, and administrators, and identify the communication and collaboration capabilities each group needs.
  2. Configure the student baseline. Set the Global (Org-wide default) policy for student-appropriate restrictions, then create custom policies or packages for justified role-based exceptions.
  3. Apply assignments deliberately. Assign policies to the intended users or groups, and check for overlap or exceptions that undermine the baseline.
  4. Review external paths. Check consumer access, organizational external access, shared-channel invitations, and third-party storage integrations.
  5. Set diagnostic-data policy. Choose the supported level through Office cloud policy and explain separately that required service data may still be sent.
  6. Decide on Insights collection. Review the categories collected, any SIS data supplied, retention behavior, and the effect of the Education Analytics toggle.
  7. Protect collaboration containers. Apply sensitivity-label controls for the Teams and related spaces that need restrictions on privacy, access, sharing, or unmanaged devices.
  8. Document and revisit. Record the purpose, scope, owner, and local-policy or legal basis for each decision. Recheck Microsoft’s current documentation and tenant behavior when policies, services, or school requirements change.

Compliance requires a school-level assessment

Microsoft describes Teams and related information-protection features as supporting regulatory compliance, including GDPR and FERPA. That product statement does not determine whether a particular school’s tenant configuration, contracts, data practices, or retention decisions satisfy applicable law. The institution must assess its own jurisdiction, obligations, and use of the service; involve its privacy or legal staff where appropriate.
