For U.S.-dollar purchases, compare the total cost and repayment process—not just a card’s “no foreign transaction fee” label. A U.S.-dollar card can keep eligible USD purchases in a USD balance, while a Canadian-dollar card that waives foreign-currency fees still converts purchases to CAD using an exchange rate. Which costs less depends on your spending, card terms, and how easily you can repay a USD balance.

Start with the currency your purchases are actually billed in

A purchase made with a U.S. merchant is not necessarily billed in USD. Check the checkout total or subscription billing details: the comparison depends on the transaction currency that reaches your card, not simply the merchant’s location.

Canadian card issuers may convert a foreign-currency transaction directly to CAD or route it through USD. The Financial Consumer Agency of Canada (FCAC) explains that the exchange rate and any foreign-currency conversion charge are applied when the purchase is converted to Canadian dollars. For a USD transaction, the two basic options are a USD-denominated account, which can leave the purchase as a USD balance, and a CAD-billed card, which converts it to CAD. A CAD card that waives its foreign-currency fee still uses an exchange rate; “no foreign transaction fee” does not mean the rate disappears.

Compare the two card types on the costs that matter

Issuer conversion fee Scotiabank says the cited card has no currency fee on USD purchases. Other currencies may incur applicable conversion fees. The cited Passport card waives foreign transaction fees on foreign-currency purchases, subject to its terms; the exchange rate still applies.
Annual fee Scotiabank lists $35 per year for its U.S. Dollar Visa; confirm the current fee and terms with the issuer. Check the current card disclosure for its fee and any account-based rebate. The cited product page is the issuer’s source for current terms.
Repayment Plan to pay the balance in USD. Scotiabank says eligible customers can pay directly from a Scotiabank U.S. Dollar Daily Interest Account. The account is CAD-billed, so you do not need to source USD specifically to repay the card.
Rewards and benefits Scotiabank advertises purchase protections and certain partner offers. Their value depends on eligibility and whether you will use them. The issuer describes Scene+ earning and travel benefits. Weigh only benefits and rewards you expect to use against the card’s costs.

These are examples of two approaches from one issuer, not a ranking of Canadian cards. Compare the exact terms of any card you are considering, including how it handles foreign-currency purchases and what currency its statement requires.

Work out whether the fee savings justify the card costs

Estimate the amount you expect to spend in USD over a year, then compare the conversion cost you would avoid with any annual fee and the cost of acquiring USD for repayments. A USD-denominated card may suit recurring USD spending if you can hold and pay USD without an expensive conversion elsewhere. A CAD card may be simpler if you prefer one CAD statement or also make purchases in other foreign currencies.

For scale, the FCAC’s illustrative example converts €1,000 at an assumed rate of 1.45 to $1,450 CAD, then applies a 2.5% conversion charge of $36.25, for a total of $1,486.25. Do not count rewards at their advertised face value unless you know you will redeem them. Subtract annual fees and other costs first, then credit only rewards and benefits that fit your real spending and redemption plans.

Check the exchange rate and who sets the charges

Mastercard’s exchange-rate tool can help you estimate a conversion, but Mastercard says the issuer determines the cardholder’s conversion charges. The rate shown by a network tool is therefore not necessarily the complete amount that will appear on your statement. Read your issuer’s agreement and check the posted transaction. Card terms, fees, rewards, eligibility, and processing details can change. Verify the current issuer disclosure before applying, and use the statement—not an estimate—as the final record of the amount billed.

At checkout, decline a conversion you cannot evaluate

A merchant or ATM may offer dynamic currency conversion (DCC), which displays or charges a CAD amount for a USD purchase. The offer can include its own exchange rate and added fees, so a CAD total is not automatically cheaper than letting your card handle the conversion.

Visa says a DCC offer should show both the local and cardholder-currency amounts, the exchange rate, and any additional fees. If those details are missing or you feel pressured, Visa recommends declining the conversion. Visa: Dynamic currency conversion

Compare the disclosed CAD amount with the card’s conversion terms. If you choose not to accept DCC, the transaction is processed in the local currency and your card’s applicable conversion method and fees determine the CAD amount.

Use this decision process before choosing a card

  1. Identify the billing currency. Check whether your travel purchase, online order, or subscription is actually billed in USD.
  2. Estimate your annual USD spend. Separate predictable recurring USD expenses from occasional purchases, and include other foreign currencies if relevant.
  3. Price the USD-card repayment path. Add the card’s annual fee and confirm how you will obtain and pay USD. Include any conversion cost you would incur outside the card.
  4. Read the CAD card’s agreement. Confirm whether the specific card waives its foreign-currency fee, what exchange-rate method applies, and what annual fee or eligibility conditions apply.
  5. Compare net value. Weigh fee savings against card costs; count rewards and benefits only if you are likely to use them.
  6. Review checkout and statement amounts. Decline a DCC offer whose rate or fees are not clearly disclosed, and check posted purchases against receipts.

Expect refunds to differ from the original CAD charge

If a USD purchase is refunded after the exchange rate has changed, the CAD value of the refund may not match the CAD amount originally charged. FCAC notes that exchange-rate movement can affect the refunded amount.
