If you may carry a balance, prioritize the ongoing APR and the rate for the type of balance you expect. If you expect to pay purchases in full, focus more on fees and rewards or benefits you will actually use. Either way, compare the current offer and complete card agreement—not just a headline rate or sign-up reward.
How do I compare credit cards?
Start with how you will use the card. Borrowing costs matter most when you expect to carry a balance; fees and usable benefits matter more when you expect to pay purchases in full. Then compare each offer across the same terms. The CFPB describes APR as the price you pay for using a credit card and recommends reviewing rates, fees, rewards, and repayment information together (CFPB: Know Before You Owe).
- Estimate your likely use. Consider whether you will carry a purchase balance, transfer a balance, take cash advances, or pay purchases in full each month.
- Compare rates by balance type and period. Record purchase, balance-transfer, and cash-advance APRs; any introductory rate and its end date; the rate afterward; and any penalty APR.
- List the fees. Include annual and transaction fees, plus late or other event-based fees that could apply to you.
- Value rewards and benefits against your own use. Use your likely spending and redemption choices, and subtract fees you will pay.
- Check grace-period and repayment rules. Find out what payment preserves a purchase grace period, how the issuer calculates the minimum, and what the statement says about paying off the balance.
- Confirm the terms in the current issuer disclosure and agreement. Offers can change, and a comparison page or database entry may not show the terms for your individual account.
Which credit card has the lowest APR?
There is no single lowest-APR card established here: rates are specific to the card, offer, applicant, and balance type, and can change. Compare the rate that would apply to the debt you expect to have, not only the purchase APR displayed in a headline.
Compare the rate that matches the transaction
Purchase APR, balance-transfer APR, and cash-advance APR may differ. If you plan a transfer, compare the balance-transfer rate and fee; if you may take a cash advance, check its APR and fee separately. The CFPB explains how card issuers calculate interest, including the effect of daily balances (CFPB: How credit card interest is calculated).

Look beyond an introductory rate
Record the introductory APR’s duration and end date, then compare the ongoing APR that follows it. A promotional rate can reduce borrowing costs temporarily, but it does not tell you the cost of a balance that remains after the promotion. Check whether the rate is variable and whether a penalty APR may apply; the CFPB’s key-terms guide explains common card-rate terminology (CFPB: Credit card key terms).
Consider how payments are allocated
If you carry balances at different rates, payment allocation affects how quickly higher-rate debt falls. The CFPB says amounts paid above the minimum generally go first to the balance with the highest APR. Review the issuer’s terms for the allocation rules that apply to your account.

How do I compare credit card fees?
Compare fees that apply to your likely use, rather than treating one fee as the whole cost of the card. An annual fee may be worthwhile if you use benefits that offset it; a balance-transfer or foreign-transaction fee matters only if you expect that transaction. The CFPB advises considering whether benefits or rewards justify a fee (CFPB: Know Before You Owe).
- Annual fee: Compare the recurring cost with benefits you realistically expect to use.
- Balance-transfer fee: Include it when comparing a transfer offer; a low or promotional transfer APR does not by itself make a transfer inexpensive.
- Cash-advance fee: Check the fee alongside the cash-advance APR if you might use this feature.
- Foreign-transaction fee: Include it if you make purchases in another currency or from merchants that process transactions abroad.
- Late and other event-based fees: Check the agreement for charges and consequences that may follow a missed or delayed payment.
Is a rewards card worth the annual fee?
It can be, but only if the rewards and benefits you will actually use are worth more to you than the annual fee and any other costs. Estimate rewards from your own spending categories, then account for redemption conditions and benefits you would otherwise pay for. Do not assume that points or miles have a universal cash value: their worth depends on the program’s current rules and how you redeem them.

For a practical comparison, estimate the value you expect to realize in a year, subtract the annual fee and relevant transaction fees, and compare the result with a no-annual-fee alternative. Treat unused credits or benefits as having no value to your decision. Check the issuer’s current rewards terms before relying on a particular earning rate or redemption option.
How do grace periods affect purchase interest?
A grace period can let you avoid interest on purchases when you pay the required balance in full by the due date. It is not guaranteed: the CFPB states that card companies are not required to provide one. If the card offers a grace period, check which balance must be paid in full to preserve it (CFPB: What is a credit card grace period?).

If funds remain after this date has passed, please call the Toll Free number found on your Visa Virtual eGift Card for a replacement card. A one-time purchase fee applies at the time of checkout.
- This item is not eligible for refund, resale, or return. Available for sale within the United States only. Not available to residents of Puerto Rico, Hawaii, New Mexico, South Dakota, West Virginia and the US Virgin Islands.
Do not assume the same rule applies to cash advances. Grace periods typically do not cover them, and interest generally begins accruing on the transaction date. If you expect to carry a purchase balance, include the purchase APR in your comparison even if the offer advertises a grace period.

How do I compare repayment terms?
Review the minimum-payment formula, due date, late-payment consequences, and the statement’s payoff information. Paying only the minimum can extend repayment and increase interest; paying more generally reduces both. The statement’s three-year payoff figure assumes no new charges, so it is not a promise that the balance will be gone in three years if you keep using the card (CFPB: Understanding the payoff amount box).

Use that statement figure as a comparison aid, not as a substitute for checking the card’s APR and minimum-payment terms. If you plan to keep making purchases, those charges can change how long repayment takes.
Where can I verify current card terms?
Use the issuer’s current pricing disclosure and cardholder agreement for the offer you are considering. The CFPB’s agreement database contains agreements submitted by issuers, but a database entry may not reflect the terms of a specific account; consumers can request their agreement from the issuer (CFPB: Credit card agreement database).
The CFPB says its Terms of Credit Card Plans survey collects data from over 150 issuers every six months; its page links data for July 1, 2025–December 31, 2025 (CFPB: Terms of Credit Card Plans survey). That information describes surveyed plans, not necessarily a live offer or an individual applicant’s terms. The CFPB has retired its interactive card-comparison tool because it lacked timely source data, so do not rely on it as a current offer finder.

Card rates and terms can change. The CFPB says significant changes to certain rates and terms generally require 45 days’ notice, but that does not guarantee a displayed offer is unchanged; confirm the current disclosure with the issuer (CFPB: Can an issuer change account terms?).
