There is no universal winner between utility electricity, on-site generation, and battery storage. The credible choice is a site-specific portfolio shaped by location, interconnection schedule, tariff, hourly load, uptime requirement, fuel availability, equipment configuration, emissions rules, water, space, and operating plan. Compare each option on delivered cost and risk, time to energize, outage performance, emissions and local impacts, flexibility, and infrastructure needs.

Use utility service as one design option, not a default assumption; treat on-site generation as several different technologies rather than one category; and model batteries as energy-shifting and power-quality resources rather than automatic primary generation. The method below shows how to produce a defensible comparison before selecting a configuration.

What the comparison must answer

A data-center power decision should answer six questions for the specific site:

  • What will electricity actually cost after energy, demand, delivery, standby, fuel, capital, operations, maintenance, replacement, and financing costs?
  • When can the facility receive usable power, including utility interconnection work, equipment procurement, permitting, construction, and commissioning?
  • How will the design perform during short and extended grid outages, planned maintenance, fuel interruptions, and equipment failures?
  • What emissions, water use, land requirements, noise, air-permit obligations, and community effects accompany each option?
  • Can the system respond to tariffs, demand peaks, renewable production, or grid-service requests without compromising the IT load?
  • What electrical, cooling, fuel-delivery, controls, and physical infrastructure must be built and maintained?

National averages cannot answer these questions. A utility tariff, an interconnection study, a generator bid, a battery warranty, and local permits determine the result.

Understand the three building blocks

Utility supply

Utility power is a service relationship with a particular provider, tariff, voltage level, interconnection queue, and local grid. Evaluate the actual rate schedule rather than a national average. Include energy charges, delivery charges, demand charges, standby provisions where applicable, taxes and riders, minimum bills, power-factor terms, and any charges associated with a dedicated substation or line extension. Verify the capacity that the provider can commit and the date that capacity can be delivered.

Utility emissions depend on the local generation mix and the data year. The U.S. Energy Information Administration provides price, generation, fuel, and provider/state series through its electricity data portal. For emissions, use the applicable U.S. Environmental Protection Agency eGRID region and edition. EPA eGRID integrates EPA information with EIA Forms EIA-860 and EIA-923 and reports rates at several geographic aggregations; state the region and data year whenever you publish a factor. See the EPA eGRID FAQ.

On-site generation

“On-site power” is not one technology. A continuously operated combined heat and power (CHP) plant, an emergency reciprocating generator, a turbine, and another distributed-generation system have different fuel, heat, emissions, maintenance, and operating characteristics. EPA describes distributed generation in commercial and industrial settings and identifies CHP and emergency generators among outage-related uses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

CHP can produce electricity and useful thermal energy continuously and may be designed to operate independently of the grid. It only creates value for recovered heat when the facility has a real, sufficiently steady thermal use. Emergency generators may be sized and permitted for standby operation rather than routine energy production. For either arrangement, verify black-start capability, islanding controls, protection settings, synchronization, fuel logistics, maintenance, and permit limits.

Battery storage

A battery stores energy that must first come from a charging source. Its contribution is defined by power rating, stored-energy capacity, discharge duration, round-trip losses, charging source and timing, dispatch controls, degradation, augmentation or replacement assumptions, and the local tariff or grid service being addressed. A battery can shave peaks, bridge an interruption, shift energy to a different hour, and coordinate with generation or renewable supply. It does not automatically provide long-duration firm power.

The U.S. Department of Energy lists solar energy, land-based wind energy, battery storage, and energy efficiency among the rapidly scalable and cost-competitive ways to meet growing data-center electricity demand, while emphasizing broader portfolios and grid infrastructure. Read the DOE Office of Electricity resource in that portfolio context.

