Compare data center proposals on the same project phase, operating schedule, and assumptions—and look at local impacts in absolute terms. Ask for annual electricity use and peak power demand separately; water volume, source, and maximum-day demand; and noise estimates tied to a measured baseline, specific locations, and operating scenarios. Then check the developer’s forecasts with the relevant utility, water provider, and local permitting authorities.
Start with a fair, like-for-like comparison
A proposal’s figures are only comparable if they describe the same scale and conditions. One applicant might report an initial phase while another reports a fully built campus; one might include backup-generator testing while another does not. Record each proposal’s assumptions before comparing its numbers.
- Project phase: Identify whether figures cover the first phase, the expected build-out, or the full permitted project.
- Operating schedule: Ask what hours and days the facility is expected to operate and whether the figures assume continuous operation.
- Forecast assumptions: Note cooling design, power supply, backup-generation use, and other assumptions that affect the estimates.
- Absolute impacts and efficiency: Keep total energy and water quantities alongside any efficiency ratios. A favorable ratio does not establish that local infrastructure can serve the project.
Use a side-by-side worksheet and mark an item “not stated” when a proposal does not disclose it. Do not treat a missing value as zero or infer it from an efficiency metric.
What to compare in each proposal

Keep annual electricity and peak demand as separate entries: annual energy describes use over time, while peak demand describes the highest load the project may place on the system. Pennsylvania’s 2026 data-center reporting materials distinguish these measures and also call for annual and maximum-day water metrics. Those are Pennsylvania-specific requirements, not a national reporting rule.

How much electricity will the data center need?
Ask for both total annual consumption and peak demand, with the project phase and forecast assumptions attached to each. Also request the expected ramp-up schedule: a project that reaches its ultimate load gradually can pose different planning needs from one expecting to reach it quickly.
Do not use a power-usage efficiency ratio or another efficiency figure as a substitute for those absolute values. Efficiency can help describe how a facility uses energy, but it does not tell you the size or timing of the local grid demand. Separate the developer’s forecast from the utility’s confirmation of available capacity, required upgrades, reliability considerations, and cost allocation.

Pennsylvania’s 2026 materials call for reporting that includes prior-calendar-year energy use and peak energy use. Massachusetts Executive Order No. 658 is a separate, jurisdiction-specific example: it applies specified permit conditions to projects with peak demand over 25 MW, including framework conformance and a community benefits agreement, and directs agencies to develop water quantity and quality protocols. Neither state’s provisions should be assumed to apply elsewhere.

How much water will it use, and can the local supply meet the demand?
Compare annual consumption and maximum-day demand, then examine where the water comes from and when the facility expects to need it. A yearly total alone can obscure a short period of high demand, while a water-efficiency ratio says little about whether the source can meet demand during a drought or another constraint.

Cooling design and the power-supply scenario can affect water use. Lawrence Berkeley National Laboratory’s data-center modeling overview describes estimates of onsite electricity and water demand and location-specific water modeling under different cooling and power-supply scenarios. That is why proposals should be assessed in the context of their location rather than ranked by a single water-efficiency number.
Ask the water provider and relevant water authority to assess capacity under constrained conditions. Review the proposed source, watershed, wastewater destination and treatment, and any reuse, recycling, or closed-loop cooling measures. A facility’s water plan and a provider’s assessment of local availability answer different questions.

How loud will the facility be at nearby homes?
A useful comparison starts with the existing sound environment and shows how the proposed facility is expected to change it. Ask the applicant to identify modeled sources, the locations assessed, and the operating cases used. Include backup-generator testing when it is relevant to the project’s expected operations.

Check the local noise ordinance and the proposal’s measurement method, applicable time periods, and enforcement conditions. Nashville’s legislative proposal BL2026-1391 is an example of a local proposal addressing ambient baseline, mitigation, and day/night limits. It is not a nationwide standard, and proposal details or status can change. The EPA’s Berkeley Space Center environmental review record is another example of noise and water supply receiving dedicated technical reports; it does not establish a universal list of required documents.
How to verify the claims and judge the comparison
- Build a common-basis matrix. Enter each proposal’s phase, operating schedule, assumptions, disclosed values, and missing information. Compare like with like before drawing conclusions.
- Separate forecasts from capacity findings. Ask the serving utility about grid capacity and upgrades, and ask the water provider or authority about supply and constraints. Record who produced each estimate and whether it is a forecast, a confirmed capacity assessment, or a permit condition.
- Check the applicable review process. Requirements differ by state and locality. Minnesota’s Pollution Control Agency describes environmental review and possible air, water, and stormwater permitting, including review of backup generators, cooling-water and wastewater discharges, and fuel storage. San José’s local project-review topics include energy, water, backup power, noise, and water-quality protections. These examples do not define requirements for other jurisdictions.
- Compare mitigation and accountability. Record what measures each applicant commits to, whether impacts are measured after construction, and what permit or other enforceable condition governs the commitment. A proposal’s stated intention is not equivalent to a binding condition.
- Keep compliance separate from comparative performance. Meeting an applicable local rule does not by itself show that a proposal uses less water or power, needs fewer grid upgrades, or creates less noise than another project.
The 2024 U.S. Data Center Energy Usage Report, published December 19, 2024, describes historical electricity estimates and scenario projections through 2028. Its record alone does not provide a specific figure with enough context for use as a project-level benchmark. For a local comparison, use the proposals’ disclosed assumptions and the relevant providers’ capacity information rather than substituting a national total.
What to request when a proposal leaves gaps
Send applicants and reviewing agencies a focused request tied to the missing evidence. Ask for the underlying assumptions and technical documents, not just a summary or a single efficiency score.

Where a disputed claim depends on specialized modeling, request the source documents and seek review from the relevant utility, water provider, permitting authority, or a qualified environmental, water-resource, or acoustic specialist.
