There is no single best sports betting app for every U.S. reader: legal availability, wager menus, payment terms, and player-control features depend on your state and sometimes your precise location. Compare apps only after confirming that each is authorized where you are. The available operator information does not establish a current, apples-to-apples fee ranking, so check the payment terms for your state and chosen methods rather than assuming an app is free or cheapest.
Start with legal availability in your state
Sports betting is regulated by jurisdiction. An account in an app does not mean you may place a real-money wager wherever you happen to be, and some areas within a state or jurisdiction listed by an operator may still be excluded from mobile betting. Check the current operator availability list and your state regulator’s rules before depositing.
Location checks also affect an active account. DraftKings says a wagering session ends when a customer enters a non-permitted jurisdiction; existing wagers remain viewable and may proceed as normal, but new wagers require the customer to return to a permitted location and pass location verification. bet365 cautions that particular areas within jurisdictions it lists as authorized may not allow mobile wagering. These are operator-specific terms, not a national rule for every app.

What the available app information does—and does not—show
The facts below are examples from operator help and house-rule materials, not a live audit of every state’s app experience. “Not stated” means the cited material does not establish a comparable figure or feature; it does not mean an operator has no charge or control.

| App | Markets and wager types documented | Payment costs and terms documented | Responsible-gambling tools documented |
|---|---|---|---|
| DraftKings | Its consumer help names moneyline, parlays, same-game parlays, spreads, futures, round robins, and potential-win bets as examples. The available menu depends on jurisdiction; college markets can differ by state. | Deposit and withdrawal charges, payment-provider charges, and processing times: not stated in the cited DraftKings materials. | Operator-specific tool availability and terms: not established by the cited materials. |
| bet365 | A comparable state-specific market inventory: not stated in the cited bet365 materials. | Its House Rules, accessed October 4, 2026, state a $0.10 minimum sports wager. The rules also say bonus bets are non-withdrawable, with returns handled under the stated rules. A comparable deposit or withdrawal fee schedule: not stated. | Operator-specific tool availability and terms: not established by the cited materials. |
This comparison is intentionally limited: the documented examples do not support naming either app cheapest, safest, or best overall. Before choosing, verify the same categories for each app in your state and at the same time.
How to compare the full cost of depositing and withdrawing
No current, comparable fee schedule for deposits, withdrawals, expedited payments, or payment-method charges is established for these apps in the sources cited above. To make a useful comparison, follow one payment path from deposit through withdrawal and record the terms that apply to your account.

- Choose the jurisdiction and payment method. Note your state and the exact instrument you would use, such as a bank transfer or card. Do not compare one app’s bank transfer with another app’s card payment as if they were identical.
- Check deposit terms. Record any operator charge, minimum or maximum, and processing time stated for that method.
- Check withdrawal terms separately. Confirm eligible withdrawal methods, any charge, minimum or maximum, and processing time. A free deposit would not establish that a withdrawal is free.
- Separate operator charges from provider charges. A bank or payment service may impose its own charge; do not attribute it to the app unless the terms say the operator charges it.
- Read promotional-credit rules before counting a bonus as cash. bet365’s cited House Rules say bonus bets are non-withdrawable. That restriction is distinct from a payment fee and should not be treated as cash available to withdraw.
Compare the same method, state, and date across apps. Terms can change, so confirm them in the app’s current payment and promotion disclosures before funding an account.

Compare markets by sport, league, and wager type
A market list is not universal, even within one operator. DraftKings identifies moneyline, parlays, same-game parlays, point spreads, futures, round robins, and potential-win bets as examples, while warning that available bet types depend on jurisdiction. Its college-betting information also describes state-by-state variation involving in-state college teams and player or team props.
Rank #3
For a meaningful comparison, check the sports and leagues you actually follow, then inspect the specific wager categories you expect to use. For college betting in particular, verify whether the state permits the teams and player or team props you want; a general statement that an app offers college markets is not enough to establish local availability.
- Confirm markets inside the app while physically located in the state where you intend to bet.
- Check the operator’s current state-specific rules for college teams, player props, and other restricted categories.
- Do not treat an example list of wager types as a promise that every listed market is available in every state.
Compare player-control tools, not “responsibility” labels
Look for specific controls and their terms rather than relying on a broad claim that an app is responsible. Useful items to check include deposit limits, wager or loss limits, time or session controls, reminders, cooling-off periods, operator-level self-exclusion, help links, and a route to any state-wide exclusion program. Also note how quickly a limit takes effect and whether an exclusion covers one operator or multiple operators. The cited sources do not provide comparative usability testing of the apps.

North Carolina: examples of state-described tools
The North Carolina State Lottery Commission says licensed operators make tools available, while noting that features may vary by operator. Its examples include daily, weekly, or monthly deposit limits; wager limits; session controls; cooling-off; app-level self-exclusion; reality checks; and help resources. North Carolina also offers a statewide one-form exclusion option. The Commission says licensed operators must verify bettors are at least 21 in North Carolina; that age requirement should not be generalized to every state.

Virginia: requirements for regulated platforms
Virginia’s administrative regulation requires a platform link to self-exclusion information, a way to note elapsed time, a cooling-off option, accessible terms, and an age-verification notice. It also addresses credit restrictions, fund transfers or automatic deposits, and displaying credits and spending as cash. These are Virginia requirements, not a nationwide guarantee that every app offers identical features.

What national comparisons can tell you
The National Council on Problem Gambling’s Internet Responsible Gambling Standards address 82 policies across 10 categories, including time and budget management, time-out and self-exclusion, customer support, marketing, gameplay, identity verification, and research and treatment. A September 2024 NCPG/Vixio report compared state laws and regulations with those standards using a June 2024 legal snapshot: 10 states and Washington, D.C., matched 40 or more standards; 9 states matched 25–39; and 11 matched 10–24. These are matches to standards, not app rankings or measurements of actual operator conduct. The report expressly says it does not evaluate an operator’s product or player-protection methods.
The American Gaming Association’s 2025 guide, using jurisdiction data through January 31, 2025, found that 28 of 38 covered jurisdictions required an overall responsible-gambling plan, all 38 required self-exclusion programs, and 29 jurisdictions with account-based online gaming, sports betting, or digital-wallet casino wagering required a self-limit mechanism. These counts describe the guide’s covered commercial-gaming jurisdictions, not every U.S. jurisdiction or the implementation of tools in a specific app. NCPG’s 2024 analysis also reported that no state in its June 2024 snapshot required deposit limits by law, despite self-exclusion and player-set limits appearing in a clear majority of state laws. Legal requirements and what a particular app makes easy to find are separate questions.
Quick Recap
A practical checklist before opening or funding an account
- Is the operator currently authorized in your state, and is mobile wagering allowed at your precise location?
- Does the app list the sports, leagues, and wager types you want in that state?
- Have you checked deposit and withdrawal costs, minimums, maximums, and processing times for the same payment method?
- Are promotional credits subject to restrictions that make them different from withdrawable cash?
- Can you find deposit, wager or loss, and time limits, plus cooling-off and self-exclusion options?
- Does the state offer a multi-operator exclusion program, and is the route to it clear?
- Have you read the operator’s current terms and your regulator’s rules rather than relying on a general app comparison?