Collect the site facts before comparing technologies

Describe the load in time, not just megawatts

Record the IT load, mechanical load, auxiliary systems, and total facility demand at an interval that captures peaks and operating changes. Include commissioning growth, seasonal conditions, maintenance modes, future halls, and the difference between normal, reduced, and emergency operating states. A single peak number cannot show whether a battery can charge, whether CHP heat will be useful, or how much utility demand cost is avoidable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set the reliability requirement

Define the required uptime and the outage events the design must survive. Specify the acceptable interruption, ride-through time, outage duration, maintenance windows, redundancy arrangement, black-start sequence, islanding behavior, fuel autonomy, and recovery process. State whether the requirement applies to the whole campus, a critical bus, or selected loads. Without this definition, “most reliable” is not a measurable claim.

Document physical and regulatory constraints

  • Available utility voltage, substation capacity, right-of-way, and interconnection point.
  • Land for generators, tanks, switchgear, batteries, cooling equipment, and future expansion.
  • Fuel type, delivery routes, storage limits, price exposure, and backup-fuel rules.
  • Air permits, noise limits, fire-code requirements, hazardous-material controls, and water availability.
  • Electrical protection, controls, communications, cybersecurity, and operations staffing.

A site-level comparison framework

Score every candidate portfolio against the same axes. Record assumptions, source dates, confidence, and who owns each risk.

Axis Questions for the site team
Delivered cost and risk What are the tariff, demand and standby charges, fuel costs, capital and O&M costs, battery replacement costs, financing assumptions, and exposure to price changes?
Time to energize What interconnection work, equipment procurement, permitting, construction, and commissioning schedule is credible?
Reliability What uptime, outage duration, redundancy, black-start, islanding, fuel-resilience, testing, and maintenance plan is required?
Emissions and local impact Which grid region and data year apply? What are on-site emissions, permit limits, water needs, noise effects, and community considerations?
Flexibility Can load, generation, and storage respond to tariffs, peaks, renewable output, or grid requests while preserving the critical load?
Space and infrastructure What land, cooling, fuel delivery, electrical upgrades, fire protection, controls, and site integration are needed?

Step-by-step method for a defensible evaluation

  1. Write the decision boundary. State whether you are selecting power for a new campus, adding capacity to an existing site, or replacing an aging supply. Define the study horizon, expansion phases, geographic boundary, and critical-load boundary.
  2. Build an hourly load model. Use measured data where available and clearly label forecasts. Separate IT, cooling, power distribution losses, lighting, and other loads. Add commissioning, seasonal, and expansion cases.
  3. Obtain provider-specific utility data. Request the applicable tariff, service voltage, available and firm capacity, interconnection milestones, line or substation work, delivery and demand charges, standby terms, power-quality requirements, and curtailment or interruption provisions. Confirm all effective dates.
  4. Screen on-site technologies separately. For each generator or CHP design, document output, ramping, heat recovery, fuel, black-start, islanding, maintenance, emissions permits, water, noise, space, and operating limits. Do not combine different technologies into one “on-site” price.
  5. Define battery duty cycles. Specify rated power, usable energy, target discharge duration, minimum state of charge, charging source, recharge time, dispatch priority, round-trip efficiency, degradation, augmentation, replacement, fire protection, and warranty assumptions.
  6. Normalize the cost stack. Put utility, generation, and storage costs on a common basis and study period. Include capital recovery, fixed and variable O&M, fuel, electricity purchased for charging, losses, replacements, interconnection, permitting, insurance, staffing, and decommissioning assumptions. Show both expected cost and downside cases.
  7. Test outage scenarios. Model utility loss, generator failure, battery unavailability, fuel-delivery delay, controls failure, planned maintenance, and restoration. Verify which loads are shed, how the system black-starts, and how it returns to grid-parallel operation.
  8. Calculate emissions and local impacts. Apply the relevant EPA eGRID region and edition to utility consumption. For on-site equipment, use the technology, fuel, operating pattern, permit boundary, and dispatch assumptions. Report water, noise, land, and air-permit implications alongside carbon results.
  9. Check the critical path. Align the utility schedule with generator and battery manufacturing, transformer and switchgear lead times, civil work, permits, commissioning, controls integration, and operator training. A lower modeled cost is not useful if power arrives after the building is needed.
  10. Run sensitivities and document a portfolio. Vary load growth, tariff changes, fuel prices, outage duration, battery degradation, replacement timing, emissions factors, and construction delays. Select a combination that meets reliability and schedule requirements with acceptable cost and risk, rather than naming one technology in isolation.

