To compare family phone plans fairly, use the same number of lines for every option and estimate the full recurring household bill—not just the advertised price per line. Add service charges, taxes and carrier fees where applicable, recurring add-ons, and phone installments; track one-time charges separately. Then compare what each plan includes and whether its price depends on a discount or eligibility condition.
Start with the same household configuration
Write down how many phone lines the family needs, then compare that exact number across plans. Family pricing can change with line count, so a one-line rate is not a reliable guide to a two- or four-line household bill. Keep both figures visible: the estimated total for all lines and the total divided by the number of lines.
For example, compare two-line offers with other two-line offers, and four-line offers with other four-line offers. Tom’s Guide’s July 27, 2026 comparison presents separate two-line and four-line prices, illustrating why line count belongs in the comparison. Its prices are dated secondary reporting, so verify current rates with the carrier before relying on them: Tom’s Guide family phone plan comparison.

Calculate the recurring household total
Use this formula for each plan:
Monthly service for all lines + applicable taxes and carrier surcharges + selected recurring add-ons + recurring device installments = estimated recurring household total.

Keep the service-only total visible too. That lets you distinguish the cost of wireless service from phones being financed or optional services that the family chooses to add. Put activation or setup charges in a separate one-time-cost column rather than folding them into the recurring monthly figure.
Use a comparison worksheet
| What to record | What to check |
|---|---|
| Line count | The same number of phone lines for each plan. |
| Service price | The household service amount for that line count, not a single-line headline rate. |
| Price conditions | AutoPay or paperless billing requirements, line-count tiers, eligibility, new-customer conditions, and whether an offer is temporary or ongoing. |
| Taxes and fees | Whether taxes, provider fees, and carrier surcharges are included or added separately for the specific plan. |
| Recurring extras | Selected add-ons and device installments, recorded separately from service. |
| One-time charges | Activation or setup charges, kept out of the recurring estimate. |
| Useful service features | Data, hotspot, roaming, and other included features the household expects to use. |
| Estimated total and per-line equivalent | The recurring household total and that total divided by the number of lines. |
Check what the advertised price includes
Do not assume taxes and fees are handled the same way by every carrier—or even by every plan from one carrier. Read the specific plan disclosure and bill-fee information.

- AT&T: Its plan page says displayed prices are after eligible AutoPay and paperless billing discounts, and that taxes and fees are extra. A household that does not qualify for or maintain those discounts should not treat the displayed figure as its unconditional price. See AT&T wireless plans.
- Verizon: Verizon says bills can include plan access charges, optional services, taxes, government fees, and Verizon surcharges. Its published Verizon One comparison gives a contrasting example: the page states a $70 monthly price with AutoPay, including taxes and fees. That is specific to Verizon One and is not a rule for all Verizon plans. See Verizon plan comparison and Verizon taxes and surcharges.
- T-Mobile Prepaid: The Broadband Facts disclosure linked from its prepaid page says provider monthly fees are included in the disclosed monthly price; the page also identifies an in-store activation/change fee. These terms are specific to that disclosure and plan, so do not apply them to other T-Mobile offers. See T-Mobile Prepaid.
Where a carrier discloses a fee per line, multiply it only for the lines and service it applies to. Do not substitute a guessed flat tax or surcharge for a location- and account-specific quote. Verizon’s surcharge disclosure, for example, states a scheduled change in its monthly Regulatory Charge for voice-capable devices from $0.21 to $0.26 per line effective November 1, 2026. Because that date is future relative to this article’s date of October 4, 2026, treat it as a scheduled change and check Verizon’s current disclosure to confirm its status.
Compare service value after establishing price
Once you have comparable totals, check whether the plans meet the family’s actual needs. Consider data allowances, hotspot use, roaming, and included extras only when someone in the household will use them. A low price for service that does not fit the family’s coverage or usage needs is not a like-for-like comparison.

The FCC cautions that its 2024 mobile competition report cannot account completely for every feature offered by every plan or fees that may be additional to monthly service rates. That is a useful reminder that a rate comparison is a starting point, not a complete valuation of every plan: FCC 2024 Communications Marketplace Report.

Before choosing a plan, confirm the current price and conditions with the carrier for the household’s line count, location, and account eligibility. Promotions, discounts, taxes, and surcharges can affect the bill; an old screenshot or a comparison based on a different number of lines may no longer be useful. Ask whether the quoted amount is recurring, what conditions keep it in effect, which charges are excluded, and whether any one-time fee applies.
