To find the cheaper flight, compare the same itinerary and add only the baggage, seats, flexibility, and other services you expect to use. The displayed airfare includes mandatory taxes, fees, and carrier surcharges, but optional services can change the total—and fare names do not guarantee the same inclusions across airlines.
Start with the displayed ticket total, then add what you need
For U.S. airfare, the displayed ticket price must include applicable government taxes and fees and mandatory carrier-imposed surcharges. Optional services—such as baggage or advance seat selection—are separate and may be added only with your agreement. The U.S. Department of Transportation’s ticket-buying guidance also says the total must be more prominent than its price breakdown.
Use that displayed total as your starting point, not as a guarantee that every service you want is included. Make a comparison for the same route, dates, number of travelers, and direction of travel. For each fare, add the services you actually plan to use and multiply per-person charges by the number of travelers.
Compare equivalent fare conditions, not fare names
Airlines can create ticket types with different restrictions and amenities. One fare might include checked baggage or assigned seating; another might offer only transportation and be nonrefundable. The DOT notes that airlines are free to create different ticket types, so labels such as “Basic,” “Economy,” or “Standard” are not reliable evidence that two fares include the same things. Read the conditions attached to the specific ticket.

Build a like-for-like comparison using the traveler’s actual needs:
- Checked baggage: Record how many bags are included, the price for each additional bag, and the size and weight limits.
- Carry-on baggage: Check what the fare allows and whether a charge applies. Distinguish a carry-on from a personal item.
- Seat selection: If choosing a seat in advance matters, include its fee. If you are willing to accept an assigned seat, calculate that scenario without the optional charge.
- Other services: Add only services you expect to use, such as onboard meals, Wi-Fi, or pet travel.
- Flexibility: If you may change or cancel, compare the ticket’s applicable fees and consequences, including whether the fare is refundable.
- Personal benefits: Apply a loyalty, card, military, or other benefit only if the traveler and itinerary actually qualify.
- Booking channel: Note whether you are buying from the airline or an agency, and who will handle customer support for ticket issues.
A seat-selection fee is not automatically part of the cost if you do not need to choose a seat in advance. Likewise, do not add a checked-bag fee to a traveler who will not check a bag. If your plans are uncertain, calculate separate scenarios rather than assuming every optional service is required.

Use a simple total-cost worksheet
For each option, write down the displayed ticket total and the cost of the services you intend to use. Keep round trips and one-way flights consistent: compare the full round-trip total with another full round-trip total, or compare one-way prices on the same basis.

The final dollar amount is only part of the comparison. Keep the restrictions beside it: a cheaper fare may be less suitable if you need flexibility or if the baggage allowance does not fit your trip.

Check fee rules for the actual ticket and traveler
Fees can depend on route, fare, baggage dimensions or weight, booking date, and traveler eligibility. Benefits tied to status or a credit card may change the amount for one traveler but not another. The DOT’s April 24, 2024 summary of its ancillary-fee rule describes upfront fee information for checked and carry-on bags and changes or cancellations. It also says fee information may be tailored to details such as rewards membership, military status, or a credit card, or shown anonymously as standard information.
For one carrier-specific illustration—not a general rule—Southwest’s fee table lists, for U.S. mainland travel booked or ticketed, or changed, on or after April 9, 2026, a free carry-on and personal item on Basic, Choice, and Choice Preferred, with a first checked bag at $45 and a second at $55. Choice Extra lists both checked bags as free. The table also describes status, credit-card, and active-duty military exceptions, plus separate overweight and oversized baggage charges. Airlines must provide a clear link to baggage and optional-service fees from their homepage and a link from the itinerary-specific fare-quotation screen, according to the DOT’s ticket-buying guidance. Check those details before paying, particularly baggage size and weight limits: overweight or oversized bags can incur extra charges. A digital luggage scale can help you check a bag’s weight against the limit, but it cannot tell you whether a bag is included or meets size requirements.

Broad comparisons can help identify costs worth checking, but they do not predict the lowest price for every traveler or route. A 2026 NerdWallet comparison of fees at six large U.S. airlines calculated average added costs for seat selection and two checked bags on one-way flights booked 90 days ahead, across selected distance bands, and included bag-prepayment savings where offered. It reported a typical first checked-bag fee of $45 in that publication’s 2026 context. Treat that as a dated editorial summary of its selected comparison, not a universal fee or a substitute for checking your flight.

A 2017 U.S. Government Accountability Office report summarized airline-fee literature and found that customers paying for at least one checked bag paid more in total on average than when checked baggage was included in the airfare. That is a reported average from literature reviewed for the 2017 report, not a prediction for a particular itinerary. The report also described stakeholder concerns that online travel agency disclosures did not always let consumers compare all service fees before purchase.