How to evaluate utility power

Tariff and delivered-cost details

Ask the utility for the complete rate schedule and all riders that apply to the proposed service. A low energy rate can be outweighed by demand charges during a short peak, standby charges for customer generation, delivery charges, minimum bills, or the cost of dedicated infrastructure. Model coincident and non-coincident demand definitions exactly as written. Confirm whether charges recur monthly, vary by season or time of day, or change when the facility exports or islands.

Interconnection capacity and schedule

Obtain a written interconnection assessment, not an assumption based on nearby transmission. Identify the substation, feeder, transformer, protection upgrades, studies, deposits, network work, construction responsibility, energization date, and conditions that could move the schedule. Include a contingency for queue changes and equipment lead times.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reliability and local conditions

Review the provider’s outage history and planned-maintenance practices for the actual service area, then test whether the utility service alone meets the defined requirement. Local supply conditions, storms, fuel mix, transmission constraints, and restoration procedures can make two sites with identical tariffs materially different.

Emissions accounting

Use the eGRID region and data year that correspond to the site and study period. Do not apply one national factor to every facility. State whether the boundary includes only purchased electricity or also losses and backup operation, and keep the same boundary when comparing on-site generation.

How to evaluate on-site generation

Separate continuous CHP from standby generation

CHP is attractive when the facility can use both electricity and recovered heat and when the plant can operate safely in parallel with, or independently from, the grid. An emergency generator may provide outage insurance without being economical or permitted for routine energy production. Compare each technology’s intended duty cycle, not just its nameplate capacity.

Reliability engineering

Verify automatic transfer, synchronization, protective relaying, controls, black-start, islanding, load sequencing, and the ability to restart cooling and other mechanical systems. EPA specifically identifies black-start capability as important to maintaining supply during grid outages. Fuel storage should be tested against the defined outage duration and delivery restrictions, with a plan for testing without compromising readiness.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Availability is not a guarantee

EPA states that “CHP systems are available almost 98 percent of the time to provide facilities with continuous electricity and thermal energy (only needing to be taken offline for routine maintenance).” This is a generalized statement about CHP systems, not a warranty for a particular project. Actual outage performance depends on equipment selection, maintenance, fuel, controls, staffing, black-start design, and the rest of the electrical system.

Environmental and community review

Combustion distributed generation can create air pollution, potentially closer to populated areas. Some distributed technologies require water. Evaluate emissions permits, operating-hour limits, stack and dispersion requirements, noise, truck traffic, water availability, cooling, and community acceptance before treating an on-site plant as available capacity.

How to evaluate battery storage

Power and energy are different

Battery power, measured in megawatts, determines how much load can be served at once. Stored energy, measured in megawatt-hours, determines how long it can serve that load. A system sized for a brief bridge cannot cover an overnight outage unless its usable energy and recharge plan support that duration. Account for reserve state of charge, inverter limits, auxiliary consumption, temperature effects, and round-trip losses.

Charging and dispatch

Document when and from what source the battery charges. Charging from the grid during a high-emissions or high-price period can change both cost and emissions results. A dispatch strategy should define peak shaving, outage reserve, renewable shifting, grid services, minimum state of charge, and conflicts between revenue dispatch and reliability protection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Degradation, replacement, and safety

Model capacity fade, power capability, augmentation, replacement timing, warranty limits, thermal management, fire detection and suppression, spacing, and emergency response. A battery’s reliability contribution is the capacity available at the end of the study period, not only its commissioning rating.

Is battery storage enough to power a data center?

Not by itself in the general case. A battery is not a primary energy source, and its ability to sustain a data center depends on a stated duration, a dependable charging source, dispatch controls, reserve requirements, and a design for failures and recharge. It may be sufficient for a defined bridge or short outage, or it may complement utility service and on-site generation, but no conclusion is credible without those parameters.

