Compare the USD you will actually receive for the same amount of euros—not the headline rate or a “zero fee” claim. Use quotes for the same transaction type, payment method, route and approximate time, and include every fee that reduces the amount delivered. Cash exchange, card purchases, ATM withdrawals and transfers have different costs and rules, so they should not be treated as interchangeable.
What is a fair EUR-to-USD exchange rate?
A published reference rate is a benchmark for comparison, not necessarily a rate a provider will offer or execute for you. The European Central Bank (ECB) says its euro reference rates are “published for information purposes only” and that using them for transactions is “strongly discouraged.” The ECB says rates are usually updated around 16:00 CET on working days, excluding TARGET closing days. Check the date and time when using one to assess a live quote. ECB euro reference rates
For context, the ECB listed €1 = $1.1269 on 6 October 2026. That dated reference figure does not promise what a customer would receive from a bank, exchange counter, card network or transfer provider. ECB euro reference rates

How do I compare currency conversion fees?
- Set the transaction. Write down the euro amount, such as €1,000, and identify whether you are making a card purchase, withdrawing cash, exchanging banknotes or sending a transfer.
- Get a current quote. Record the provider’s rate, the USD amount expected to arrive or be available, any separately stated fees, and when the rate is fixed. If the provider does not explain whether its quote includes charges, check its terms or ask before confirming.
- Use the ECB rate as context. Compare the provider’s quote with the ECB reference rate for the same date, while remembering that the ECB rate is informational rather than an executable customer quote.
- Compare the final outcome. For the same euro amount and transaction conditions, compare how many dollars each option delivers after all relevant charges. A lower explicit fee can be offset by a less favorable rate; a good-looking rate can be offset by separate charges.
Keep the comparison like-for-like: use the same amount, route, payment method and approximate time. Rates can change, and a quote may be fixed at a different point from the transaction itself. Record those details rather than assuming two figures are directly comparable.

Which costs matter for each transaction type?
Card purchases
For a card purchase, the conversion may involve a card-network rate and fees from the card issuer or network. The US Consumer Financial Protection Bureau (CFPB) notes that a rate used for a transaction need not be the rate on the transaction date. Its Regulation Z commentary gives an example in which a 1% network fee and a 2% issuer fee combine to total 3%. This is a regulatory example, not an estimate of typical card fees. Check the card agreement and statement for the terms that apply to your card. CFPB Regulation Z commentary, § 1026.52
For covered card-based conversions in the EU, total conversion charges are disclosed as a percentage markup over the latest available ECB reference rate. This provides a common way to express card-conversion charges within the rule’s scope; it should not be assumed to cover every transfer, exchange counter or transaction outside that scope. ATM withdrawals
Compare the amount of USD you will receive after considering the conversion rate and any applicable charges. Check the terms for both the card and the withdrawal, since the card’s conversion costs and other withdrawal charges may be separate. Do not assume that a card-purchase quote describes an ATM withdrawal.

Cash exchange
Ask the exchange counter for a firm quote for your exact euro amount: how many dollars will you receive, and does that figure include every commission? A displayed rate alone does not establish the cash you will take away.

Money transfers
Compare the recipient’s USD amount after the exchange rate and transfer charges, not just the rate shown before fees. Note when the provider fixes the rate, how long the transfer is expected to take, and whether eligibility or limits affect the quote.

- All-in USD delivered: the amount you or the recipient ends up with after applicable charges.
- Rate and fixing time: the rate used and when it is set.
- Explicit charges: conversion, transfer, card or withdrawal fees that apply to that transaction.
- Transaction route and speed: whether the option is a card payment, cash exchange, ATM withdrawal or transfer, and how quickly funds are available.
- Eligibility and limits: any conditions that could change whether the quoted option is available to you.
There is no universal cheapest provider established by a reference rate or a “zero fee” label. The result depends on the live quote and the transaction terms for your amount and route; compare current, like-for-like offers before choosing.
