There is no single percentage that can tell every household whether New York City or San Francisco will cost more. Compare the same household, housing, neighborhood standard, commute, and time period, then build a monthly budget from actual costs. Official historical metro data shows higher average housing and transportation expenditures in San Francisco than in New York, but those figures are not a current city-to-city budget for an individual renter.
Define what “New York” and “San Francisco” mean
First choose the geography. The New York metropolitan area used in expenditure data covers a broader region than New York City proper; San Francisco metro is also broader than the city. A metro average cannot be treated as a city-only figure. New York City’s True Cost of Living measure is city-focused, but it answers a different question: whether households can meet a defined standard of stability and dignity after accounting for costs and resources.

Before comparing numbers, write down the same assumptions for both places:
Recommended Free Tools
- Number of adults and children, and whether anyone needs childcare.
- Renter or owner, home size and type, and target neighborhoods.
- Parking and car ownership, commute route, and commuting frequency.
- Utilities included in rent, health coverage and likely out-of-pocket costs.
- Income, taxes, savings needs, and benefits or tax credits that apply.
NYC’s measure includes housing, food, health care, child care, transportation, technology, savings, and taxes. Those categories are a useful checklist for a household budget even when your goal is a direct city comparison. See the NYC True Cost of Living measure for its methodology and scope.

What official metro expenditure data says
The New York State Office of the State Comptroller analyzed U.S. Bureau of Labor Statistics Consumer Expenditure Survey data to compare metro-area household spending. Its figures are useful as broad, dated benchmarks—not as estimates of what a particular household will spend today.
| Category | New York metro | San Francisco metro | Period and interpretation |
|---|---|---|---|
| Average annual household housing expenditure | $30,300 | $39,102 | 2021–2022 average; the Comptroller averages two-year periods to improve reliability. This is metro household expenditure, not a current asking rent. |
| Average annual household transportation expenditure | $12,836 | $15,929 | 2022–2023 average; includes vehicle purchases, gasoline, insurance and other vehicle costs, as well as public and other transportation. |
In the same analysis, housing represented roughly 40% of household expenditures in New York metro, compared with under 34% nationally. The transportation category is broader than transit fares, so the metro averages do not show what a transit-only commuter would pay. The Comptroller’s cost-of-living analysis for metro areas provides the context and definitions.

Build a matched monthly budget
Use actual alternatives wherever possible: the apartments you would genuinely consider, the commute you would really make, and the services your household needs. Keep one-time moving costs separate from recurring expenses, and do not mix a city listing with a metro-area average.

- Add utilities and building costs. Note what each listing includes. Add electricity, heating, internet, parking, and other charges only where they are not already included.
- Model the commute. Price the actual route and frequency. If one scenario requires a car, include the vehicle costs that apply rather than comparing only transit fares.
- Add household-specific needs. Estimate groceries, childcare, health premiums and out-of-pocket costs, and any other regular expenses for the same household profile in both cities.
- Account for income and taxes. Compare take-home resources under your circumstances, including benefits or credits you qualify for. Do not treat a needs-based affordability measure as a price index.
- Label every number. Record its source, date, geography, housing type, and whether it is a listing, estimate, or historical household average. Update time-sensitive figures before deciding.
Use rent comparison pages carefully
A commercial comparison page can help identify categories to investigate, but its headline result is not interchangeable with official household spending data. Apartments.com says it uses CoStar for rent information and C2ER’s Cost of Living Index for non-rent categories. Its displayed apartment, condo, and house rent comparisons can point in different directions, so select the property type that matches your housing scenario and check the date you access the page.

Use the Apartments.com New York–San Francisco comparison as a secondary, time-sensitive reference. Match unit type and neighborhood standard, check what utilities are included, and avoid combining its percentage with the Comptroller’s metro expenditure figures as if they came from the same method.
Do not confuse inflation with relative cost
Inflation measures how prices change over time within an area; it does not rank the current price level of two cities. In August 2026, the Bureau of Labor Statistics reported annual shelter inflation of 4.4% and annual rent-of-primary-residence inflation of 4.0% for the New York–Newark–Jersey City area. Those rates describe change in that CPI area, not how much more expensive it is than San Francisco.
BLS cautions that local CPI indexes are not designed to measure price-level differences between cities. Use them to track change within an area, and use a common-period cross-city source or your own matched basket to compare costs. See the BLS New York-area CPI release for local inflation data and its limits.

In a 2026 release, the NYC Mayor’s Office reported that 62% of New Yorkers do not meet the city’s True Cost of Living measure; government supports reduce the overall rate by about 5 percentage points. These are findings about affordability in New York City, not a matched comparison with San Francisco. The measure incorporates earnings, public benefits, tax credits, savings, and costs, so it should not be read as a simple tally of prices or compared directly with an apartment-rent average.

Quick Recap
What the comparison can establish
- In the Comptroller’s historical BLS-based metro data, average housing expenditure was higher in San Francisco metro than New York metro in 2021–2022.
- Average transportation expenditure was also higher in San Francisco metro in 2022–2023, but the category includes cars and other vehicle costs.
- Those official figures do not establish a current monthly budget for a specified household in the two cities. The most useful personal comparison comes from matched homes and commute scenarios, plus household-specific costs and resources.