Cost evidence and how to use it correctly

The EIA report Levelized Costs of New Generation Resources in the Annual Energy Outlook 2025 models new resources entering service in 2030. It reports values in 2024 dollars per megawatt-hour and includes generation technologies and battery storage. Results vary by region and model assumptions. Use the report as a scenario reference through the EIA AEO 2025 cost report, not as a data center’s retail tariff, delivered electricity bill, interconnection quote, or full-site comparison.

A site model should show the following cost layers separately:

Risk items Tariff changes, local supply conditions, outage exposure, and interconnection delays. Fuel price and delivery, permit limits, maintenance, equipment failure, and emissions exposure. Degradation, thermal events, warranty limits, charging availability, and duration shortfall.

Reliability: compare events, not labels

“Utility,” “generator,” and “battery” do not describe reliability by themselves. Evaluate the complete chain from fuel or charging source through switchgear, controls, distribution, cooling, and IT load. A portfolio can combine utility service with CHP, standby generation, and batteries, but each added component introduces interfaces that must be tested.

Short interruption

Check ride-through, automatic transfer, inverter response, and the battery state of charge at the instant of the event. Verify that cooling and power-quality equipment remain within operating limits.

Extended outage

Calculate fuel autonomy, resupply time, generator maintenance intervals, battery duration, recharge capability, load-shed steps, and the sequence for restoring noncritical systems. Include the possibility that roads, fuel suppliers, communications, or utility crews are unavailable.

Planned maintenance or component failure

Model one component out of service, not only a perfect system. Confirm that the remaining equipment meets the critical load, that maintenance can occur without an outage, and that black-start and islanding controls are periodically tested.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Schedule, permitting, and integration can decide the outcome

Map every dependency on one integrated schedule: utility studies and construction, transformers and switchgear, generator or CHP manufacturing, battery delivery, civil foundations, fuel systems, air and fire permits, controls programming, protection testing, commissioning, and operator training. Separate a date that is technically possible from a date supported by written commitments and procurement lead times.

Integrate the power-control philosophy early. Define who controls dispatch, how the system prioritizes reliability over tariff optimization, what happens when communications fail, how islanded operation is detected, and how the facility synchronizes after restoration. Require factory and site acceptance tests for transfer, black-start, load sequencing, alarms, and failover.

Common mistakes and corrections

  • Using a national electricity price: replace it with the provider’s current tariff, effective date, and service configuration.
  • Calling all on-site power “generation”: separate CHP, standby generators, and other distributed technologies by duty cycle and permit.
  • Comparing a battery’s nameplate to a generator’s output: compare usable megawatts, megawatt-hours, duration, recharge, losses, and end-of-life capability.
  • Declaring CHP availability a guarantee: treat EPA’s almost-98-percent statement as generalized guidance and verify the project design.
  • Ignoring black-start and islanding: require tested sequences, protection settings, and controls for grid outages.
  • Applying one emissions factor everywhere: use the applicable eGRID region, edition, and data year and disclose the accounting boundary.
  • Using modeled levelized costs as a bill: use EIA AEO 2025 only as a scenario reference and build a project-specific delivered-cost model.
  • Optimizing energy cost before reliability: establish the critical load, outage cases, and reserve state of charge first.
  • Leaving permits and water until late design: screen air, noise, fire, fuel, water, land, and community constraints before selecting equipment.

Decision rule for the final portfolio

Select the portfolio that meets the defined uptime and energization date while keeping delivered cost and risk within the project’s tolerance. Utility service may be the primary source where interconnection capacity and schedule are credible. On-site generation can add controllable power and, in a suitable CHP application, useful heat, but it brings fuel, maintenance, permitting, water, and local-emissions obligations. Batteries can reduce peaks, bridge interruptions, and shift energy, but their value depends on duration, charging, losses, degradation, and dispatch.

Before committing, obtain provider-specific tariff and interconnection data, current regional emissions factors, vendor bids, a fuel plan, and local permitting review. Without a site, hourly load profile, uptime criterion, technology specification, and regulatory assessment, it is not possible to name the cheapest or most reliable option honestly.
