Compare cement companies on three separate measures: installed capacity, actual cement volumes, and the markets they serve. Then examine costs only after checking what each company includes in its reported figures. These measures answer different questions, so a large capacity figure or a long country list alone cannot establish who produces more efficiently or has the stronger market position.
Start with comparable reporting periods and business scope
Before comparing figures, align the reporting year, units, currency, product definition, and company perimeter. Check whether the number covers cement only or also clinker, aggregates, ready-mix concrete, or other cementitious materials. Acquisitions, divestitures, plant closures, and segment changes can alter the business being measured from one year to the next.
- Year and period: Use the same fiscal year or clearly label differences.
- Product scope: Distinguish cement from clinker and broader cementitious products.
- Entity scope: Identify whether figures cover subsidiaries, joint ventures, or the whole group.
- Units and currency: Convert consistently, while retaining the company’s reported figure and currency for reference.
Company reports do not necessarily use standardized definitions. Treat each reported measure according to its own disclosure, rather than assuming similar labels mean identical calculations.

What capacity tells you
Installed capacity describes potential production under a stated definition; it is not the amount produced or sold. Cemex defines installed capacity as theoretical annual production capacity and notes that its figure can include temporarily closed plants. Capacity can also vary with product mix. Its 2025 Form 20-F reported 78.0 million tons of annual installed cement production capacity. Cemex 2025 Form 20-F

Check whether a company reports cement grinding capacity, clinker capacity, or another measure. These are not interchangeable: clinker is an intermediate material, while cement is the finished product sold for use. Also check which facilities and ownership interests are included.
What production or sales volume tells you
Production and sales volumes describe activity more directly, but they answer different questions: production is what the company made, while sales are what it sold. Compare the same measure, product scope, year, and company perimeter wherever possible. Cemex reported 48.0 million tons of cement sales in 2025 alongside its 78.0 million tons of annual installed cement production capacity. Those figures illustrate why capacity and sales should be presented separately; their quotient should not automatically be called utilization unless the periods, products, assets, and reporting perimeter match. Use plant and regional disclosures as context
Plant counts and locations can help explain capacity, but they do not reveal plant size, operating status, ownership share, or output. When available, compare them with regional cement volumes and the company’s definitions. A group-wide total can hide differences between mature and growing markets or between facilities with different roles.

A company’s cost of sales is not automatically the cost of manufacturing cement. Cemex’s 2025 reporting descriptions include depreciation, amortization and depletion of production assets, storage at production plants, raw-material freight, and delivery expenses for its ready-mix concrete business. A broad company-level cost line therefore should not be relabeled “cement production cost per ton.” Cemex 2025 filing exhibit on segments and costs

- Durable & Robust Construction: Built with a sturdy Cast Iron Base and bright metallic moving parts to ensure stability and longevity in a demanding laboratory environment.
For a fair cost comparison, examine the accounting definition and business scope alongside the figure. In particular, determine whether it includes:
- Depreciation, amortization, or depletion of production assets.
- Freight for raw materials, fuel, or finished products.
- Plant storage and distribution costs.
- Downstream activities such as ready-mix concrete delivery.
- Energy and fuel costs, and whether a regional disclosure identifies changes in those costs.
Prefer a clearly defined cement-only cost per ton when companies disclose one on a comparable basis. If they do not, compare reported cost lines with their scope stated, and avoid deriving a per-ton figure unless the numerator and volume denominator cover the same products, period, and entities. Currency differences and regional product mix can also make a group-level figure misleading.

Read regional conditions alongside group totals
Regional reports can show pressures that disappear in consolidated results. Heidelberg Materials’ 2025 report said cement and clinker volumes in its Asia-Pacific area remained at the prior-year level. Its Indonesia discussion described slightly weaker demand, excess capacity and price pressure, as well as a weaker rupiah; actions cited included efficiency improvements, alternative fuels, cost discipline, and logistics optimization. These details help explain the conditions and responses in that market, but they are not a standardized cost-per-ton comparison with another producer. Measure market reach by type of presence
A country count can combine very different kinds of activity. Separate locations where a producer owns or operates plants from markets it serves through exports, trading, subsidiaries, joint ventures, or third-party supply. Look for operating countries, plant locations, sales volumes by region, terminals, export routes, and trading disclosures—and assess whether the activity is material.

Cemex reported operations in Mexico, the United States, Europe, the Middle East and Africa, and South and Central America and the Caribbean. Separately, it reported trading roughly 12 million tons of cementitious and non-cementitious materials in more than 65 countries in 2025. The trading figure describes trading activity; it does not mean Cemex owned cement plants in those countries. Cemex 2025 Form 20-F
When companies state market position or estimated market share, attribute the claim to the company and retain its geography, year, and definition. A sales market is not necessarily an operating footprint, and a reported presence does not by itself establish meaningful market share.
Build a comparison that keeps measures distinct
| Question | Evidence to record | Checks before comparing |
|---|---|---|
| How much could the company produce? | Installed cement capacity; distinguish clinker capacity if reported | Definition, temporarily closed plants, ownership, product mix, and year |
| How much did it make or sell? | Cement production or cement sales volume, recorded separately | Same volume measure, product scope, reporting period, and business perimeter |
| What does its cost figure cover? | Cost of sales, operating expenses, or a disclosed cement cost per ton | Freight, depreciation, energy, downstream activities, currency, and denominator |
| Where does it compete or operate? | Plants, operating regions, regional sales, exports, terminals, and trading | Owned versus joint-venture or supplied presence; materiality and geography |
Holcim’s 2025 Annual Report illustrates why regional financial and operational indicators should be kept in their proper categories: it reported Europe net sales of CHF 8.5 billion, recurring EBIT of CHF 1.5 billion, and a recurring EBIT margin of 17.0%. It also reported Scope 1 emissions of 440 kg net CO₂ equivalent per ton of cementitious materials. These figures provide regional financial and environmental context; they are not a like-for-like cement production cost comparison. Holcim 2025 Annual Report
